PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Binh Duong Province and the opinions of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, and Home Affairs.
DECISION:
Article 1. Approve the overall restructuring and renewal plan for state-owned enterprises directly under the People's Committee of Binh Duong Province for the period 2003-2005 as attached in the appendix.
Article 2. The Chairman of the People's Committee of Binh Duong Province shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises directly under his province according to the approved content and schedule.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor - Invalids and Social Affairs, and other relevant ministries, sectors, and localities shall be responsible for coordinating with the People's Committee of Binh Duong Province in implementing this Plan.
The Steering Committee for Enterprise Renewal and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time, proposing solutions to overcome difficulties during the implementation process to the Prime Minister.
Article 4. This Decision takes effect from the date of signature.
The Chairman of the People's Committee of Binh Duong Province and the heads of relevant agencies shall be responsible for enforcing this Decision./.
