LETTER

OF THE MINISTRY OF FINANCE NUMBER 391 TC/QLCS DATED JANUARY 31, 1997
ON THE PURCHASE OF PASSENGER CARS FOR OFFICE USE IN 1997

 

Respectfully submitted to:

- Ministries, ministerial-level agencies, and agencies under the Government.

- Organizations, central mass organizations.

- People's Committees, Departments of Finance - Prices of provinces and centrally governed cities.

 

On December 30, 1996, the Prime Minister issued Decision No. 984/TTg on certain policies and measures to manage the plan for economic and social development and the state budget estimate for 1997, which stipulated: "Limit expenditures on building new offices and purchasing passenger cars for administrative and public service agencies, Party agencies, and mass organizations funded by the state budget. Agencies need to reasonably arrange and utilize existing office space and means of transportation to serve their work. In cases where it is truly necessary to spend, the Prime Minister delegates authority to the Minister of Planning and Investment to resolve matters concerning the construction of offices, and to the Minister of Finance to resolve matters concerning the purchase of passenger cars, based on a strict review of needs and funding sources; the two Ministries must report quarterly to the Prime Minister on the resolution of these cases. Expenditures on constructing offices and purchasing passenger cars must comply with financial management regulations and within the allocated state budget."

 

On January 11, 1997, the Government Office issued Circular No. 214/KTTH, announcing the Prime Minister's directive on the purchase of passenger cars for office use, stating: "While awaiting specific guidelines from the Government regarding the standards for using passenger cars at various levels, in the first quarter of 1997, ministries, sectors, and localities are not allowed to proceed with the purchase of passenger cars."

To implement the Prime Minister's directives, in the first quarter of 1997, the Ministry of Finance did not conduct reviews and resolutions for all cases of purchasing passenger cars by administrative and public service agencies, Party agencies, and mass organizations funded by the state budget.

 

To have a basis for reviewing and resolving the purchase of passenger cars in 1997, it is requested that ministries, sectors, localities, and central mass organizations instruct subordinate units under their jurisdiction to fully report the current status of means of transportation managed and used up to December 31, 1996, and to compile and submit this information to the Ministry of Finance before March 15, 1997 (according to the attached reporting form). After obtaining permission from the Prime Minister, the Ministry of Finance will only conduct reviews and resolutions for the purchase of passenger cars for cases that have reported the total status of means of transportation up to December 31, 1996.
