FROM UNDER THE VIETNAM TEA CORPORATION TO UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT LABOR HEALTH CENTER

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 328/VPCP-VX dated January 25, 1999 of the Government Office on the reorganization of sectoral hospitals;
Pursuant to Circular No. 972 dated February 13, 1999 of the Ministry of Health on the management of health services of the Ministry of Agriculture and Rural Development;
Considering the proposal of the General Director of the Vietnam Tea Corporation, the Director of the Labor Health Center, and the Director of the Personnel Department.
DECISION:
Article 1. TRANSFERS THE MANAGEMENT AGENCY OF THE CHE SÔNG LÔ REGIONAL HOSPITAL FROM UNDER THE VIETNAM TEA CORPORATION TO UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT LABOR HEALTH CENTER.
THE CHE SÔNG LÔ REGIONAL HOSPITAL IS A STATE OWNED HEALTH INSTITUTION WITH THE TASK OF PROVIDING MEDICAL EXAMINATIONS AND TREATMENTS FOR STAFF MEMBERS OF THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR AND CITIZENS IN THE AREA. THE HOSPITAL IS PERMITTED TO USE ITS OWN SEAL AND OPEN AN ACCOUNT AT THE TREASURY IN ACCORDANCE WITH CURRENT NATIONAL REGULATIONS.
The hospital's headquarters is located in Phu Tho Province (as currently established).
Article 2. ASSIGN THE GENERAL DIRECTOR OF THE VIETNAM TEA CORPORATION AND THE DIRECTOR OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT LABOR HEALTH CENTER TO HAND OVER AND ACCEPT THE MANAGEMENT OF THE CHE SÔNG LÔ REGIONAL HOSPITAL IN ITS CURRENT STATE INCLUDING: DUTIES, PHYSICAL INFRASTRUCTURE, PERSONNEL, DOCUMENTATION, OTHER RELATED ASSETS, AND CURRENT LAND (BASED ON THE FINALIZED FINANCIAL REPORTS UPTO DECEMBER 31, 1998, 1999 BUDGET INDICATORS AND ANY CHANGES UNTIL THE HANDOVER DATE).
ASSIGN THE DEPARTMENTS OF THE MINISTRY TO GUIDE THE TWO UNITS TO PROCEED WITH THE HANDOVER AND ACCEPTANCE IN ACCORDANCE WITH THEIR FUNCTIONS AND MUST COOPERATE WITH THE DIRECTOR OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT LABOR HEALTH CENTER TO MANAGE THE HOSPITAL IN ACCORDANCE WITH CURRENT NATIONAL REGULATIONS.
ASSIGN THE DIRECTOR OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT LABOR HEALTH CENTER TO DEFINE THE TASKS, SCOPE OF OPERATIONS, ORGANIZATIONAL STRUCTURE, WORK PROCEDURES, APPOINT LEADERSHIP POSITIONS, BUDGET INDICATORS, AND SPECIFIC FUNDS FOR THE CHE SÔNG LÔ REGIONAL HOSPITAL IN ACCORDANCE WITH CURRENT REGULATIONS AND THE MINISTRY'S DELEGATION AFTER CONSULTING WITH THE MINISTRY'S FUNCTIONAL AGENCIES.
The transfer and receipt must be completed before March 31, 1999.
Article 3. This Decision shall take effect fifteen days from the date of signature.
Article 4. The Head of the Office, the Director of the Personnel Department, the Heads of relevant units of the Ministry, the General Director of the Vietnam Tea Corporation, and the Director of the Labor Health Center are responsible for implementing this Decision./.
