DIRECTIVE

ON THE MOTIVATIONAL COMPETITION AND REWARD WORK IN 1994-1995.

Implementing Directive No. 46/TTg dated November 3, 1992 of the Prime Minister on reward work, many outstanding collectives and individuals who have made significant contributions to the patriotic competition for the cause of national construction and defense in ministries, sectors, and localities have been recognized and rewarded in a timely manner over the past two years.

However, some issues stipulated in the Prime Minister's Directive on reward work have not been fully understood and implemented by ministries, sectors, and localities. As a result, there are still some collectives and individuals proposed for rewards whose achievements are not truly outstanding. In some places, rewards are still widespread and superficial. The procedures are cumbersome. There are cases where rewards are not timely. The motivational and exemplary effects are limited.

The years 1994 and 1995 are years with many historical anniversaries of the nation. Implementing Directive No. 35-CT/TW dated March 18, 1994 of the Central Committee of the Communist Party of Vietnam, to continue to institutionalize the motivational competition and reward work, the Prime Minister instructs:

1- Ministries, sectors, and localities need to organize a broad mass movement, motivating efforts to achieve remarkable results commemorating major historical days in 1994 and 1995, aiming to promote the tenacious and indomitable traditions of the people through various revolutionary periods; accelerate the reform process, achieving prosperity for the people, strength for the country, a fair and civilized society.

The organization of competitions must be highly practical, focusing on the monitoring, comparison, and accurate assessment of achievements for rewards; promptly encourage outstanding collectives and individuals selected from the competition movements of ministries, sectors, and localities.

2- The Ministry of Labor, Invalids, and Social Affairs shall take the lead in coordinating with the Ministry of Defense, the Ministry of Public Security, and localities to compile a list of mothers who have lost many children for the country, so that when the Ordinance on bestowing the title of "Heroic Mother Vietnam" is issued, they can propose the State to confer this honorary title on these mothers.

3- The Ministry of Defense and the Ministry of Public Security shall inspect, review, or coordinate with other ministries, sectors, and localities to inspect, review, and report to the State for rewarding or conferring honorary titles to heroes on the occasion of the 50th anniversary of the founding of the Vietnam People's Army and the 50th anniversary of the founding of the Vietnam People's Public Security Force for the following subjects:

a) Cadres and soldiers under the Ministry of Defense and the Ministry of Public Security who have achieved outstanding or exceptionally outstanding feats during the two resistance wars or while performing international duties, meeting the criteria for being awarded Orders or conferred the title of "Hero of the People's Armed Forces" but have not yet been awarded or conferred;

b) Collectives and individuals under ministries, sectors, and localities who have achieved exceptionally outstanding feats during the resistance war against France and America or while performing international duties, meeting the criteria for being conferred the title of "Hero Unit of the People's Armed Forces" or "Hero of the People's Armed Forces" but have not yet been conferred;

c) Collectives and individuals under the Ministry of Defense and the Ministry of Public Security who have achieved outstanding or exceptionally outstanding feats during the period from 1986 to 1994.

4- Leaders of ministries, sectors, and localities need to strictly direct the motivational competition and reward work based on implementing Directive No. 46/TTg dated November 3, 1992 of the Prime Minister on reward work. They must make the motivational and reward work in their respective fields and localities truly become a driving force for the reform process. It should not be easy or casual to grant rewards on the occasion of major festivals or traditional days of units, lowering standards, or expanding the scope of rewards. Efforts should be concentrated to complete the rewards for participation in the resistance wars against France and America and rewards for cadres according to Circular No. 38-TT/TW dated October 25, 1984 of the Central Committee of the Communist Party of Vietnam within the two years of 1994 and 1995. It should not be extended to 1996.

5- The National Motivational Competition and Reward Institute has the responsibility to guide and supervise all levels and sectors in implementing this Directive; at the same time, it shall cooperate with relevant agencies to urgently study and quickly draft new reward regulations, to be submitted to the Government./.
