Adjustment of administrative boundaries of communes and wards to establish towns and wards under Me Linh district, Lap Thach district, and Phuc Yen city, Vinh Phuc province, as follows:

Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Ministry of Home Affairs and the People's Committee Chairman of Vinh Phuc Province have proposed.
DECREE:
Article 1. Article 1. Adjust administrative boundaries of communes and wards to establish towns and wards under Me Linh district, Lap Thach district, and Phuc Yen city, Vinh Phuc province as follows:
1. Establish Chi Dong town under Me Linh district based on adjusting 486 hectares of natural area and 9,861 population from Quang Minh commune. Chi Dong town has 486 hectares of natural area and 9,861 population. Administrative boundary of Chi Dong town: East borders Thanh Xuan commune, Soc Son district, Hanoi city; West borders Thanh Lam and Kim Hoa communes, Me Linh district, Vinh Phuc province; South borders Quang Minh town and Thanh Lam commune, Me Linh district; North borders Kim Hoa commune and Thanh Xuan commune, Me Linh district and Soc Son district, Hanoi city.
2. Establish Quang Minh town under Me Linh district based on the remaining 889.6 hectares of natural area and 19,126 population of Quang Minh commune. Quang Minh town has 889.6 hectares of natural area and 19,126 population. Administrative boundary of Quang Minh town: East borders Bac Hong commune, Dong Anh district, Hanoi city and Phu Cuong commune, Soc Son district, Hanoi city; West borders Thanh Lam commune and Chi Dong town, Me Linh district, Vinh Phuc province; South borders Nam Hong commune, Dong Anh district, Hanoi city; North borders Chi Dong town, Me Linh district, Thanh Xuan commune and Phu Cuong commune, Soc Son district, Hanoi city.
3. Establish Hoa Son town under Lap Thach district based on adjusting 481.57 hectares of natural area and 6,730 population from Lien Son commune; 3.47 hectares of natural area and 200 population from Thai Hoa commune. Hoa Son town has 485.04 hectares of natural area and 6,930 population. Administrative boundary of Hoa Son town: East borders Thai Hoa commune, Lap Thach district and Dong Tinh commune, Tam Duong district; West borders Lien Son commune, Lap Thach district; South borders Lien Hoa commune, Lap Thach district; North borders Thai Hoa commune and Lien Son commune, Lap Thach district.
4. Establish Tam Son town under Lap Thach district based on the entire 376 hectares of natural area and 7,655 population of Tam Son commune. Tam Son town has 376 hectares of natural area and 7,655 population. Administrative boundary of Tam Son town: East borders Nhao Son commune, Lap Thach district; West borders Binh Bo and Tu Da communes, Phu Ninh district, Phu Tho province; South borders Nhu Thuy commune, Lap Thach district; North borders Dong Que and Phuong Khoan communes, Lap Thach district.
5. Establish Dong Xuan ward under Phuc Yen city based on adjusting 339.76 hectares of natural area and 14,217 population from Xuan Hoa ward. Dong Xuan ward has 339.76 hectares of natural area and 14,217 population. Administrative boundary of Dong Xuan ward: East borders Minh Tri commune, Soc Son district, Hanoi city; West borders Xuan Hoa ward, Phuc Yen city; South borders Tan Dan commune, Soc Son district, Hanoi city; North borders Ngoc Thanh commune, Phuc Yen city. After adjusting administrative boundaries of communes and wards to establish towns and wards: Me Linh district has 14,126 hectares of natural area and 187,536 population, with 18 subordinate administrative units including communes: Kim Hoa, Thanh Lam, Dai Thinh, Tien Thinh, Tien Thang, Van Yen, Tam Dong, Me Linh, Van Ke, Trang Viet, Hoang Kim, Thach Da, Chu Phan, Lien Mac, Tien Phong, Tu Lap and towns: Quang Minh, Chi Dong. Lap Thach district has 32,307 hectares of natural area and 215,759 population, with 37 subordinate administrative units including communes: Son Dong, Trieu De, Dinh Chu, Tien Lu, Van Quan, Xuan Loi, Dong Ich, Ban Gian, Lien Hoa, Tu Du, Lien Son, Thai Hoa, Bac Binh, Hop Ly, Quang Son, Ngoc My, Xuan Hoa, Bach Luu, Quang Yen, Hai Luu, Don Nhan, Nhan Dao, Phuong Khoan, Lang Cong, Dong Que, Nhao Son, Tan Lap, Van Truc, Nhu Thuy, Yen Thach, Tu Yen, Duc Bac, Dong Thinh, Cao Phong, town: Lap Thach, Hoa Son and Tam Son. Lien Son commune remains 1,035 hectares of natural area and 6,200 population. Thai Hoa commune remains 759.84 hectares of natural area and 7,083 population. Xuan Hoa ward remains 423.9 hectares of natural area and 21,396 population. Phuc Yen city has 12,029.55 hectares of natural area and 104,092 population, with 10 subordinate administrative units including wards: Xuan Hoa, Dong Xuan, Trung Trac, Trung Nhi, Hung Vuong, Phuc Thang and communes: Cao Minh, Nam Nham, Tien Chau, Ngoc Thanh.
Article 2. This Decree takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decree are abolished.
Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Vinh Phuc Province, and the Heads of related agencies are responsible for implementing this Decree./.
