ISSUING TECHNICAL REGULATIONS ON PRIMER FOR INDUSTRIAL EXPLOSIVES
Circular No. 20/2015/TT-BCT dated June 22, 2015, issued by the Minister of Industry and Trade on national technical regulations on primer for industrial explosives, which took effect from December 22, 2015, has been amended and supplemented by:
Circular No. 42/2019/TT-BCT dated December 18, 2019, issued by the Minister of Industry and Trade to amend and supplement certain provisions on periodic reporting requirements in Circulars issued by the Minister of Industry and Trade or jointly issued, which took effect from February 5, 2020.

QCVN 08 : 2015/BCT was drafted by the Drafting Board of National Technical Regulations on Primer for Industrial Explosives, reviewed by the Department of Science and Technology under the Ministry of Industry and Trade, examined by the Ministry of Science and Technology, and issued together with Circular No. 20/2015/TT-BCT dated June 22, 2015. National Technical Regulations on Primer for Industrial Explosives
1. General Provisions
1.1. Scope of application
These technical regulations apply to organizations and individuals engaged in activities related to primer for industrial explosives within the territory of Vietnam, except where international treaties to which Vietnam is a member provide otherwise. stipulating Primer for industrial explosives refers to chemical substances or chemical mixtures that are produced

These technical standards apply to organizations and individuals engaged in activities related to industrial explosive ignition materials on the territory of Vietnam, except where international treaties to which Vietnam is a party provide otherwise.
1.3. Definitions
1.3.1. Explosive to create an explosive reaction under the influence of mechanical, thermal, chemical, or electrical stimuli. Hereinafter referred to as Primer) is the intermediate explosive charge that enhances the transmission of the explosion from the igniter or detonating cord.

2.3. Packaging, Labeling, Storage, Transportation, and Disposal |

2.3.1. Primer blocks are wrapped externally with crepe paper and stored in sealed PE bags or tightly bound bags. Labeling is carried out in accordance with Government Decree No. 89/2006/NĐ-CP dated August 30, 2006, on product labeling, with each primer block having the following information: |

2.3.1.5. Expiry date.
2.3.2. Primer is placed in cardboard boxes marked with danger warnings. Each box of primer must have the manufacturer's logo, primer name, weight per box, batch number, and date of manufacture and expiry date. The weight of primer in each box shall not exceed 25 kg.
2.3.3. Storage, transportation, use, and disposal of primer must be carried out in accordance with the provisions of QCVN 02 : 2008/BCT.
3.1. Determining the density of the primer block using the mass method
3.1.1. Equipment and tools:
3.1.1.1. Analytical balance, with accuracy of 0.01g.
3.1.1.2. Graduated cylinder with volume from 1000 cm³ to 2000 cm³.
3. Testing Methods
3.1.1.3. Distilled water, according to TCVN 2117:2009.
3.1.2. Procedure:
3.1.2.1. Remove all outer layers of the primer block. Weigh the primer block on the analytical balance accurately to 10
g, record the mass m (g).3 3.1.2.2. Pour approximately 500 cm³ distilled water into a 1000 cm³ (or 2000 cm³) graduated cylinder and determine the exact volume of water added V3.

3.1.2.3. Place the primer block without its paper wrapping and known mass into the graduated cylinder containing V
cm³ distilled water; Record the increased volume of water in the graduated cylinder V-2 3.1.3. Calculation:
The density of the primer block d is calculated using the formula:3 d: is the density of the primer block, expressed in grams per cubic centimeter (g/cm³);3 m: is the mass of the primer block, expressed in grams (g);3V₂: is the volume of distilled water in the graduated cylinder after adding the primer block, expressed in cubic centimeters (cm³);1 V₁: is the volume of distilled water in the graduated cylinder before adding the primer block, expressed in cubic centimeters (cm³).33.1.4. The difference between two parallel determination results shall not exceed 0.02 g/cm³. The final result is the average of the two obtained results, rounded to 0.01
3.2. Determining the Detonation Velocity1 V₁: is the volume of distilled water in the graduated cylinder before adding the primer block, expressed in cubic centimeters (cm³).33.2.1. Sample preparation is conducted as follows:2 V₁: is the volume of distilled water in the graduated cylinder before adding the primer block, expressed in cubic centimeters (cm³).33.1.4. The difference between two parallel determination results shall not exceed 0.02 g/cm³. The final result is the average of the two obtained results, rounded to 0.01
Join the primer blocks together to achieve the required length. Note that when joining, the positions of the holes in the primer blocks should not overlap.
3.2.2. Determining the Detonation Velocity:

3.4.1. Principle of the Method3A hammer with a fixed mass is dropped vertically from a fixed height onto two stacked cylindrical balls, with the sample being placed between the two balls. The percentage of samples that explode indicates the impact sensitivity of the primer and is expressed as a percentage (%).
3.4.2. Equipment and Chemicals
3.4.2.1. Kast Hammer (P = 10kg; h = 25cm).
3.4.2.2. Brass mortar and pestle set.
3.4.2.3. Vacuum oven with operating temperature range from 0 to 200°C.
3.4.2.4. Analytical balance with accuracy to 0.0002g.
3.4.2.5. Primer.
3.4.2.6. Test ball set, quantity 50 sets.
4. Management Regulations
3.4.2.7. Sieve with hole sizes 0.08 mm and 0.16 mm.
3.4.1. Principle of method
A hammer with a defined weight is dropped vertically from a fixed height onto two stacked cylindrical balls, with the test explosive ignition sample placed between the two balls. The percentage of ignition of the samples demonstrates the impact sensitivity of the explosive ignition material and is expressed in percentages (%).
3.4.2. Equipment and chemicals
3.4.2.1. Kast Hammer (P = 10kg; h = 25cm).
3.4.2.2. Brass mortar and pestle set.
3.4.2.3. Vacuum oven with operating temperature range from 0 to 200°C.
3.4.2.4. Analytical balance with accuracy up to 0.0002g.
3.4.2.5. Explosive ignition material.
3.4.2.6. Ignition ball test set, quantity of 50 sets.
3.4.2.7. Sieves with hole sizes of 0.08 mm and 0.16 mm.
3.4.2.8. Moisture Absorption Device.
3.4.3. Methodology for Conducting Tests
3.4.3.1. Preparation for Testing
- Prepare the KAST hammer device: Clean the KAST hammer device with a cloth. Check the button, safety latch; balance of the device, height of hammer fall;
- Prepare the sample holder assembly: The sample holder assembly includes ball bearings, balls, and a ring. Adjust according to the number of test samples. Each measurement uses two cylindrical balls, one holder, and one ring. All parts of the sample holder assembly must be cleaned of oil, grease, dust, and assembled completely. Do not use balls or rings that are rusty, pitted, or deformed;
- Prepare the samples: Grind the explosive primer in a metal mortar, take fine particles between sieves 0.08 mm and 0.16 mm. Weigh on an analytical scale each sample for measurement at 0.05g with accuracy to 0.0002g;
- Install the explosive into the sample holder assembly: Place the ring into the holder. Insert the first ball into the holder; evenly spread the amount of explosive over the surface of the first ball; place the second ball on top of the layer of explosive ensuring that both balls are balanced. Press lightly on the second ball to keep the explosive stable and achieve a density of 1g/cm³;2.
3.4.3.2. Conducting Measurements
- Place a safety shield in front of the device to separate the operator from the equipment;
- Raise the hammer to the measurement position (25 cm). The safety latch must function properly to securely hold the hammer;
- Install the sample holder assembly into the positioning cup;
- Grip the hammer safety latch with your finger;
- Gently release the safety latch to allow the hammer to fall freely;
- Determine whether the sample has exploded, record it, and continue measuring with the sample holder assembly until all prepared samples have been tested;
- Each sample should be tested 2 to 3 times, each time with 25 drops;
- At the end of the day's testing, clean the equipment thoroughly, apply lubricant to protect the balls, cup, and equipment;
3.4.3.3. Calculation of Results
- The impact sensitivity of the explosive primer is determined by the formula:

Where:
X is the impact sensitivity of the explosive, expressed as a percentage (%).
n is the number of explosions in one test.
N is the number of measurements in one test.
- The difference between two parallel tests shall not exceed 4%. The final result is the highest value among the tests.
3.5. Determination of Detonation Capability by Number 8 Igniter
3.5.1. Principle of Method: Determine the complete detonation capability of the explosive primer under the influence of the explosive quantity in the number 8 igniter.
3.5.2. Equipment and Chemicals
3.5.2.1. Explosive primer.
3.5.2.2. Number 8 igniter.
3.5.2.3. Ignition machine.
3.5.3. Methodology for Conducting Tests
3.5.3.1. All operations during the testing process must ensure safety according to QCVN 02 : 2008/BCT.
3.5.3.2. Insert the igniter into the hole on the explosive primer.
3.5.3.3. Connect the igniter to the ignition wire source (already connected at both ends).
3.5.3.4. The tester moves to a safe position.
3.5.3.5. Give the ignition command.
3.5.3.6. After ignition, observe the location where the explosive primer was placed after five minutes.
3.5.3.7. Repeat the test three times for each sample.
3.5.4. Evaluation of Results
The explosive primer is considered to meet the requirement for detonation capability by the number 8 igniter if it completely explodes in all three tests when the number 8 igniter is ignited.
3.6. Determination of Water Resistance
3.6.1. Principle of Method: Determine the complete detonation capability of the explosive primer after soaking in water under the influence of the explosive quantity in the number 8 igniter.
3.6.2. Equipment and Chemicals
3.6.2.1. Explosive primer.
3.6.2.2. Number 8 igniter.
3.6.2.3. Ignition machine.
3.6.2.4. Soaking tank.
3.6.3. Methodology for Conducting Tests
3.6.3.1. All operations during the testing process must ensure safety according to QCVN 02 : 2008/BCT.
3.6.3.2. Soak the explosive primer in a water tank with a depth of 1 meter from the water surface to the sample for 48 hours; then remove and dry the sample.
3.6.3.3. Insert the igniter into the hole on the explosive primer.
3.6.3.4. Connect the igniter to the ignition wire source (already connected at both ends).
3.6.3.5. The tester moves to a safe position.
3.6.3.6. Give the ignition command.
3.6.3.7. After ignition, observe the location where the explosive primer was placed after five minutes.
3.6.3.8. Repeat the test three times for each sample.
3.6.4. Evaluation of Results
The explosive primer after soaking in water is considered to have completely exploded if there are no fragments of the explosive around the test site in all three tests.
4.4. Ammonium Nitrate Explosive AD1 must be marked with a conformity mark before being circulated on the market, in accordance with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology and current laws on product quality.
4.1. Organizations and individuals producing explosive primers must implement conformity declaration and conformity certification in accordance with this standard. Import organizations must implement conformity certification in accordance with regulations. Labeling must be implemented in accordance with Section 2.3.1 of this standard.
4.2. Conformity assessment for explosive primers is conducted through method 7: Product batch testing as specified in Section VII, Appendix 2, Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology regarding the provisions on conformity declaration and conformity certification and methods of conformity assessment with standards and technical regulations. issued Conformity declaration and designation of certification bodies and testing laboratories for explosive primers are carried out in accordance with the provisions of Section II Chapter II of Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade regarding the management of product quality in Group 2 within the scope of management of the Ministry of Industry and Trade.
5.1. The Department of Science and Technology shall take the lead, in coordination with the Industrial Safety and Environmental Technology Agency, relevant units shall be responsible for guiding and supervising the implementation of this Standard.
4.4. Explosive primers before entering the market must be marked with conformity marks in accordance with Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade and current laws on product quality and Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology. issued Imported explosive primers, domestically produced explosive primers, marketed, and used must comply with quality inspections as stipulated in Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade and current laws on product quality.
4.6. For imported explosive primers, quality inspection of imported goods must be conducted; for domestically produced explosive primers, regular testing must be conducted as prescribed. Quality inspection of imported goods and regular quality inspection must be carried out at laboratories designated by the Ministry of Industry and Trade.
4.5. Inspection methods
Imported, domestically produced, marketed, and used ignition materials must undergo quality inspection according to Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade and current laws regarding product and commodity quality.
4.6. For imported ignition materials, quality inspection of imported goods must be conducted; for domestically produced ignition materials, periodic testing must be carried out as prescribed. Quality inspections of imported goods and periodic quality checks shall be performed at laboratories designated by the Ministry of Industry and Trade.
5. Implementation organization
5.1. The Department of Science and Technology shall take the lead and coordinate with the General Directorate of Safety and Environmental Protection for Industry, relevant units to guide and inspect the implementation of this Standard.
5.2. The Market Management Agency shall be responsible for organizing and directing the Provincial and Central City Market Management Agencies to inspect, supervise, and handle violations related to the quality of products and goods circulating in the market in accordance with the provisions of the law and this Standard.
5.3. 3((Repealed)
5.4. In cases where regulatory legal documents, materials, and standards cited in this Standard are amended, supplemented, or replaced, they shall be implemented according to the new document./.

2 Article 37 of Circular No. 42/2019/TT-BCT amending and supplementing certain provisions on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade or jointly issued, which took effect from February 5, 2020, provides as follows:
“Article 37. Effective Date
1. This Circular takes effect from February 5, 2020.
2. The following regulations are abolished:
a) Clause 6, Article 1 of Circular No. 33/2016/TT-BCT dated December 23, 2016, issued by the Minister of Industry and Trade amending and supplementing some articles of Circular No. 36/2015/TT-BCT dated October 28, 2015, promulgating National Technical Regulations for tissue paper and toilet paper products.
b) Article 4 of Circular No. 51/2018/TT-BCT dated December 19, 2018 issued by the Minister of Industry and Trade amending and supplementing certain provisions of Joint Circular Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011, issued by the Minister of Industry and Trade and the Minister of Natural Resources and Environment, stipulates the management of imports, exports, and temporary imports for re-export of ozone-depleting substances in accordance with the Montreal Protocol on Substances that Deplete the Ozone Layer..
c) Clause 20, Article 1 of Circular No. 31/2018/TT-BCT dated October 5, 2018, issued by the Minister of Industry and Trade amending and supplementing some articles of Circular No. 27/2013/TT-BCT dated October 31, 2013, concerning the inspection of electricity activities and electricity usage, and the resolution of disputes in power purchase contracts.
d) Article 29 of Circular No. 43/2013/TT-BCT dated December 31, 2013, issued by the Minister of Industry and Trade, stipulates the contents, procedures, and formalities for drafting, reviewing, approving, and adjusting the Power Development Plan.
3. The current periodic reporting systems in the industry and trade sector must ensure that the data for reports are finalized in accordance with Article 12 of Decree No. 09/2019/NĐ-CP.
4. In the course of implementation, if there are any difficulties, organizations and individuals shall report to the Ministry of Industry and Trade for guidance and resolution./.”
