DIRECTIVE
IMPLEMENTATION OF DECREE 36/CP OF THE GOVERNMENT AND DIRECTIVE 317/TTG OF THE PRIME MINISTER ON ENSURING ORDER AND SAFETY IN ROAD TRAFFIC AND URBAN TRAFFIC ORDER AND SAFETY
Decree 36/CP of the Council of Ministers on ensuring order and safety in road traffic and urban traffic order and safety was issued by the Prime Minister on May 29, 1995, and took effect from August 1, 1995.
To implement the above documents, the Ministry of Culture and Information issues the following directive:
1. Heads of units under the Ministry shall study the contents of Decree 36/CP and Directive 317/TTg to widely disseminate them to every staff member within their agencies in order to enhance awareness of respecting the Law and strictly implementing regulations on order and safety in road traffic and urban traffic order and safety.
2. The Department of Cultural Information shall organize a continuous campaign to publicize legal regulations on order and safety in road traffic and urban traffic from now until the Lunar New Year, specifically:
a. Direct and guide information exhibition centers, cultural information houses at provincial and municipal levels to launch campaigns promoting order and safety in road traffic.
b. Develop promotional posters, print and distribute propaganda posters, compile and distribute educational materials on order and safety in road traffic and urban traffic to grassroots mobile information teams.
c. Grassroots mobile information teams shall organize activities through various forms such as radio broadcasts, propaganda posters, film screenings on order and safety in road traffic.
d. Coordinate with traffic police agencies to inspect and remove advertising signs, signboards, billboards, and posters that obstruct traffic signs, signals, and those placed directly in the line of sight, distracting drivers' attention and affecting traffic safety.
e. Organize competitions for creative works and performances among the masses in genres such as poetry, music, sketches, short plays, etc., to commend good people and deeds and criticize violations of order and safety in road traffic.
3. The Department of Performing Arts shall direct and guide artistic units throughout the sector to create and perform artistic programs serving the theme of order and safety in road traffic.
4. The Department of Cinema shall direct and guide film production companies to produce documentary films and educational materials for publicity and education on the theme of order and safety in road traffic.
5. The Press Department shall guide and urge press agencies at central and local levels to focus on timely publicity of newly issued documents on ensuring order and safety in road traffic and urban traffic order and safety.
6. All media outlets must open columns to popularize knowledge about traffic laws for all social strata. Promptly commend exemplary models and typical advanced examples, while criticizing negative phenomena and non-compliance with traffic laws in the press.
7. Local Departments of Culture and Information shall organize vigorous and extensive publicity activities based on specific circumstances in their respective areas, focusing on Hanoi and Ho Chi Minh City and major traffic routes. Consider this a significant task from now until the Lunar New Year.
8. Heads of units assigned tasks shall be responsible for promptly implementing the plan.
Ensuring traffic order and safety is a regular and long-term task, but it is necessary to concentrate on publicity to achieve fundamental changes from now until Tet. Launch a concentrated publicity campaign from July to the end of September 1995 to celebrate National Day on September 2.
During the implementation process, units are required to promptly report difficulties and obstacles to the Ministry for consideration and resolution.
