CIRCULAR

ISSUING NATIONAL TECHNICAL REGULATION ON AMMONITE EXPLOSIVE AD1

Circular No. 19/2015/TT-BCT dated June 22, 2015, issued by the Minister of Industry and Trade, stipulates the issuance of the National Technical Regulation on Ammonite Explosive AD1, which took effect from December 22, 2015, and was amended and supplemented by:

Circular No. 42/2019/TT-BCT dated December 18, 2019, issued by the Minister of Industry and Trade, amending and supplementing certain provisions on periodic reporting systems in Circulars issued by the Minister of Industry and Trade or jointly issued, which took effect from February 5, 2020.

Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to the proposal of the Director of the Science and Technology Department,[1]

Article 1.

This Circular promulgates the "National Technical Regulation on Ammonite Explosive AD1". The code is QCVN 07 : 2015/BCT.

Article 2. Effective Date

This Circular takes effect from December 22, 2015.

Article 3. Responsibility for Implementation

1. Organizations and individuals related to this matter shall be responsible for implementing this Circular.

Foreword

QCVN 07 : 2015/BCT was drafted by the Drafting Team of the National Technical Regulation on Industrial Explosives, reviewed by the Department of Science and Technology under the Ministry of Industry and Trade, examined by the Ministry of Science and Technology, and promulgated together with Circular No. 19/2015/TT-BCT dated June 22, 2015.

National Technical Regulation on Amonite Explosive AD1

1. General Provisions

1.1. Scope of Application

This technical regulation specifies technical requirements, testing methods, and management regulations for domestically produced, imported, circulated on the market, and used Ammonite Explosive AD1 (Ammonite Explosive Rock Breaking No. 1).

1.2. Applicability

This technical regulation applies to organizations and individuals operating in relation to Ammonite Explosive AD1 within the territory of Vietnam, except where international treaties to which Vietnam is a member provide otherwise.

1.3. Definitions

1.3.1. Explosive are issued substance or mixture issued substance that is manufactured and used to create an explosive reaction under the influence of mechanical, thermal, issued or electrical stimuli.

1.3.2. Lot of Product is the quantity of product meeting quality requirements according to regulations and produced in one shift or production run or within a defined period, from the same source material with identical technical specifications.

1.3.3. Imported consignment is a set of a type of goods issued determined in quantity, having the same name, function, brand, model, technical characteristics, produced by the same manufacturing facility and belonging to the same import dossier.

1.5. Provisions on Lots of Products and Test Samples

1.5.1. Provisions on Lots of Products: The quantity of a lot of products as specified by the manufacturer.

1.5.2. Provisions on the quantity of products regularly sampled for testing at laboratories designated by the Ministry of Industry and Trade: Follow the provisions in Appendix 2, QCVN 01 : 2012/BCT.

1.5.3. Regular test samples are randomly selected from lots of products.

2. Technical Provisions

2.1. Composition

Ammonite Explosive AD1 is mixed from raw materials in proportions listed in Table 1.

2.2. Technical Specifications

Ammonite Explosive AD1 must meet the technical specifications listed in Table 2.

2.3. Block Formation

2.3.1. After mixing, Ammonite Explosive AD1 is formed into blocks. The block specifications are detailed in Tables 3 and 4.

2.3.2. Ammonite Explosive AD1 may be formed into blocks with different diameters, lengths, weights, or packed into bags according to customer requirements. However, additional registration procedures for new specifications must be followed.

2.4. Packaging, Labeling, Storage, and Transportation

2.4.1. Packaging

Ammonite Explosive AD1 is packaged in blocks wrapped in moisture-resistant paper (paraffin-coated) or plastic. Blocks are stored in PE bags, which are then placed in cardboard boxes.

2.4.2. Labeling

Labeling on packaging and shipping documents containing Ammonite Explosive AD1 is carried out according to Article 19, Chapter II of QCVN 01 : 2012/BCT; Appendix A of QCVN 02 : 2008/BCT, and Decree No. 89/2006/NĐ-CP dated August 30, 2006 of the Government on labeling. issued.

2.4.3. Transportation and Storage

Transportation and storage of Ammonite Explosive AD1 are conducted according to Sections 1 and 2, Chapter II of QCVN 02 : 2008/BCT.

2.5. Provisions on Equipment Used in Testing

Equipment used in tests must be calibrated according to Circular No. 23/2013/TT-BKHCN dated September 26, 2013, issued by the Ministry of Science and Technology regarding measurement for Group 2 measuring instruments, and other relevant current regulations.

3. Testing Methods

3.1. Determination of Density

3.1.1. Principle

Weigh and measure the mass and volume of the explosive block, calculate the density (F) of the block using the formula:

Where:

- G is the mass of the block, measured in grams;

- V is the volume of the explosive block, measured in cm³.3.

3.1.2. Equipment - Tools

3.1.2.1. Vernier caliper, scale division 0.1 mm;

3.1.2.2. Length measuring tool, scale division 1 mm;

3.1.2.3. Analytical balance, accuracy 0.01 gram.

3.1.3. Procedure

3.1.3.1. Use a sharp knife to gently cut off both ends of the explosive block, approximately 2 cm at each end, ensuring that the explosive inside does not fall out and that the two cut surfaces are parallel. Accurately weigh the mass of the explosive block on the analytical balance (G).1).

3.1.3.2. Use a measuring tool to accurately measure the length (L), diameter of the explosive block (D), and thickness of the explosive block casing (T). When measuring these dimensions, for each parameter, measure at three different positions and take the average sum of the three measurements.f3.1.3.3. Use a sharp knife to make a slit in the explosive block casing; separate the casing from the block, thoroughly clean all residue attached to the casing. Accurately weigh the mass of the explosive block casing on the analytical balance (Gc).For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;3.1.3.4. Simultaneously perform three samples.

3.1.4. Calculation of Results2).

3.1.4.1. The specific gravity of the explosive block (ρ), measured in g/cm³, calculated according to the formula:

where G is the mass of the explosive block, measured in grams;

Gc is the mass of the explosive block casing, measured in grams;FL is the length of the explosive block, measured in cm;3D is the diameter of the explosive block, measured in cm;

For loose TNP1 explosives or pillars with a diameter greater than 80 mm, repackage them in Kraft paper tubes or PE tubes with a thickness of 1.0 mm and a diameter of 80 mm.3

Where:

3.1.4.2. The difference between the results of simultaneous experiments must not exceed 0.05 g/cm³.

- f 3.1.4.3. The specific gravity of the sample is the average sum of the results determined simultaneously for three samples.

- For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%; 3.2. Determination of Moisture Content

- session number 3.2.1. Principle session number = 3,14.

The moisture content of Ammonium Nitrate Explosive AD1 is determined based on the reduction in mass due to water evaporation after drying the sample.3;

3.2.2. Equipment and Chemicals

3.2.2.1. Analytical balance, accuracy 0.0001 gram;

3.2.2.2. Drying oven;

3.2.2.3. Desiccator;

3.2.2.4. Glass petri dish with lid, diameter 55 mm ÷ 65 mm;

3.2.2.5. Distilled water according to TCVN 4851 : 1989.

3.2.3. Procedure

3.2.3.1. Clean the glass petri dish thoroughly, dry it at 100 °C ÷ 105 °C until the mass stabilizes (approximately 60 minutes), cool it in the desiccator to room temperature (approximately 30 minutes). Weigh and record the mass Gd.

3.2.3.2. Weigh approximately 10 grams of sample into the dried petri dish, record the mass Gds.

3.2.3.3. Dry the sample at 65 °C ÷ 70 °C until the mass stabilizes (approximately 210 minutes ÷ 240 minutes). Remove it and cool it in the desiccator to room temperature (approximately 30 minutes). Weigh and record the mass Gdf.

3.2.3.4. Simultaneously perform three samples.

3.2.4. Calculation of Results1.

3.2.4.1. The moisture content of Ammonium Nitrate Explosive AD1 (W), measured in % by weight, calculated according to the formula:2.

where Gd is the mass of the dried petri dish, measured in grams;3.

Gds is the mass of the petri dish and sample before drying, measured in grams;

Gdf is the mass of the petri dish and sample after drying, measured in grams.

3.2.4.2. The difference between the results of simultaneous experiments must not exceed 0.02 %.a3.2.4.3. The moisture content of the sample is the average sum of the results determined simultaneously for three samples.

Conduct according to TCVN 6421 : 1998.

3.5. Determination of Detonation Velocity

Conduct according to TCVN 6422 : 1998.

3.6. Determination of Detonation Propagation Distance

Conduct according to TCVN 6425 : 1998.

4. Management Regulations

4.1. Organizations and individuals producing Ammonium Nitrate Explosive AD1 must implement conformity declaration and conformity certification in accordance with this standard. Import organizations must implement conformity certification in accordance with regulations. Labeling must be carried out in accordance with Clause 2.4.2 of this standard.

4.2. Conformity assessment for Ammonium Nitrate Explosive AD1 shall be conducted according to method 7: Testing and batch product evaluation as specified in Section VII, Appendix 2, Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology regarding the provisions on conformity declaration and conformity certification and conformity assessment methods with standards and technical regulations.

4.3. Provisions on conformity declaration and designation of certification bodies and testing organizations.

Conformity declaration and designation of certification bodies and testing organizations for Ammonium Nitrate Explosive AD1 shall be implemented in accordance with the provisions of Section II Chapter II of Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade regarding the management of quality of products and goods in Group 2 under the jurisdiction of the Ministry of Industry and Trade.

4.4. Ammonium Nitrate Explosive AD1 must be marked with a conformity mark before being circulated on the market, in accordance with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology and current laws on product quality.

4.5. Inspection Methods

Imported Ammonium Nitrate Explosive AD1, domestically produced, circulating on the market, and during use must undergo quality inspections in accordance with Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade and current laws on product quality. issued 4.6. Domestic production of Ammonium Nitrate AD1 must conduct regular testing inspections as prescribed. Quality inspection of imported goods and periodic quality inspections must be carried out at laboratories designated by the Ministry of Industry and Trade.

5.1. The Department of Science and Technology shall take the lead, in coordination with the Industrial Safety and Environmental Technology Agency, relevant units shall be responsible for guiding and supervising the implementation of this Standard.

5.2. The Market Management Department shall be responsible for organizing and directing Provincial and Municipal Market Management Agencies to inspect, control, and handle violations of product and commodity quality regulations circulating on the market in accordance with the law and this Standard. issued 5.4. In case there are changes, supplements, or replacements to the legal documents, materials, and standards cited in this Standard, they shall be implemented according to the new document./.

Circular No. 42/2019/TT-BCT amends and supplements certain provisions on periodic reporting requirements in Circulars issued by the Minister of Industry and Trade or jointly issued with other ministries based on the same legal basis as follows:

4.5. Inspection methods

Ammonium nitrate explosive AD1 imported, produced domestically, circulating in the market, and during use must undergo quality inspection in accordance with Circular No. 48/2011/TT-BCT dated December 30, 2011 of the Ministry of Industry and Trade and current laws on product and commodity quality.

4.6. Domestic-produced AD1 explosive shall be subject to regular testing inspections as prescribed. Quality inspections of imported goods and regular quality inspections shall be conducted at laboratories designated by the Ministry of Industry and Trade.

5. Implementation organization

5.1. The Department of Science and Technology shall take the lead and coordinate with the General Directorate of Safety and Environmental Protection for Industry, relevant units to guide and inspect the implementation of this Standard.

5.2. The Market Management Department shall be responsible for organizing and directing Provincial and Municipal Market Management Bureaus under the central government to inspect, control, and handle violations concerning product and commodity quality regulations circulating in the market according to the law and this Standard.

5.3. 3 ((Repealed)

5.4. In cases where regulatory legal documents, materials, and standards cited in this Standard are amended, supplemented, or replaced, they shall be implemented according to the new document./.



[1] Circular No. 42/2019/TT-BCT amending and supplementing certain provisions on periodic reporting requirements in Circulars issued by the Minister of Industry and Trade or jointly issued has the following basis for issuance:

"Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system of administrative agencies;

At the proposal of the Director of the Office of the Ministry;"

2 Article 37 of Circular No. 42/2019/TT-BCT amending and supplementing certain provisions on regular reporting regimes in Circulars issued by the Minister of Industry and Trade or jointly issued Circulars shall take effect from February 5, 2020, and is stipulated as follows:

Article 37. Effective Date

1. This Circular takes effect from February 5, 2020.

2. The following regulations are abolished:

a) Clause 6, Article 1 of Circular No. 33/2016/TT-BCT dated December 23, 2016, issued by the Minister of Industry and Trade amending and supplementing certain articles of Circular No. 36/2015/TT-BCT dated October 28, 2015, promulgating National Technical Regulations for tissue paper and toilet paper products.

b) Article 4 of Circular No. 51/2018/TT-BCT dated December 19, 2018, issued by the Minister of Industry and Trade amending and supplementing certain articles of Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011, issued by the Minister of Industry and Trade and the Minister of Natural Resources and Environment stipulating the management of imports, exports, and temporary imports for re-export of ozone-depleting substances as prescribed in the Montreal Protocol on Substances that Deplete the Ozone Layer..

c) Clause 20, Article 1 of Circular No. 31/2018/TT-BCT dated October 5, 2018, issued by the Minister of Industry and Trade amending and supplementing certain articles of Circular No. 27/2013/TT-BCT dated October 31, 2013, stipulating the content, procedures, and processes for establishing, reviewing, approving, and adjusting Power Development Planning.

d) Article 29 of Circular No. 43/2013/TT-BCT dated December 31, 2013, issued by the Minister of Industry and Trade stipulates the content, procedures, and processes for establishing, reviewing, approving, and adjusting Power Development Planning.

3. Current regular reporting regimes in the industry and trade sector must ensure the time for finalizing data for reporting as prescribed in Article 12 of Decree No. 09/2019/NĐ-CP.

4. In the course of implementation, if there are any difficulties, organizations and individuals should report to the Ministry of Industry and Trade for guidance and resolution./”
