Pursuant to Decision No. 39/2005/QD-BNV of the Minister of Home Affairs approving the Charter of the Vietnam University and Professional Sports Association, which stipulates the organization, activities, tasks, member benefits, organizational structure, finance, rewards, and disciplinary measures. This Charter shall take effect from the date of publication in the Official Gazette.

Regarding the approval of the Charter (amended) of the Vietnam University and Professional Sports Association
THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 on the right to establish Associations;
Pursuant to the Government Decree No. 45/2003/NĐ-CP dated May 9, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to the Government Decree No. 88/2003/NĐ-CP dated July 30, 2003 on organization, operation, and management of Associations;
Considering the proposal of the Vietnam University and Professional Sports Association and the Director of the Department of Non-Governmental Organizations, Ministry of Home Affairs,
DECISION:
Article 1. Approves the Charter of the Vietnam University and Professional Sports Association which was adopted at the Fifth General Assembly on May 10, 2002.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Chairman of the Vietnam University and Professional Sports Association, the Director of the Department of Non-Governmental Organizations, and the Head of the Office of the Ministry of Home Affairs shall be responsible for implementing this Decision.

VIETNAM UNIVERSITY AND PROFESSIONAL SPORTS ASSOCIATION

regarding the approval of the Charter of the Vietnam University and Professional Sports Association)
PART I
Name of the Association:
Article 1. Name:
The name of the association is: Vietnam University and Professional Sports Association.
English name: ASSOCIATION UNIVERSITY SPORTS OF VIETNAM.
Abbreviation: AUSV.
The emblem of the Association consists of the letter "U" tilted with three strokes forming half a stadium, above which is the flag of Vietnam (a sample is attached).
Article 2. Purpose:
The Vietnam University and Professional Sports Association (hereinafter referred to as the Association) is a voluntary mass sports organization of students, pupils, and staff studying and working in universities, colleges, vocational high schools, and training institutions, as well as educational management and research agencies. The activities of the Association aim to promote, organize, and guide staff, students, and pupils to participate in physical exercise and sports training, improve health, physical strength, and athletic achievements to contribute to serving the education and training cause, building, and defending the country.
Article 3. Organization and Operation:
The Association operates in accordance with the Party's guidelines and state laws, pursuant to the Government Decree No. 88/2003/NĐ-CP dated July 30, 2003 on the organization, operation, and management of associations. The Association has legal personality, its own seal, and bank accounts in both Vietnamese dong and foreign currencies at the State Bank, with headquarters in Hanoi. The Vietnam University and Professional Sports Association may join international and regional organizations related to student and pupil physical education and sports according to the law.
The Association is under the administrative supervision of the Ministry of Education and Training in its field of activity and receives cooperation and facilitation in its operations from the Sports Committee, the Communist Youth Union, the Student Association, and relevant ministries and sectors.
Article 4. International Cooperation: The Association participates in international cooperative activities within its field of activity in accordance with the law and is a formal member of
- World University Sports Federation (Federation Internationale du Sport Universitaire, abbreviated as FISU).
- Asian University Sports Federation (Asian University Sports Fédération, abbreviated as AUSF).
- Southeast Asian University Sports Council (ASEAN University Sports Council, abbreviated as AUSC).
- National Olympic Committee of Vietnam and maintains relations with national federations of various sports.
Chapter II
TASKS
Article 5. The general tasks of the Association are:
1. To gather, mobilize, unite, and educate members and the public about the views of the Communist Party of Vietnam and the policies of the Socialist Republic of Vietnam regarding sports work and activities.
2. To motivate, organize, and guide members and all subjects in the education and training sector to participate in sports training and competitions in local association organizations to serve the cause of building and defending the country.
3. To plan and regularly organize sports activities, championships in each sport, student and professional athlete sports meetings at the grassroots level, school district, and nationwide.
4. To actively participate in the training and development of the sports education and coaching cadre of the sector. To cooperate in the training, development, and effective utilization of the management, coaching, refereeing, and guidance cadre of amateur sports of the Association.
5. To coordinate with relevant sectors to build plans and organize training for teams in various sports of the Association, to train and develop athletes with high athletic achievements to meet the competition requirements both domestically and internationally.
6. To participate in the construction of material and technical facilities for sports in the sector to meet the needs of physical education and sports for students and pupils in schools.
7. To study and coordinate with competent authorities to propose policies to encourage the development of sports talent among students and pupils. The Association represents, protects, and serves the legitimate rights and interests of members during their participation in sports training and competitions.
8. To organize external relations of the Association with university sports organizations worldwide in accordance with the law to enhance friendship, mutual understanding, exchange of experience, and mutual assistance in university and professional sports.
Chapter III
MEMBERS
Article 6. Members
Members include: Vietnamese citizens studying and working at public and private universities, colleges, and vocational high schools; educational and educational management staff.
Foreign students studying in Vietnam who wish to join and comply with this Charter may be admitted as associated members.
Individuals and economic organizations, enterprises that have made significant contributions, support, and facilitate the Association's activities, if they so desire, may be recognized as members or sponsors of the Association.
Management cadres at all levels of the Association and active collaborators when transferring to other fields of work or retiring are considered honorary members and recorded in the traditional books of the Association at all levels.
Article 7. Members have the following obligations:
1. Actively participate in the activities of the Association, comply with the Charter of the Association, and pay membership fees regularly.
2. Actively participate in regular physical exercise and sports training, improve physical fitness according to age to consolidate and enhance health, increase physical strength, and strive to improve athletic performance in various sports disciplines to serve learning, teaching, work, labor, and contribute to building and defending the country.
3. Promote organizational discipline awareness and internal unity during training and competition, maintaining the moral character of association members.
4. Regularly participate in training and activities at one association base, and have the responsibility to assist other members in improving techniques and enhancing athletic performance in various sports disciplines and other aspects.
5. Continuously promote the objectives and purposes of the Association and develop new members.
Article 8. Members have the following rights:
1. Participate in discussions and voting on Association matters.
2. Elect, nominate, and run for election, promote and introduce individuals to join the Association.
3. Be prioritized in using fields and sports equipment managed by the Association or its bases. Participate in training and competitions in the Association's teams in various sports disciplines based on ability and achievement.
4. Receive assistance and favorable conditions to train and compete, develop sports talents, learn and research scientific knowledge in the field of sports.
5. Be protected by the Association in legitimate rights and interests in sports activities.
6. Have the right to leave the Association.
7. Honorary members and affiliated members do not have the right to run for election, vote, or participate in voting on Association issues.
Chapter IV
Article 8. Principles of Organization
Article 9. Organization and structure of the Association:
The organization of the Association includes:
- General Assembly or Representative Assembly.
- Executive Board.
- President, Vice Presidents, and General Secretary of the Association.
- The Audit Board.
- Association Office.
- Subordinate units.
The Vietnam University and Professional Sports Association is organized at central and local levels and operates on the principle of voluntarism and financial autonomy.
At the central level, it is the Vietnam University and Professional Sports Association.
At the local level, it is the Provincial or City University and Professional Sports Association under the Central Government. Local sports associations are established by the People's Committee Chairman of the province or city under the Central Government with decisions to establish, dissolve, approve the Charter, supervise, and inspect according to legal regulations.
At universities, colleges, vocational high schools, and training institutions (bases), association bases (Branches, Clubs...) and centers are established to organize sports activities according to state regulations. These association bases and subordinate units are directly managed by the Central Association.
Article 10. National Representative Assembly:
The highest leadership body of the Association is the National Representative Assembly of the Vietnam University and Professional Sports Association.
The Assembly convenes regularly every five years, and may convene extraordinary sessions when two-thirds of Executive Board members or more than half of the association bases or two-thirds of members request. The convocation of the Assembly is decided by the Executive Board.
Discussing and approving the report on the term of work of the Association. Deciding on the goals, directions, tasks, and work plans of the new term of the Association;
- Approve the report on work and finance of the previous term's Central Executive Board;
- Decide on the direction and tasks of the Association for the next term;
- Elect the Central Executive Board; Inspection Board;
- Amend or supplement the Charter (if necessary).
Article 11. Central Executive Board:
- Is the leadership body of the Association between two terms of the National Representative Assembly.
- Meets twice a year and can meet exceptionally when more than half of the Executive Board members or the Standing Committee request.
The Central Executive Board has the following responsibilities:
- Organize and lead the Association's activities according to the directions and tasks approved by the National Representative Assembly;
- Elect the Standing Committee, President, Vice Presidents, and General Secretary (from among the Standing Committee members); appoint heads of departments and the Office Director;
- Approve the operational Charter of the Association to be submitted to the National Representative Assembly for approval;
- Monitor, assist, and inspect the activities of association organizations;
- Organize regular or extraordinary National Representative Assemblies of the Association;
- Supplement or remove Central Executive Board members (the number supplemented or removed cannot exceed half of the total number of members elected by the National Representative Assembly).
Article 12. Standing Committee:
- Is the permanent body of the Executive Board, managing all regular activities of the Association.
- The number of Standing Committee members and Vice Presidents is determined by the Central Executive Board of the Association.
- Meets quarterly. Depending on circumstances and task requirements, the Standing Committee may convene expanded meetings.
Article 13. Supporting bodies for the Central Executive Board:
- The Association Office, directly managed by the General Secretary, is responsible for assisting the Standing Committee and Executive Board in managing regular operations, compiling activity reports of functional departments according to plans. The Office Director assists the General Secretary in administrative, archival, reporting, organizing meetings of the Central Executive Board and Standing Committee, serving as a liaison for the Standing Committee and functional departments of the Association in daily management.
- Functional Departments include:
+ Organization and Propaganda Department.
+ Professional Department.
+ Finance Department.
+ External Relations Department.
Each Department has a Head, Deputy Head, and members. Depending on tasks, each Department may establish subordinate subcommittees. The Department Head must be a Central Executive Board member and appointed by the Standing Committee, while the Deputy Head and members are proposed by the Head and approved by the Standing Committee.
Article 14. The Provincial University and Professional Sports Association Executive Board elects the Standing Committee, President, Vice Presidents, and Secretaries (President, Vice Presidents, and Secretaries are elected from among Standing Committee members).
The Standing Committee manages the Association's regular activities, convening meetings quarterly.
Chapter V
ASSOCIATION FINANCES
Article 15. Sources of income for the Association:
- Membership fees paid by schools (institutions) that have association bases, calculated per student, pupil, and staff member. The amount and plan for using membership fees are decided by the University and Professional Sports Association Executive Board.
- Financial support from sponsoring organizations.
- Entry fees for participating in competitions and activities within the school and industry sector, contributed by participating units according to specific conditions.
- Funds and assets contributed or sponsored by agencies, organizations, social groups, and other individuals both within and outside the country.
- Revenue from organizing cultural activities, physical education and sports, production activities, scientific research, and services providing physical education and sports equipment.
- Operating expenses at the grassroots level supported by the school (or agency).
- Other revenues
Article 16. Expenses of the Association:
The expenses of the Association include the following main items:
- Expenses for organizing mass physical education and sports activities, championships in each discipline, and the Association's Sports Congress.
- Expenses for commendation and reward work.
- Expenses for training, nurturing athletes, organizing and coaching teams, and various sports disciplines.
- Expenses for sending Association teams to compete domestically and internationally.
- Salaries for full-time staff and allowances for part-time staff of the Association.
- Expenses for training, nurturing coaches, instructors, and referees in various sports disciplines of the Association.
- Expenses for external affairs and propaganda work.
- Expenses for dispatching staff on missions for the Association.
Article 17. Financial Management
The Association's finances are managed uniformly in accordance with state financial regulations and must be reported publicly at the Congress and Executive Board meetings.
In the event of the Association being dissolved, its assets will be handled according to the provisions of the law.
Chapter VI
REWARDS AND DISCIPLINE
Article 18. Awards:
Staff members and association members who have many achievements in the Association's activities, exemplary in health training and striving to achieve high sports results, and those who have contributed to the Association may be considered for awards by the Association levels or recommended for awards by state agencies.
Association organizations at all levels that have many achievements in directing and organizing activities promoting the physical education and sports movement at the grassroots and regional levels, recognized by localities for significant progress, will be considered for awards or recommended for awards by state agencies.
Article 19. Disciplinary Measures:
Association members and Association organizations that act contrary to the Charter and Resolutions of the Association, violate sports ethics, and damage the reputation and credibility of the Association will be subject to disciplinary measures based on the severity of the offense.
Chapter VII
EFFECTIVENESS AND AMENDMENTS TO THE CHARTER
Article 20. Effectiveness and Amendments to the Charter Only the National Congress has the authority to amend the Charter.
This Charter consists of 7 chapters and 20 articles and was approved on May 10, 2002, by the Fifth National Congress of Delegates./.
