THE MINISTER OF CULTURE, SPORTS AND TOURISM
Pursuant to Article 34 of the Constitution of the Socialist Republic of Vietnam in 1992.
Pursuant to Article 69 of the Land Law adopted by the National Assembly of the Socialist Republic of Vietnam, Session IX on July 14, 1993, and promulgated by the State Council on July 24, 1993, concerning the management and use of land for relics.
Pursuant to Ordinance No. 14-LCT/HĐNN on the protection and utilization of historical and cultural relics and scenic spots promulgated by the State Council of the Socialist Republic of Vietnam on April 4, 1984.
Pursuant to Decree No. 81-CP dated November 8, 1993 of the Government regarding the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information.
After reviewing the relic files and the proposal documents submitted by the Chairmen of the People's Committees of Yen Bai, Da Nang, Quang Ninh, Thanh Hoa, Ha Tinh, Tien Giang, Ninh Binh, Quang Tri, Bac Kan, and Binh Thuan Provinces.
Considering the proposal of the Director of the Heritage and Museum Management Department.
DECISION:
Article 1. Now hereby recognizes the following 14 (fourteen) relics:
PROVINCE OF YEN BAI (01)
1. Historical and Archaeological Relic Black Yi: Tan Linh Commune, Luc Yen District, Yen Bai Province.
CITY OF DA NANG (02)
2. Historical Relic Mr. Ich Khiem's Tomb: Hoa Tho Commune, Hoa Vang District, Da Nang City.
3. Historical and Architectural Artistic Relic Ho Chua Phai Temple and House: Hai Chau I Ward, Hai Chau District, Da Nang City.

4. Historical Relic Nguyen Huy Ho Temple: Truong Loc Commune, Can Loc District, Ha Tinh Province.

5. Historical Relic Tiger Cave Pavilion Site where the Fourth War Zone Dong Trieu was established: Tan Viet Commune, Dong Trieu District, Quang Ninh Province. (Supplementing Decision No. 2379/QD-BT dated September 5, 1994 recognizing the Dong Trieu War Zone Center site).

14. Architectural Artistic Relic Dong An Communal House: Phan Ri Thanh Commune, Bac Binh District, Binh Thuan Province.
Article 2. Strictly prohibit all construction and exploitation activities within the delineated areas of the relics. In special cases, the use of land in historical and cultural relics and scenic spots must be approved by the Minister of Culture and Information.
Article 3. LOCAL PEOPLE'S COMMITTEES SHALL IMPLEMENT THE STATE MANAGEMENT OF HISTORICAL, CULTURAL, AND SCENIC HERITAGE SITES IN ACCORDANCE WITH THE LAW.
Article 4. The Heads of the Ministry's Office, the Director of the Heritage and Museum Management Department, the Chairmen of the People's Committees, and the Directors of the Departments of Culture and Information of the provinces of Yen Bai, Da Nang, Quang Ninh, Thanh Hoa, Ha Tinh, Tien Giang, Ninh Binh, Quang Tri, Bac Kan, and Binh Thuan are responsible for implementing this decision./.
