Regulations on the framework program for intermediate vocational level, the framework program for higher vocational level for five occupations: English Tourism Interpreting; Tourism Marketing; Bakery Technology; Nursing Care; Labor Wage Accounting and Social Insurance

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational level and the framework program for higher vocational level;
At the proposal of the Director General of the Vocational Training Administration,
The Minister of Labor, Invalids and Social Affairs issues this Circular stipulating the framework program for intermediate vocational level and the framework program for higher vocational level for five occupations belonging to the Business and Management group; Transport Services; Electrical, Electronics and Telecommunications Technology; Tourism Services; Production Technology as follows:
Article 1. This Circular hereby promulgates the framework program for intermediate vocational level and the framework program for higher vocational level for five occupations: Airline Commercial Services; Ticket Booking and Sale; Refrigeration and Air Conditioning for Aquatic Products; Sales Management (Vocational College Level) - Sales Operations (Technical College Level); Rubber Processing to be applied at vocational colleges, intermediate vocational colleges, universities, higher vocational colleges, and intermediate specialized colleges both public and private that have registered to provide training for these occupations (hereinafter referred to collectively as vocational training institutions), but it is not mandatory for foreign-invested vocational training institutions.
1. The framework program for intermediate vocational level for the occupation "Airline Commercial Services" is specified in Appendix 1 attached hereto.
2. The framework program for intermediate vocational level for the occupation "Ticket Booking and Sale" is specified in Appendix 2 attached hereto.
3. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Refrigeration and Air Conditioning for Aquatic Products" are specified in Appendix 3 attached hereto.
4. The framework program for intermediate vocational level for the occupation "Sales Operations"; the framework program for higher vocational level for the occupation "Sales Management" are specified in Appendix 4 attached hereto.
5. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Rubber Processing" are specified in Appendix 5 attached hereto.
Article 2. Based on the provisions of this Circular, the directors of vocational training institutions that have registered to provide training for the occupations specified in this Circular shall organize the development, review, and approval of the training programs of their institutions.
Article 3. This Circular takes effect from February 15, 2015.
Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees under central cities, the Vocational Training Administration, vocational training institutions that have registered to provide intermediate vocational level and higher vocational level training for the five occupations specified in this Circular, and related units are responsible for implementing this Circular./.
