LETTER

OF THE MINISTRY OF FINANCE NUMBER 3823/TC-HCSN DATED OCTOBER 25, 1997 ON EXPENSES FOR PURCHASING PASSENGER CARS TO SERVE WORK

 

RESPECTED:

- Ministries, agencies equivalent to ministries, and government agencies,

- National Assembly Office,

- Government Office,

- President's Office, Supreme People's Court,

- Supreme People's Procuracy,

- Central bodies of political-social organizations, social organizations, and occupational associations,

 

In recent times, some administrative and public service units have requested the Ministry of Finance to allocate funds for purchasing passenger cars to serve work for leaders entitled to use passenger cars. Regarding this matter, the Ministry of Finance has the following opinion:

To implement the state budget task for 1997 in a difficult situation, while implementing Resolution No. 85/CP dated July 11, 1997 of the Government, which stipulates: "Temporarily suspend car purchases and provision of equipment to agencies... for six months from mid-1997." The Ministry of Finance hereby informs that expenses for purchasing passenger cars to serve work for leaders will be considered and resolved as follows:

 

1. For leaders entitled to use passenger cars who are now transferred to work at another agency, the former agency is requested to coordinate with the Ministry of Finance to handle the procedures for transferring the passenger car to ensure timely service requirements.

 

2. For newly promoted leaders entitled to use passenger cars or those already entitled but whose cars have reached their usage period and must be disposed of, units are required to arrange and balance within the existing fleet of vehicles in their unit for use. In cases where this is not possible, specific coordination with the Ministry of Finance should be made to gradually resolve according to the capacity of the state budget.

 

The Ministry of Finance hereby informs and requests all agencies and units to strictly comply with the Government's regulations in cooperation with the Ministry of Finance.
