THE MINISTER OF CULTURE AND INFORMATION
Pursuant to Decree No. 62/2003/NĐ-CP dated June 11, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to Decision No. Decision No. 53/2003/QĐ-BVHTT dated September 4, 2003 of the Minister of Culture and Information promulgating the regulations on the publication of news bulletins;
Considering the actual situation and upon the proposal of the Director of the Press Department under the Ministry of Culture and Information,
DECISION:
Article 1. Delegates the provincial Departments of Culture and Information to issue and revoke publication permits for news bulletins for Vietnamese legal entities within their respective provinces and centrally-administered cities according to the regulations on the publication of news bulletins issued together with Decision No. 53/2003/QĐ-BVHTT dated September 4, 2003;
The provincial Departments of Culture and Information shall be responsible to the Ministry of Culture and Information and the People's Committees of provinces and centrally-administered cities for issuing and revoking publication permits for news bulletins, inspecting, and handling administrative violations in the publication activities of organizations, legal entities, and individuals within their localities;
The Press Department under the Ministry of Culture and Information shall be responsible for examining and issuing publication permits for news bulletins for central organizations, institutions, and legal entities;
The provincial Departments of Culture and Information shall report every six months on the issuance and revocation of publication permits and the publication activities of news bulletins in their localities to the Ministry of Culture and Information (Press Department);
Article 2. Attached hereto are the following forms:
Form 1: Application for a publication permit for a news bulletin.
Form 2: Curriculum vitae of the person responsible for publishing the news bulletin.
Form 3: Publication permit for a news bulletin issued by the provincial Department of Culture and Information.
Form 4: Publication permit for a news bulletin issued by the Press Department under the Ministry of Culture and Information.
Article 3. The Director of the Press Department, the Head of the Inspectorate of the Ministry of Culture and Information, and the Directors of the provincial Departments of Culture and Information shall be responsible for implementing this Decision.
