CIRCULAR
Issuing the Framework Program for National Defense and Security Education
for students Industry and of state agency schools,
political organizations, political-social organizations

Pursuant to the National Defense and Security Education Law 2013;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Considering the proposal of the Chief of General Staff;
The Minister of National Defense hereby decides.
Article 1. Issued herewith with this Circular is the Framework Program for National Defense and Security Education in state agency schools, political organizations, and political-social organizations, including:
1. The Framework Program for National Defense and Security Education for doctoral and master's programs.
2. The Framework Program for National Defense and Security Education for bachelor's programs.
3. The Framework Program for National Defense and Security Education for intermediate level programs.
The framework program prescribed in this Circular does not apply to students who are high school or university students.
Article 2. This Circular takes effect from July 20, 2014. Based on the Framework Program set forth in this Circular and the regulations of the competent authority, state agency schools, political organizations, and political-social organizations shall develop the full curriculum, compile, approve, or submit to the competent authority for approval of course textbooks.
Article 3. The Minister, Heads of ministerial-level agencies, government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees; Heads of agencies, units, and individuals concerned are responsible for implementing this Circular./.
