PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Ratification, Accession and Implementation of International Treaties of the Socialist Republic of Vietnam dated June 14, 2005;
Considering the proposal of the Ministry of Transport at document No. 1338/BGTVT-HTQT dated March 7, 2008,
DECISION:
Article 1. Approves Protocol No. 3 "Frequency, Volume of Transportation, Issuance of Permits and Quotas," signed in Beijing (China) on March 20, 2007, of the Agreement between the Governments of the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Vietnam on Facilitating the Transport of Goods and Passengers Across Borders (the GMS Agreement).
Article 2. The Ministry of Foreign Affairs shall notify the countries of the Greater Mekong Subregion (GMS) and relevant agencies about the approval of the above-mentioned Protocol.
Article 3. The Ministry of Transport shall take the lead and coordinate with relevant agencies to implement the above-mentioned Protocol.
