Pursuant to the Road Traffic Law promulgated on June 29, 2001;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Legal Department and the Director of the Vietnam Vehicle Inspection Agency,
Amend and supplement Point 2.3.1 Clause 2.3 Section II of the "Regulations on Periodic Safety Technical Inspection and Environmental Protection for Motor Vehicles" issued together with Decision No. 4105/2001/QĐ-BGTVT dated December 4, 2001 of the Minister of Transport as follows:
DECISION:
Article 1. "2.3.1. Motor vehicles when undergoing inspection must have the following documents:
- Certificate of Registration issued by the competent state authority.
- Inspection record book along with the certificate of inspection and valid inspection label.
- Other relevant documents consistent with the requirements of the inspection (Certificate of Temporary Suspension of Operation, Certificate of Business Registration for Transportation Services, Certificate of Import Quality, Certificate of Production and Assembly Quality, Certificate of Vehicle Modification Quality...)"
This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 2. The Heads of the Ministry's Office, the Inspectorate, the Directors of all Departments, the Director of the Vietnam Vehicle Inspection Agency, the Director of the Vietnam Highway Administration, the Directors of Provincial Departments of Transport and Public Works, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Decision./.
Article 3. The Head of the Ministry’s Office, the Inspector General of the Ministry, the Heads of the Departments, the Director of the Vietnam Vehicle Inspection Agency, the Director of the Vietnam Highway Administration, the Directors of the Department of Transport Services, the Department of Public Works, the Heads of agencies, organizations, and individuals related shall be responsible for implementing this Decision./.
