THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 255/QD-TTg dated February 11, 2010 of the Prime Minister on providing rice aid for famine relief in Nam Dinh Province;
At the request of the Director General of the State Reserve Administration,

Article 1. The National Reserve General Corporation shall allocate without charge 4,000 tons of rice from the state reserve to support Nam Dinh Province for famine relief for people affected by crop failure due to yellow stunt and leaf curl virus diseases.
Article 2. The National Reserve General Corporation is responsible for coordinating with the People's Committee of Nam Dinh Province to promptly organize the delivery and receipt of rice at district and county centers according to the provincial allocation plan.
The National Reserve General Corporation shall record the reduction of the state reserve capital for the aforementioned amount of rice at the accounting price currently being tracked and report the settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of issuance. The Director of the National Reserve General Corporation, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Director of the Ministry’s Office are responsible for implementing this Decision./.
