Pursuant to the Maritime Code of Vietnam dated November 25, 2015;

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 130/2013/NĐ-CP dated October 16, 2013 of the Government on production and supply of public goods and services;

Pursuant to Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing some provisions of the Maritime Code of Vietnam on management of maritime activities;

At the proposal of the Director of the Infrastructure Department and the Director of the Vietnam Maritime Administration,

The Minister of Transport issues this Circular amending and supplementing certain contents of the Economic-Technical Norms issued together with Circular No. 76/2014/TT-BGTVT dated December 19, 2014 of the Minister of Transport promulgating Economic-Technical Norms in the field of providing public service to ensure maritime safety.

Article 1. Amending and supplementing certain contents of the Economic-Technical Norms issued together with Circular No. 76/2014/TT-BGTVT dated December 19, 2014 of the Minister of Transport promulgating Economic-Technical Norms in the field of providing public service to ensure maritime safety

1. Replacing the set "Economic-Technical Norms for Management and Operation of Shipping Lanes" issued together with Circular No. 76/2014/TT-BGTVT dated December 19, 2014 with the set "Economic-Technical Norms for Management and Operation of Shipping Lanes" issued together with this Circular.

2. Amending and supplementing certain contents of the set "Economic-Technical Norms for Fuel Consumption" issued together with Circular No. 76/2014/TT-BGTVT dated December 19, 2014 with the set "Economic-Technical Norms for Fuel Consumption" issued together with this Circular.

3. Amending and supplementing the section "Notes" at Section 1, Chapter III of the set "Economic-Technical Norms for Supply Operations" issued together with Circular No. 76/2014/TT-BGTVT dated December 19, 2014 as follows:

"Notes:

- In addition to the number of regular supply trips specified in Table 1 and Table 2 of these norms, for lighthouses and shipping lane management stations located in difficult conditions (on uninhabited islands or on inhabited islands where the distance from the station to the nearest commercial area or market is more than 5.0 km), four additional on-site supply trips per month may be carried out. For the Long Chau lighthouse and lighthouses in the Spratly Islands area, ten additional on-site supply trips per month may be carried out.

- On-site supply vessels: hired vessels suitable and ensuring safety, or boats equipped at the station. If boats equipped at the station are used, each trip shall not exceed four hours and operate at an average power level of 65% of the rated power of the boat."

Article 2. Effective Date

This Circular takes effect from August 1, 2018.

Article 3. Implementation Organization

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Maritime Administration, General Directors of the Northern and Southern Vietnam Maritime Safety Assurance Corporations, Heads of agencies, organizations, and individuals related to this Circular are responsible for its implementation./.
