THE MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Based on the proposal of the Director of the Secondary Education Department and the Director of the Legal Department.
DECISION:
Article 1. The attached Model Certificate of Completion of Grade 10, Grade 11, and Grade 12 Programs at Secondary Level (Annex I) is hereby issued pursuant to this Decision.
The recording of the Certificate of Completion of Grade 10, Grade 11, and Grade 12 Programs at Secondary Level shall be carried out in accordance with the guidelines attached to this Decision (Annex II).
Article 2. The Certificate of Completion of Grade 10, Grade 11, and Grade 12 Programs at Secondary Level shall be issued to students who have the need for such a certificate in the following cases:
1. Students who have completed the Grade 10 program and have been promoted to the next grade according to the regulations on student assessment and classification in secondary schools.
2. Students who have completed the Grade 11 program and have been promoted to the next grade according to the regulations on student assessment and classification in secondary schools.
3. Students who have completed the Grade 12 program, have been assessed and classified with a conduct rating of at least average in Grade 12, have not been classified as weak in academic performance in Grade 12, and have not exceeded 45 days of absence in the Grade 12 school year (whether absent in one period or multiple periods combined).
Article 3. The head of the educational institution where the student studies the secondary school program shall issue the Certificate of Completion of Grade 10, Grade 11, and Grade 12 Programs at Secondary Level.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Head of the Office, the Director of the Secondary Education Department, the Director of the Legal Department, the Heads of relevant units under the Ministry of Education and Training, and the Directors of provincial education and training departments are responsible for implementing this Decision.
