Regarding the approval of the overall restructuring and modernization plan for state-owned enterprises directly under the People's Committee of Lang Son Province for the period 2002-2005
1. The contents and levels of expenditure from the state budget to support the implementation of initiatives as stipulated in Chapter II of this Circular are maximum levels. Based on the ability to balance resources, the Ministers of Ministries, Heads of central agencies, Provincial People's Councils, and centrally governed cities shall decide on specific contents and levels of expenditure for initiative activities that ensure appropriateness.under the People's Committee of Quang Tri Province until 2005

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,

Considering the proposal of the Chairman of the People's Committee of Quang Tri Province, the opinions of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, Home Affairs, Agriculture and Rural Development, and the Central Economic Commission,

DECISION:

Article 1. Approves the overall plan for the reorganization and renovation of state-owned enterprises directly under the People's Committee of Quang Tri Province until 2005 as attached in the appendix.

Article 2. The Chairman of the People's Committee of Quang Tri Province shall be responsible for directing the implementation of the reorganization and renovation of state-owned enterprises directly under the committee according to the approved content and schedule.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and related agencies shall be responsible for coordinating with the People's Committee of Quang Tri Province in implementing the aforementioned plan.

The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time making recommendations to

Article 4. This Decision takes effect from the date of signature.

The Chairman of the People's Committee of Quang Tri Province and the heads of related agencies are responsible for enforcing this Decision. /./
