CIRCULAR
Issuing the Supplementary List of Fertilizers Permitted for Production, Business, and Use in Vietnam

Pursuant to the Law on Quality of Products and Commodities dated November 21, 2007;
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP of the Government;
Pursuant to Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on the management of fertilizer production, business; and Decree No. 191/2007/NĐ-CP dated December 31, 2007 of the Government amending and supplementing certain articles of Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on the management of fertilizer production and business;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Quality of Products and Commodities;
At the proposal of the Director of the Plant Cultivation Department;
The Minister of Agriculture and Rural Development issues this Circular on the Supplementary List of fertilizers permitted for production, business, and use in Vietnam.
Article 1. Attached hereto is the Supplementary List of fertilizers permitted for production, business, and use in Vietnam including:
1. The Supplementary List of fertilizers permitted for production, business, and use in Vietnam comprises 785 types of fertilizers (Annex 01), divided into:
a) Organic fertilizers: 07 types;
b) Organic-mineral fertilizers: 71 types;
c) Bio-organic fertilizers: 35 types;
d) Microbial organic fertilizers: 111 types;
đ) Microbial fertilizers: 23 types;
e) Foliar fertilizers: 535 types;
g) Soil moisture retention and soil improvement agents: 02 types;
h) Fertilizers containing efficiency-enhancing substances: 01 type.
2. The List of fertilizers replacing those already included in the List of fertilizers permitted for production, business, and use in Vietnam includes 193 types (Annex 02), divided into:
a) Organic fertilizers: 02 types;
b) Microbial organic fertilizers: 37 types;
c) Bio-organic fertilizers: 18 types;
d) Organic-mineral fertilizers: 07 types;
đ) Foliar fertilizers: 129 types.
Article 2. This Circular takes effect from September 23, 2013.
Article 3. The Director of the Office of the Ministry, the Director of the Crop Cultivation Department, the Director of the Science, Technology, and Environment Department, the Directors of the Departments of Agriculture and Rural Development of provinces and centrally governed cities, heads of units and organizations, and individuals concerned are responsible for implementing this Circular./.
