OF THE MINISTRY OF FINANCE NO. 3842/TC/TCT DATED APRIL 19, 2002
ON MANAGEMENT OF MOTORCYCLE IMPORTS
Dear: Office of the Government
In response to the request from the Office of the Government in document No. 24/PG-KTTH dated March 13, 2002, the Ministry of Finance has sought opinions and participation from relevant ministries and sectors (Ministry of Planning and Investment, Ministry of Industry, Ministry of Transport, Ministry of Commerce, and General Department of Customs) regarding management of motorcycle imports as per letter No. 1971 TC/TCT dated March 8, 2002 issued by the Ministry of Finance to the Office of the Government. The Ministry of Finance hereby compiles the opinions and participation from these ministries and sectors as follows:
To date, the Ministry of Finance has received opinions from the Ministry of Industry, Ministry of Transport, Ministry of Commerce, and General Department of Customs (attached copies), but the Ministry of Planning and Investment and the Ministry of Industry have not provided specific comments on the total quantity of motorcycle spare parts to be imported in 2002. Other opinions generally agree that the total import volume for 2002 should range from 1,300,000 to 2,000,000 units, but it is necessary to consider practical implementation over the remaining eight months of the year. The number of enterprises permitted to produce and assemble motorcycles (as per Decision No. 38/2002/QĐ-TTg dated March 14, 2002 issued by the Prime Minister), the abolition of quota permits...
Based on the opinions from ministries and sectors, the Ministry of Finance proposes:
1. Regarding the total quantity of motorcycle spare parts to be imported in 2002: To restore order in motorcycle production and assembly in the short term, the State still needs to manage the total import volume of motorcycle spare parts. However, with only eight months remaining until year-end, according to the Ministry of Finance, it is possible to allow imports at a level from 1,500,000 to 1,700,000 units (as per the opinion of the General Department of Customs), including approximately 150,000 units already imported this year (including carryover quantities permitted for import in 2002 under letter No. 1184/CP-KTTH dated November 29, 2001 issued by the Government). With this quantity, the average monthly import volume from now until year-end would be approximately 165,000 to 185,000 units per month.
2. Regarding the principles for calculating points for enterprises, the Ministry of Finance retains its opinion as stated in Point 2 of letter No. 1971 TC/TCT dated March 8, 2002 sent to the Office of the Government
The Ministry of Finance hereby compiles and provides opinions on management of motorcycle spare parts imports for 2002 for the Office of the Government to report to the Prime Minister.
