ISSUES THE "NATIONAL TECHNICAL REGULATION ON ELECTROMAGNETIC COMPATIBILITY FOR TERRESTRIAL TRUNKED RADIO (TETRA) EQUIPMENT"
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the proposal of the Director of the Science and Technology Department,
The Minister of Information and Communications issues this Circular to stipulate the national technical regulation on electromagnetic compatibility for terrestrial trunked radio (TETRA) equipment.
Article 1.
Attached to this Circular is the National Technical Regulation on Electromagnetic Compatibility for Terrestrial Trunked Radio (TETRA) Equipment (QCVN 100:2015/BTTTT).
Article 2.
This Circular takes effect from July 1, 2016.
Article 3.
The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and related organizations and individuals are responsible for implementing this Circular.

1.1. Scope of Application
This regulation specifies the electromagnetic compatibility requirements for TETRA terrestrial trunked radio relay equipment and auxiliary equipment.

Technical specifications related to operating frequency bands, antenna ports, and emissions from enclosure ports of radio equipment are not within the scope of this regulation. These technical specifications are defined in corresponding product standards regarding efficient spectrum usage.

Exclusion bandwidth for receiver and reception part in transceiver The frequency band is determined based on the switching range, a frequency band published by the manufacturer:
- The lowest frequency of the exclusion bandwidth equals the lowest frequency obtained from the selected band minus 5% of the center frequency of the switching band or minus 10 MHz;
- The highest frequency of the exclusion bandwidth equals the highest frequency obtained from the selected band plus 5% of the center frequency of the switching band or plus 10 MHz;to The switching band is the largest frequency band in which the receiver can operate without reprogramming or rearrangement.
2.3.3.2. Exclusion Bandwidth for Transmitter The exclusion bandwidth for the transmitter is a frequency band extended on both sides of the transmitter's nominal operating frequency by ±50 kHz.
2.3.4. Narrowband Response of Receiver
Follow Section A.4 in QCVN 18: 2014/BTTTT.
If the manufacturer does not publish the bandwidth of the narrow IF filter, the IF bandwidth value is 25 kHz.development 2.3.5. Normal Modulation Test Signal
The desired input signal of the receiver must be placed at a frequency near the center frequency of the receiver's operating band and modulated by one of the test signals listed below, the transmitter must be set to a frequency near the center frequency of its operating band and modulated by one of the test signals listed below:policies- For speech-capable equipment, the voice traffic channel (TETRA TCH/S) according to ETS 300 395-2 corresponding to a single tone of 1020 Hz with a level 17 dB below the peak level;to - For non-speech DMO or V+D equipment, the TCH/7.2 test signal according to EN 300 392-2 or EN 300 396-2 or EN 300 394-1;policies- For non-speech DMO or V+D equipment, the SCH/F test signal according to EN 300 392-2 or EN 300 396-2 or EN 300 394-1;

1.4.7. Enclosure Port (enclosure port)
The physical boundary of the device where the electromagnetic field has radidevelopment ation and influence.

1.4.8. Integral Antenna (ANNEX I.A[31](integral antenna)
An antenna that cannot be removed during measurement as specified by the manufacturer.development1.4.9. Port

NOTE: Any connection point on a device used for connecting cables to/from the device is considered a port (see Figure 1).

- For the test method of "Immunity in the electromagnetic field frequency band (80 MHz to 1 000 MHz and 1 400 MHz to 2 700 MHz)", the test signal is amplitude modulated by a 1 020 Hz low-frequency sine wave with a modulation depth of 80%. For the transmission part in dual-mode transceivers with non-continuous operation cycles, the frequency step is 10% of the current frequency. Testing must be performed on a surface. The surface facing the interfering signal source should be the surface expected to be most affected. This surface must be recorded in the measurement report. |

For devices requiring direct mode support, a TETRA transceiver may be part of the measurement system. For V+D and PDO devices, a base station or mobile/portable TETRA device may be part of the measurement system.

2.3.2. Signal measurement arrangement
For transceivers and devices operating in dual mode, both frequency band exclusions specified in Sections 2.3.3.1 and 2.3.3.2 of this standard must be applied simultaneously.
2.3.3.1. Frequency Band Exclusion for Receiver and Reception Part in TransceiverNo. The frequency band exclusion for the receiver and reception part in the transceiver is a frequency range determined based on the switching range, which is published by the manufacturer:
- The lower frequency of the exclusion band equals the lowest frequency obtained when subtracting 5% of the center frequency of the selected range or 10 MHz from the lowest frequency of the selected range;
- The upper frequency of the exclusion band equals the highest frequency obtained when adding 5% of the center frequency of the switching range or 10 MHz to the highest frequency of the selected range;No. The switching range is the largest frequency range over which the receiver can operate without reprogramming or rearrangement.
2.3.3.2. Frequency Band Exclusion for Transmitter
The frequency band exclusion for the transmitter is a frequency range extended by ±50 kHz on either side of the nominal operating frequency of the transmitter. l2.3.4. Narrow Band Response of Receiver

2.3.5. Typical Modulation for Testing
The desired input signal of the receiver must be placed at a frequency close to the center frequency of the operational band of the receiver and modulated by one of the listed measurement signals, while the transmitter must be set to a frequency close to the center frequency of its operational band and modulated by one of the listed measurement signals: - For devices capable of voice operation, the speech traffic channel (TETRA TCH/S) must follow ETS 300 395-2 corresponding to a single tone 1 020 Hz signal with a level 17 dB below the peak level;
- For DMO or non-voice V+D devices, the measurement signal TCH/7.2 must follow EN 300 392-2 or EN 300 396-2 or EN 300 394-1;No. - For DMO or non-voice V+D devices, the measurement signal SCH/F must follow EN 300 392-2 or EN 300 396-2 or EN 300 394-1;

2.4.4. Auxiliary Equipment
Establish a communication link using a TETRA system simulation device or a measuring instrument (hereinafter referred to as "measuring system"). The testing unit and the equipment manufacturer must agree on the desired RF signals to be applied.
2.4.5. Equipment classification
The EUT in transmit/receive mode must meet the following conditions:
- Set the EUT to operate at its maximum transmission power;organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular. - Before measurement, record the reference level of the voice output signal on both uplink and downlink directions of the measuring instrument, see Figure 3. The reference level at the ear reference point (ERP) must be 0 dBPa at 1020 Hz or 5.0 dBPa at the headset for the downlink direction and -5 dBPa at the mouth reference point (MRP) at 1020 Hz or at the microphone for the uplink direction. These defined sound pressure levels must comply with different types of TETRA equipment and other sound measurement arrangements;
- Determine the level of the voice output signal from the downlink voice channel of the EUT at the mobile or portable device's headset by measuring the sound pressure level (SPL), see Figure 1;
- Measure the level of the restored voice output signal from the uplink voice channel of the measuring system. Background noise must be minimized for the microphone. NOTE: In the case of mobile device measurement, ERP is

3. MANAGEMENT PROVISIONS

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Các tổ chức, cá nhân có hoạt động sản xuất, kinh doanh các thiết bị trung kế vô tuyến mặt đất (TETRA) và thiết bị phụ trợ phải thực hiện chứng nhận hợp quy, công bố hợp quy và chịu sự kiểm tra của cơ quan quản lý nhà nước theo các quy định hiện hành.
Chapter 5. ORGANIZATION OF IMPLEMENTATION
5.1. Cục Viễn thông và các Sở Thông tin và Truyền thông có trách nhiệm tổ chức hướng dẫn, tridevelopmentn khai quản lý các thiết bị vô tuyến phù hợp với quy chuẩn này.
