Pursuant to Decision No. 1613/BYT-QD dated 15/5/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 41/1998/NĐ-CP dated 11/6/1998 of the Government on the issuance of the Border Health Quarantine Regulations of the Socialist Republic of Vietnam Male;

Pursuant to Circular Joint No. 02/1998/TTLT-BYT-BTCCBCP dated June 27, 1998 of the Ministry of Health and the former Civil Service Committee of the Government (now the Ministry of Home Affairs) guiding the implementation of Decree No. 01/1998/NĐ-CP dated January 3, 1998 of the Government on the system of local health organizations;

To implement the guidance of the Government in Official Letter No. 33/CP-KTTH dated 18/4/2003 concerning the strengthening of measures to prevent and control acute respiratory infections (SARS);

At the proposal of the Director of the Department of Organization and Cadres, the Director of the Preventive Medicine and HIV/AIDS Control Department,

 

 

DECISION:

Article 1: We hereby issue along with this Decision the "Regulations on Functions, Tasks, and Organizational Structure of International Health Quarantine Centers under Provincial Health Departments."Functions, tasks, and organizational structure of International Health Quarantine Centers under provincial health departments directly under the central government.

 

Article 2: This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3: Gentlemen/Bosses: Head of the Office, Director of the Department of Organization and Cadres, Director of the Preventive Medicine and HIV/AIDS Control Department - Ministry of Health, Directors of Provincial Health Departments directly under the central government, and Heads of related units are responsible for implementing this Decision./. INTERNATIONAL HEALTH QUARANTINE CENTERS

UNDER PROVINCIAL HEALTH DEPARTMENTS DIRECTLY UNDER THE CENTRAL GOVERNMENT

2003 of the Minister of Health  I. Position and Function.

 

The International Health Quarantine Center of provinces directly under the central government (referred to as the province) is a public service unit under the Provincial Health Department, having the function of advising and organizing the implementation of health quarantine work at designated quarantine locations within the province.

The International Health Quarantine Center is a legal entity, having its own office, seal, and bank account opened at the state treasury.

 

1. Organizing, guiding, and inspecting the implementation of health quarantine work, regularly monitoring infectious diseases at border gates as prescribed.

 

II. Tasks.

2. Inspecting and issuing health quarantine certificates for persons, goods, postal items, and transport vehicles crossing the border and conducting medical treatment according to current regulations.

3. Inspecting and supervising the implementation of health quarantine measures for food supply and service establishments, drinking water facilities, and transportation means of these establishments within the border area.

4. Implementing preventive measures against disease vectors requiring quarantine and infectious diseases within the border area according to the health quarantine regulations.

5. Organizing scientific research and training to improve the professional expertise and foreign language skills of health quarantine officers.

6. Implementing the collection, management, and utilization of health quarantine fees according to the law.

7. Implementing regular and ad hoc statistical reporting on border health quarantine work as prescribed.

8. Performing other tasks and powers assigned by the Director of the Provincial Health Department.

Director and 1 or 2 Deputy Directors assisting, each having a bachelor's degree or higher. 1.2. Functional Departments:

Planning and Finance Department,

Organization and Administration Department,

1.3. Specialized Departments:

Health Quarantine Department,

Vaccination and Health Management Department,

Medical Treatment Department,

Laboratory Department

For provinces with many border gates, depending on actual conditions, permanent staff can be arranged at border gates, including personnel from various departments and sections to ensure the fulfillment of tasks as stipulated through a rotation system.

3. Tasks of Departments and Sections:

3.1. Planning and Finance Section.

Developing quarterly, semi-annual, and annual plans for health quarantine activities.

Collecting information, understanding the situation of all aspects of the Center's operations, and performing statistical and reporting duties as prescribed.

Implementing the collection, management, and utilization of funds and materials according to approved plans, and being responsible for settlement and finalization according to regulations.

Forecasting plans for purchasing equipment, materials, chemicals, medicines...

Developing and implementing training and capacity building programs for staff at the Center.

3.2. Organization and Administration Section.

Responsible for all administrative affairs of the Center, purchasing equipment, materials, chemicals, and medicines according to approved plans.

Managing materials, assets, and mobilizing means of transportation according to the Director's plan.

Managing and advising the Director on organizational and cadre matters, implementing relevant policies and regulations related to health quarantine work.

Coordinating the organization of training courses, seminars, and workshops according to the annual plan.

3.3. Health Quarantine Department.

Organizing and implementing surveillance activities for infectious diseases requiring quarantine.

Conducting health inspections and issuing health quarantine certificates for individuals crossing the border as prescribed.

Conducting health inspections and issuing certificates for corpses, ashes, and bones transported across the border.

Inspecting and supervising the implementation of health quarantine measures for all establishments within the border area.

Conducting scientific research on health quarantine.

3.4. Vaccination and Health Management Department.

Implementing vaccinations and issuing vaccination records for individuals as prescribed.

Establishing files to monitor and manage individuals entering Vietnam for more than one year and Vietnamese living abroad for more than one year upon return.

3.5. Medical Treatment Department.

Implementing preventive measures against disease vectors requiring quarantine in the border area.

Implementing medical treatments such as sterilization, pest control, and rodent elimination for individuals when entering and exiting the country as prescribed.

Implementing measures to handle contaminated food, residual plant protection chemicals on food, and other factors.

3.6. Laboratory Department.

Conducting tests related to the supervision of infectious diseases and diseases requiring quarantine.

Conducting rapid tests at border gates for harmful chemicals, mold... in food and drinking water, and other related tests.

V. Work Relations。

1. The International Health Quarantine Center is directly managed and directed by the Department of Health。

3. The International Health Quarantine Center has parallel relations and cooperates with subordinate healthcare units under the Department of Health。  4. The International Health Quarantine Center has cooperative relations with functional agencies within the province and healthcare departments of various Ministries and Sectors。

4. The International Health Examination Center shall coordinate with competent agencies within the province and health departments of Ministries and Sectors.
