Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to the Framework Program for secondary vocational education issued together with Decision No. 21/2001/QĐ-GD&ĐT dated June 6, 2001 of the Minister of Education and Training, and the agreement on the issuance of the Framework Program, the Program for basic subjects and specialized subjects for secondary vocational education in the Administrative field as stated in Circular No. 2001/GDCN dated March 18, 2005 of the Ministry of Education and Training;
At the proposal of the Chairman of the Program Review Board for secondary vocational education in the Administrative field and the Director of the Civil Service Training Department of the Ministry of Home Affairs;

Article 1. Issued together with this Decision is the Framework Program, the Program for basic subjects and specialized subjects for secondary vocational education in the Administrative field under the Administrative - Clerical sector (code 21-03).
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, the Director of the Civil Service Training Department of the Ministry of Home Affairs; the Rector of the National Administration Academy, the Principals of vocational high schools, and other institutions providing secondary vocational education in the Administrative field shall be responsible for implementing this Decision./.
