Regarding the establishment of the National Steering Committee for the 1000th Anniversary of Thang Long
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
To implement Directive No. 32/CT-TW dated May 4, 1998 of the Politburo on the celebration of the 1000th anniversary of Thang Long (1010-2010);
Considering the proposals of the People's Committee of Hanoi City at Official Letters No. 957/UB-VX dated April 28, 1999, and No. 1745/UB-VX dated July 26, 1999,
DECISION:
Article 1. The National Steering Committee for the 1000th Anniversary of Thang Long shall be established with the following members:
Chairman:
1. Comrade Hoang Van Nghien, Chairman of the People's Committee of Hanoi City.
Deputy Chairmen:
2. Comrade Luu Minh Tri, Member of the Hanoi Municipal Party Committee Executive Board serving as the Permanent Deputy Chairman,
3. Deputy Chairman of the Central Propaganda and Culture Department,
4. Deputy Minister of Planning and Investment,
5. Deputy Minister of Culture and Information.
Members:
6. Deputy Director of the Government Office,
7. Deputy Minister of Construction,
8. Deputy Minister of Finance,
9. Deputy Minister of Science, Technology and Environment,
10. Deputy Minister of Transport,
11. Deputy Minister of Defense,

Article 2. The functions and tasks of the National Steering Committee for the 1000th Anniversary of Thang Long are as follows:
1. Functions of the National Steering Committee for the 1000th Anniversary of Thang Long:
- The National Steering Committee for the 1000th Anniversary of Thang Long has the function of advising the Government to direct and manage the planning, preparation, and implementation of all commemorative activities for the 1000th anniversary of Thang Long throughout the country from the date of establishment until completion of the mission and conclusion at the end of 2010.
- Directing the solemn organization of the 990th and 1000th anniversary celebrations of Thang Long in Hanoi and guiding relevant provinces and cities in organizing these commemorative activities locally.
2. Tasks of the National Steering Committee for the 1000th Anniversary of Thang Long:
- Developing plans and programs for the 1000th anniversary of Thang Long, including the following main contents: plans for cultural development based on preserving and promoting national identity; plans for maintaining, restoring, and constructing historical and cultural relics of the nation spanning several thousand years of history, including tasks for completing infrastructure projects and restoring historical and cultural relics by 2000; a national scientific program summarizing the history of Thang Long - Hanoi; plans for extensive propaganda and education among the masses about the achievements of ancestors in safeguarding and building the country today, transforming patriotism into actions to build and defend the homeland; plans for celebrating the 990th anniversary of Thang Long (2000) and the 1000th anniversary of Thang Long (2010).
- Guiding, directing, inspecting, and urging ministries, sectors, Hanoi, and related localities to develop and implement plans for the 990th and 1000th anniversaries of Thang Long.
- Assisting ministries, sectors, Hanoi, and related localities in resolving difficulties arising during the implementation of plans for the 990th and 1000th anniversaries of Thang Long.
- Proposing to the Government necessary mechanisms and policies during the implementation of plans for the 990th and 1000th anniversaries of Thang Long to achieve set goals effectively.
- Continuously publicizing the historical significance of Thang Long - Hanoi over 1000 years of existence and development to enhance traditional awareness among the masses, particularly youth.
- Conducting annual reviews, summaries, and evaluations of results to report to the Government.
Article 3. The permanent office of the Steering Committee consists of the Chairman, the Permanent Deputy Chairman, Deputy Chairmen, and the Heads of the Municipal Party Committee Propaganda Department and the Department of Culture and Information of Hanoi City. The permanent office of the Steering Committee uses the seal of the People's Committee of Hanoi City in its operations.
The office of the Steering Committee is located within the People's Committee of Hanoi City, decided by the Chairman of the Steering Committee, comprising some dedicated officials from Hanoi and some concurrently appointed officials from the Ministry of Culture and Information, the Ministry of Planning and Investment, and the Central Propaganda and Culture Department.
The Permanent Deputy Chairman is responsible for the office of the Steering Committee.
The People's Committee of Hanoi City will arrange offices and working facilities for the office of the Steering Committee.
The operating budget of the Steering Committee is provided by the state budget and included in the budget of the People's Committee of Hanoi City.
The operational regulations of the Steering Committee are stipulated by the Chairman.
Article 4. This Decision shall take effect fifteen days from the date of signature.
Article 5. The Chairman and members of the National Steering Committee for the 1000th Anniversary of Thang Long, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairmen of provincial and municipal People's Committees related to this matter are responsible for implementing this Decision.
