- Based on Circular Joint No. 28/1998/TTLB-VHTT-TDTT-TCCP issued by the Civil Service Committee, the Sports Committee, and the Ministry of Culture and Information on January 13, 1998 guiding the organization of cultural information and sports at local levels;
- Based on the requirements and practical activities of cultural information at provincial and city levels;
- Considering the proposals of the Director of the Cadre and Civil Servant Department, the Director of the Legal Department, and the Director of the Basic Cultural Information Department,

Article 1. Issued together with this Decision is the "Regulation on the organization and operation of the Population, AIDS, and Social Issues Steering Committee" - Ministry of Culture and Information.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
