CIRCULAR
JOINT MINISTRY DECREE OF THE NATIONAL PRICING COMMISSION - MINISTRY OF FORESTRY NO. 4-VGNN-LN/TT DATED APRIL 9, 1985 REGULATING THE LIST OF PRODUCTS AND SERVICES FOR WHICH THE NATIONAL PRICING COMMISSION IS AUTHORIZED TO SET PRICES AND THE MINISTRY OF FORESTRY IS AUTHORIZED TO SET PRICES
Pursuant to Decree No. 33-HĐBT dated February 27, 1984 of the Council of Ministers on the Regulation on Price Management; hereby the joint ministries stipulate the list of products and services for which the National Pricing Commission and the Ministry of Forestry are authorized to set prices as follows:
I. LIST OF PRODUCTS AND SERVICES FOR WHICH THE NATIONAL PRICING COMMISSION SETS PRICES
1. Based on the standard wholesale price of round timber issued by the Council of Ministers to specify according to:
- Region
- Wood group
- Size
- Quality
- Purpose: industrial wood (wood for plywood, veneer, matches, pencils...), shipbuilding wood, pile wood, export wood...
- Consumer category.
2. Based on the standard wholesale price of raw materials for paper issued by the Council of Ministers to set specific prices for each type (wood, bamboo, reed, rattan...).
3. Set prices:
a. Wholesale price of enterprises, wholesale industrial price of various types of round timber and raw materials for paper.
b. Wholesale price of enterprises, wholesale industrial price, wholesale material price of various products listed in number 2 such as: firewood, log, sawn timber of various types (including floorboards, planks, electric poles and other specialized sawn timber), pine resin, turpentine, sandalwood.
c. Wholesale price of enterprises, wholesale industrial price, wholesale material price of sawmill machines, woodworking machinery (standard items).
II. LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF FORESTRY SETS PRICES
1. Develop pricing schemes for products (including forest nurturing costs) within the authority to set prices of the Council of Ministers and the National Pricing Commission.
2. For products listed in number 1 and number 2 (round timber, sawn timber...) where the National Pricing Commission sets the average wholesale enterprise price and wholesale industrial price for Central Forest-Industrial Associations, Central Forest Farms and enterprises under the Ministry, the Ministry shall set the wholesale enterprise price and wholesale industrial price for each specific unit.
3. Elaborate on the forest nurturing costs priced by the Council of Ministers.
4. Set wholesale enterprise price, wholesale industrial price, and wholesale material price for the following products and services produced and traded by units directly under the Ministry:
- Bamboo, reed (excluding bamboo purchased as raw material for paper).
- Charcoal.
- Plywood, veneer.
- Particleboard, fiberboard.
- Wood furniture.
- Custom sawn timber.
- Sawdust, residual firewood from sawing.
- Clear oil, block oil.
- Creosote oil.
- Red ant nests.
- White ant nests.
- Lacquer nuts.
- Varnish, polish oil.
- Epoxy resin.
- Pressed bark.
- Other forest specialties.
- Seedlings and young trees of forestry.
- Wood preservatives.
- Wood impregnation.
- Forest survey and design.
- Termite control.
- Self-produced and consumed cement within the forestry sector after consultation with the National Pricing Commission and the Ministry of Construction.
- Specialized machinery, equipment, and spare parts produced by the forestry industry:
+ Saw blades
+ Log trailers
+ Tank trailers
+ Tools for tapping pine resin
+ Sharpening tools
+ Gate cranes.
- Machinery, equipment, and spare parts imported by the forestry industry using self-generated foreign currency as per guidance from competent authorities: gasoline chainsaws, chains, cables...
- Mechanical repair products.
+ Price for restoring machine parts.
+ Price for repairing various motorcycles used in the forestry sector.
5. Set processing prices for forest products produced by enterprises directly under the Ministry.
6. Set budget prices for planting forests, caring for planted forests, thinning planted forests, and maintaining natural forests.
For products listed in points 4, 5, and 6 of Section II of this Joint Ministry Circular, if they are produced and consumed locally by local facilities, the provincial People's Committee shall set prices.
7. Set transportation rates for internal forestry sector cargo transport (after reaching consensus with the National Pricing Commission):
- Transportation rate for trucks from site I to site II.
- Standard transportation rate for traditional raft transport on major rivers.
8. Set wholesale industrial price (price at which local products are sold to central entities) for the following products:
- Charcoal
- Bamboo and reed goods
- Veneer
For these products (bamboo and reed goods, charcoal, red ant nests...), the provincial People's Committee shall set purchase prices.
- White ant nests.
Before setting prices for these products, the Ministry must consult with the province supplying the goods.
During production and business operations, if new products emerge or changes in pricing authority are required, the joint ministries will continue to supplement accordingly.
During the course of production and business operations, if new products arise or it is necessary to change the pricing decision authority, the relevant ministries will continue to supplement.
