Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister promulgating the Regulations on Training and Capacity Building for Officials and Civil Servants;
Considering the proposal of the Minister of Home Affairs,
DECISION:
Article 1. Approves the Training and Capacity Building Plan for Officials and Civil Servants for the 2006-2010 period with the main contents as follows:
1. Training and capacity building targets
a) Administrative civil servants currently working in state agencies from central to district levels.
b) Cadres and civil servants at commune, ward, and town levels (referred to as commune-level cadres and civil servants).
c) Deputies of People's Councils at all levels.
2. Training and capacity building objectives
Equip and enhance knowledge, management skills, operational capabilities, and public service performance for the administrative civil servant workforce and commune-level cadres and civil servants to build a professional cadre and civil servant corps with good qualities and sufficient capabilities to perform their duties, dedicated to serving the country and the people.
During the 2006-2010 period, training and capacity building activities for administrative civil servants and commune-level cadres and civil servants aim to achieve the following specific goals:
a) For administrative civil servants:
- Ensuring the provision of knowledge as stipulated by standards for leadership and management civil servants, clerical, specialist, senior specialist, and top specialist ranks;
- Striving to ensure that by 2010, 100% of administrative civil servants are equipped with job-related skills according to the requirements of their positions and have the ability to complete assigned tasks effectively; providing knowledge about office culture; responsibility and ethics for civil servants of various ranks;
- Implementing pre-appointment training and capacity building for incumbent leaders and managers; ensuring that by 2010, 100% of departmental, provincial, and district-level leadership civil servants are equipped with leadership and management skills and the ability to coordinate in handling inter-sectoral issues;
- Conducting planning and organizing training to build a team of leading experts in state administration across various fields.
b) For commune-level cadres and civil servants:
- Organizing training and capacity building to equip theoretical political knowledge, state management knowledge, and specialized knowledge as prescribed for full-time cadres;
- Providing training and capacity building according to positions for Chairpersons of People's Councils and People's Committees at commune level;
- Striving to ensure that by 2010, 100% of commune-level civil servants are trained and equipped with specialized knowledge sufficient to fulfill assigned tasks, with corresponding percentages of civil servants having intermediate level qualifications or higher in urban, delta, and mountainous regions being 95%, 80%, and 70%, respectively;
- Implementing training and capacity building on job-related skills for non-specialist cadres at communes, villages, and residential wards.
3. Contents of training and capacity building
a) In-country training and capacity building:
- For administrative civil servants, training and capacity building during this period focus on specific contents and requirements, including:
+ Organizing pre-service training for prospective civil servants. Those who pass the civil servant recruitment exams must be provided with knowledge about the national administrative system, laws, job-related skills, and civil servant ethics immediately in the first year after passing the exam;
+ Conducting training and capacity building to equip various types of knowledge as prescribed by standards for clerical, specialist, senior specialist, and top specialist ranks; organizing ethnic language training for cadres and civil servants working in areas with ethnic minority populations; focusing foreign language training on those working in international cooperation and economic integration sectors;
+ Providing training and capacity building to equip job-related skills for civil servants of various ranks;
+ Organizing training and capacity building to equip leadership and management skills before promotion and appointment, and for incumbent leaders at all levels. Prioritizing training for departmental, provincial, and district-level leaders in the 2006-2008 period;
+ Continuing to provide training and capacity building to create a pool of leading experts in various fields of state administration, with the capability to advise and propose major policies and strategies on socio-economic development of the sector and comprehensive socio-economic plans for localities.
- For commune-level cadres and civil servants:
+ Organizing training and capacity building to equip knowledge as prescribed by standards for full-time cadres, including educational qualifications, theoretical political knowledge, and specialized vocational knowledge;
+ Implementing training and capacity building to equip knowledge and job-related skills for Chairpersons of People's Councils and People's Committees at commune level;
+ Organizing training and capacity building to equip intermediate level qualifications or higher for commune-level civil servants;
+ Providing training and capacity building to equip information technology knowledge for commune-level full-time cadres, particularly prioritizing Chairpersons of People's Committees at commune level and commune-level civil servants; implementing ethnic language training for commune-level full-time cadres working in areas with ethnic minority populations;
+ Providing training and capacity building on ethics for full-time and non-full-time cadres; fostering a spirit of living and working according to the law, respecting and serving the people.
- Organizing training and capacity building to enhance knowledge and operational skills for deputies of People's Councils at all levels for the 2009-2014 term.
b) Overseas training and capacity building.
Overseas training and capacity building focus on civil servants of specialist rank and above, mainly leaders and managers, leading experts, and potential candidates.
The content includes knowledge, skills, and experience in human resource management; policy formulation and implementation; organization and operation of the administrative system and economic integration.
During the 2006-2010 period, striving to send approximately 1000 individuals for training and capacity building in developed and developing countries with conditions similar to Vietnam.
4. Implementation measures
a) Enhance the quality and effectiveness of management in training and capacity building for civil servants, including the following contents:
- Strengthen supervision, monitoring, and inspection of the implementation of the Training and Capacity Building Regulations for Civil Servants issued together with Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Government Prime Minister; thoroughly implement the decentralization of training and capacity building for civil servants as stipulated in these regulations. Continue to study and develop guiding documents to ensure reasonable mechanisms that guarantee the autonomy for ministries, sectors, and localities to organize training and capacity building activities effectively;
- Ensure planning in training and capacity building. Training and capacity building for administrative civil servants and communal-level cadres must be linked to usage planning, particularly long-term courses and overseas training;
- Establish criteria to ensure quality, assess quality, and conduct post-training and capacity building quality evaluations.
b) Reform the system of training and capacity building programs for administrative civil servants and communal-level cadres:
- For the training and capacity building programs for administrative civil servants. Form three types of training and capacity building programs, including: training and capacity building programs according to rank; training programs according to position, and updating capacity building programs based on specific needs.
+ The type of training and capacity building program according to rank includes pre-service training programs for prospective civil servants, cadre training programs, specialist training programs, senior specialist training programs, and top-level specialist training programs; among which, the pre-service training program is a basic training program combining theoretical knowledge and skills for public service work and civil servant ethics. The remaining programs are short-term training programs providing skills based on the requirements of each rank;
+ The type of training program according to position is a short-term training program providing leadership and management skills for each type of leadership position;
+ The type of updating capacity building program based on specific needs is a short-term program for civil servants working in different specialized fields.
- For the training and capacity building programs for communal-level cadres. In addition to vocational training programs at intermediate level and above (including administrative intermediate level and political theory intermediate level training programs) implemented according to the regulations of the Ministry of Education and Training, revise and supplement the following types of programs:
+ Programs for training and capacity building to equip knowledge and skills in specialized fields for communal-level civil servants who have not been trained in specialized fields;
+ Programs for capacity building to equip knowledge in state administration management for communal-level cadres;
+ Programs for training and capacity building for Chairpersons of People's Councils and People's Committees at the communal level;
+ Programs for capacity building to equip knowledge in state administration management for non-professional cadres at communes, villages, and residential wards.
c) Strengthen and improve the quality of the teaching staff. The fundamental requirement in building the teaching staff during the period from 2006 to 2010 is to enhance quality. To achieve this requirement, the following tasks need to be carried out:
- Organize training and capacity building to enhance the capabilities of the permanent teaching staff in professional knowledge and modern pedagogical methods, ensuring that teachers in training and capacity building institutions for cadres and civil servants must be trained in the basics of the subjects they teach. Study and build policies and organize training for teacher sources and mechanisms for teachers to engage in practical activities;
- Build a part-time teaching staff. Each training and capacity building institution for cadres and civil servants should cooperate with relevant agencies to select among leaders and managers; professionally trained cadres and civil servants with practical experience from ministries, sectors, and localities to form a part-time teaching staff for the institution;
- Develop policies to attract cadres and civil servants who have been trained in the basics, have practical experience, and have teaching abilities to supplement the teaching staff of training and capacity building institutions for cadres and civil servants.
d) Reorganize, consolidate, and expand the system of training and capacity building institutions for cadres and civil servants:
- Establish standards for each type of training and capacity building institution for cadres and civil servants in accordance with their assigned functions and responsibilities. Investment in national training and capacity building institutions for cadres and civil servants must be considered a regular and long-term task;
- By 2006, complete and issue documents on the organization and operation of training and capacity building institutions for cadres and civil servants of ministries and sectors, ensuring long-term stability for these institutions;
- Improve the operational capacity of the National Academy of Public Administration, building the Academy into a true National Center for training leadership and management cadres;
- Enhance the operational capacity of provincial Political Colleges and district-level Political Training Centers in terms of infrastructure and teaching staff, ensuring that these institutions have the necessary conditions to effectively implement assigned training programs using modern teaching methods;
- Expand the network of institutions participating in training and capacity building for cadres and civil servants through attracting universities, institutes, colleges, both domestic and foreign companies to participate in enhancing the capabilities of the cadre and civil servant workforce.
đ) Increase and improve the quality of international cooperation in training and capacity building for cadres and civil servants. International cooperation in training and capacity building must meet the requirements of breadth and depth based on clearly identifying the strengths of each country in each field; thereby building strategic medium and long-term plans for training teams of leading experts in administration.
5. Funding for Implementation
The funds for implementing this Plan shall be sourced from the State budget; loan projects, aid; contributions from organizations sending civil servants and officials for training; from trainees, and other sources of funding.
Article 2. Implementation
1. Ministries, sectors, People's Committees of provinces and centrally governed cities shall have the responsibility to:
- Base on the content of this Decision, build specific training and capacity-building plans for administrative civil servants, grassroots-level cadres and civil servants, and representatives of People's Councils at all levels for the period of 2006-2010 (one copy sent to the Ministry of Home Affairs for monitoring) and organize implementation;
- Build investment plans to consolidate and construct training and capacity-building facilities for cadres and civil servants of ministries, sectors, and localities to ensure long-term stability;
- Proactively coordinate with the Ministry of Home Affairs and relevant agencies in the training and improving the quality of full-time lecturers at training and capacity-building institutions; build and implement policies for part-time lecturers at training and capacity-building institutions of ministries, sectors, and localities;
2. The Ministry of Home Affairs shall be responsible for:
- Guide, urge, and supervise the implementation of this Decision; monitor and compile reports on the planning and progress of training and capacity-building according to the plans of ministries, sectors, and localities; report periodically to the Prime Minister;
- Strengthen activities to develop legal regulations on training and capacity-building for cadres and civil servants to create reasonable mechanisms for ministries, sectors, and localities to proactively train and build teams of cadres and civil servants for their agencies and units;
+ Develop a system of standards to ensure quality, assess quality, and implement post-training and capacity-building quality assessments;
+ Organize the development of guiding documents for the implementation of the Training and Capacity-Building Regulations for Cadres and Civil Servants: Certificate Issuance and Management Regulations; Lecturer Regulations; Part-Time Lecturer Regulations...
- Reorganize the system of training and capacity-building programs for administrative civil servants and grassroots-level cadres and civil servants in accordance with point b, Clause 4, Article 1 of this Decision; organize the compilation of programs within their authority and urge ministries, sectors, and localities to compile assigned programs;
- Develop, issue, and direct the implementation of plans to build teams of full-time lecturers for training and capacity-building institutions for cadres and civil servants focusing on enhancing quality, experience, and teaching methods. Direct and guide ministries, sectors, and localities to build teams of part-time lecturers;
- Study and advise on building a system of training and capacity-building institutions for cadres and civil servants for ministries and sectors;
- Develop and submit to the Prime Minister for approval the Strategy for Training and Capacity-Building for Cadres and Civil Servants for the period of 2010-2020;
- Take the lead and coordinate with the Ministry of Finance and the Ministry of Planning and Investment to build and implement plans for training and capacity-building of civil servants abroad;
- Take the lead and coordinate with ministries, sectors, and localities to organize mid-term reviews of the implementation of the Training and Capacity-Building Plan for Cadres and Civil Servants for the period of 2006-2010 in 2008 and final evaluations in 2011;
3. The Ministry of Finance shall strengthen supervision and inspection of the management and use of training and capacity-building funds for cadres and civil servants; study and amend regulations on financial systems and policies to suit new circumstances; bear responsibility for balancing and ensuring funding for the implementation of this Decision;
4. The Ministry of Planning and Investment shall cooperate with the Ministry of Finance and the Ministry of Home Affairs to build and submit to the Government for approval the annual and five-year total quotas for training and capacity-building of cadres and civil servants for the period of 2006-2010;
5. The Ministry of Education and Training shall take the lead and cooperate with the Ministry of Home Affairs and relevant agencies to study and build mechanisms and policies for cultural education training for grassroots-level cadres and civil servants;
6. The National Academy of Political Science, the National Academy of Administration, and other training and capacity-building institutions for cadres and civil servants shall have the mission to proactively build class schedules and mobilize all resources to effectively implement the Training and Capacity-Building Plan for Cadres and Civil Servants for the period of 2006-2010 in accordance with their assigned functions and tasks;
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for enforcing this Decision./.
