Pursuant to the Law on National Defense and Security Education of 2013;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education.
Considering the proposal of the Chief of General Staff;
The Minister of National Defense hereby decides.
Article 1. The Program and content; framework program for national defense and security knowledge training for the subjects specified in Clause 1, Clause 2, and Clause 3 of Article 2 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education are hereby promulgated together with this Circular.
Article 2. This Circular takes effect from July 14, 2014 and abolishes the following documents:
1. Circular No. 176/2011/TT-BQP dated September 15, 2011 of the Minister of National Defense on the issuance of the national defense-security knowledge training program;
2. Decision No. 818/QĐ-BQP dated March 27, 2009 of the Minister of National Defense on the issuance of the national defense-security knowledge training program for religious dignitaries and clergy;
3. Decision No. 817/QĐ-BQP dated March 27, 2009 of the Minister of National Defense on the issuance of the national defense-security knowledge training program for religious officials.
Based on the Program and content; framework program set forth in this Circular, the institutions conducting national defense and security knowledge training shall develop programs, compile textbooks, approve or submit to competent authorities for approval.
Article 3. Deputy Chief of General Staff, Director of the Political Bureau; heads of central ministries and sectors, Chairmen of People's Committees of provinces and centrally governed cities, Directors of the National Defense Academy, Commanders of Military Regions, Directors of the Political Academy, Commanders of the Capital Military Command, Commanders of the Ho Chi Minh City Military Command, Chiefs of Provincial and Centrally Governed City Military Commands, Heads of agencies, organizations, and individuals related to this Circular shall be responsible for its implementation./.
PROGRAM AND CONTENT; FRAMEWORK PROGRAM FOR NATIONAL DEFENSE AND SECURITY KNOWLEDGE TRAINING

I. OBJECTIVES
1. General objectives
Training on the Party’s viewpoints and policies, and the State’s laws on national defense and security (QPAN), combining economic and social development with foreign activities linked to strengthening and consolidating QPAN. Enhancing understanding and effectively applying in organizing and implementing the two tasks building and defending the Socialist Republic of Vietnam under new circumstances according to positions.
2. Specific objectives
a) In terms of political qualities: Cultivating firm political qualities, patriotism, and love for socialism.
b) In terms of knowledge: Ensuring that the trainees grasp the Party’s viewpoints, the State’s policies and laws on QPAN; Vietnamese military art; QPAN situation and tasks; defense zones; civil defense; combining economic and social development with strengthening and consolidating QPAN; integrating QPAN with foreign relations.
c) In terms of skills: Ensuring that the trainees understand and perform well the national defense and military work at their workplaces and places of residence.

III. GUIDELINES FOR USE
1. Using the program and content:
a) The program and content are mandatory regulations for the training targets; training institutions must develop lesson plans and lectures tailored consistent to each target group;
b) Developing implementation plans for the program and content must ensure the objectives, content of the program, scientificity, effectiveness, and convenience for the training targets, consistent within the time frame; combining regular courses with extracurricular activities to enhance practical application skills for the training targets;
c) Supplementary activities include: Exercises on some aspects of provincial and district-level defense areas; field trips and practical research;
d) Combining various forms and methods of presentation; integrating theoretical study with practical research; ensuring material resources, compiling textbooks and materials; promoting the initiative, independent thinking, self-study, and research capabilities of the training targets.
2. Using the framework program:
a) The framework program is a mandatory regulation for the training targets. The list of contents and teaching hours provided is only a minimum requirement. Training institutions must base their specific programs on objectives, time frames, and supplement necessary contents for consistent.
b) Developing implementation plans for the framework program must ensure the objectives, content of the program, scientificity, effectiveness, and convenience for the training targets, consistent within the time frame; combining regular courses with extracurricular activities to enhance the capabilities and skills of the training targets.
c) Supplementary activities include: Field trips and practical research;
