Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/ND-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;

Pursuant to the results of the assessment by the Program Framework Assessment Councils for the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following occupations: Fashion Tailoring; Industrial Electronics; Air Conditioning and Refrigeration Technology; Marine Electrical Systems; Computer Programming; Database Management; Domestic Electrical Systems; Ship Control; Computer Repair and Assembly; Hotel Management (Higher Vocational Qualification) - Restaurant Operations (Intermediate Vocational Qualification);

Upon the proposal of the General Department of Vocational Training, Ministry of Labor, War Invalids and Social Affairs to stipulate the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the above occupations as follows:

Article 1. Scope of Regulation and Applicability

This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications applicable to public and private vocational training institutions that have registered to operate under this Circular, including vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools;

The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework programs stipulated in this Circular include:

1. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Fashion Tailoring" (Annex 1).

2. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Industrial Electronics" (Annex 2).

3. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Air Conditioning and Refrigeration Technology" (Annex 3).

4. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Marine Electrical Systems" (Annex 4).

5. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Computer Programming" (Annex 5).

6. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Computer Repair and Assembly" (Annex 6).

7. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Database Management" (Annex 7).

8. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Domestic Electrical Systems" (Annex 8).

9. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Ship Control" (Annex 9).

10. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Hotel Management (Higher Vocational Qualification) - Restaurant Operations (Intermediate Vocational Qualification)" (Annex 10).

Article 3. Responsibility for developing vocational training programs

In accordance with the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and intermediate specialized colleges that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.

Article 4. Implementation provisions

1. This Circular takes effect from February 4, 2012, replacing Decisions No. 21/2008/QĐ-BLĐTBXH dated March 31, 2008; No. 33/2008/QĐ-BLĐTBXH dated April 10, 2008; No. 50/2008/QĐ-BLĐTBXH dated May 2, 2008; No. 39/2008/QĐ-BLĐTBXH dated April 16, 2008; No. 55/2008/QĐ-BLĐTBXH dated May 26, 2008; No. 41/2008/QĐ-BLĐTBXH dated April 16, 2008; No. 42/2008/QĐ-BLĐTBXH dated April 16, 2008; No. 31/2008/QĐ-BLĐTBXH dated April 10, 2008; No. 44/2008/QĐ-BLĐTBXH dated April 16, 2008; and No. 20/2008/QĐ-BLĐTBXH dated March 31, 2008 of the Ministry of Labor, War Invalids and Social Affairs.

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and intermediate specialized colleges that have registered to conduct vocational training at the intermediate and college levels for the trades specified in this Circular, and related units shall be responsible for implementing this Circular./.
