PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
At the request of the Minister of Education and Training,
DECISION:
Clause 4 of Article 6Permission is granted to establish the Ho Chi Minh City Open Polytechnic University based on the Ho Chi Minh City Institute for Expanded Training II.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Ho Chi Minh City Open Polytechnic University is a higher education institution offering various forms of training such as distance learning, on-site training, satellite site training, etc., aiming to meet diverse educational needs of society and contribute to strengthening the national cadre of science and technology.
The system of diplomas of the Ho Chi Minh City Open Polytechnic University is integrated into the national diploma system.
Article 3. The Ho Chi Minh City Open Polytechnic University organizes and operates under the management of the Ministry of Education and Training according to the regulations on polytechnic universities issued by the Ministry of Education and Training.
Article 4. The Minister of Education and Training, the Ministers, Heads of government agencies, and the Chairman of the People's Committee of Ho Chi Minh City are responsible for implementing this Decision.
