THE MINISTER OF FINANCE
Pursuant to Decision No. 43/2000/QĐ-TTg dated April 7, 2000 of the Government Chairman on mobilizing and encouraging voluntary blood donation;
Pursuant to Decision No. 198/2001/QĐ-TTg dated December 28, 2001 of the Government Chairman on approving the Blood Safety Program;
After consultation with the Ministry of Health, the Ministry of Finance provides guidelines for the content and expenditure levels for promoting, mobilizing, collecting, and screening a unit of qualified blood as follows:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
1. The Circular applies to public health facilities with the function of collecting, screening, and storing blood as prescribed by the Ministry of Health; the Blood Donation Mobilization Committee and blood donors.
2. A unit of qualified blood as defined herein has a volume of 250 ml of whole blood collected and preserved in a plastic bag containing anticoagulant CPD-A1 after undergoing all necessary screening tests to ensure safe blood transfusion as required.
II. SPECIFIC PROVISIONS
1. The content and expenditure levels for promoting, mobilizing, collecting, and screening a unit of qualified blood from recovered funds when providing blood to patients include:
a) Direct compensation for professional blood donors:
- VND 140,000 for a unit of blood with a volume of 250 ml.
- VND 200,000 for a volume of 350 ml.
- VND 260,000 for a volume of 450 ml.
For every additional or reduced 1 ml of blood, an additional or reduced amount of VND 600 is applied.
b) Gift expenses in the form of physical items to encourage and support the health of voluntary blood donors: The expenditure level is VND 50,000 per person per blood donation (applicable to all blood volumes).
Based on actual conditions, blood collection, screening, and storage facilities in collaboration with the Blood Donation Mobilization Committee shall decide on the gifts to be given.
c) Travel expense support for voluntary blood donors: The expenditure level is VND 20,000 per person per blood donation.
Blood collection, screening, and storage facilities are responsible for directly paying this amount to voluntary blood donors to facilitate their travel to blood donation points.
d) Light meal and beverage expenses for blood donors: The expenditure level is VND 10,000 per person per blood donation.
Facilities conducting blood collection should organize carefully and transparently to allow donors to eat and drink at the site before and after donating blood.
đ) Expenses for blood collection equipment and plastic bags for blood storage.
e) Expenses for renting vehicles and purchasing fuel and oil for mobile blood collection points based on invoices and actual contracts.
g) Clinical examination and routine testing, as well as necessary infectious disease screening tests to ensure a unit of qualified blood (excluding HIV testing costs funded by the State through the HIV/AIDS Prevention Project).
h) Expenses for discarding units of blood that do not meet standards (blood infected with transfusion-transmitted diseases or due to insufficient volume).
i) Support expenses for organizing counseling services for voluntary blood donors at public health facilities assigned the task of collecting and screening blood.
k) Expenses for printing Voluntary Blood Donation Certificates (the Ministry of Health stipulates the issuance, use, and management of Voluntary Blood Donation Certificates).
l) Expenses for promoting, mobilizing, and organizing voluntary blood donation days; expenses for preliminary summaries, final reviews, and lessons learned from promotional and mobilization activities for voluntary blood donation days are VND 30,000 per unit of collected blood from voluntary donors (totaling all blood volumes); specifically:
- Expenses for the Blood Donation Mobilization Committees at various levels are VND 10,000 per unit of blood for preliminary summaries, final reviews, and lessons learned... at each level. This fund is transferred through a responsibility contract between blood collection and screening facilities and Blood Donation Mobilization Committees at various levels for management, use, and settlement according to regulations.
- Expenses for facilities organizing voluntary blood donation days are VND 20,000 per unit of blood for printing materials, remuneration for promoters, renting locations, and other organizational expenses for promotional and mobilization activities for voluntary blood donation at the facility, other expenses for organizing the day, and expenses for final reviews and rewards at the facility level. This fund is transferred through a responsibility contract between blood collection and screening facilities and facilities organizing voluntary blood donation days for management, use, and settlement according to regulations.
2. Ministries, sectors, and localities are responsible for allocating funds for units and organizations assigned the task of promoting and mobilizing people to participate in voluntary blood donation to implement the following tasks according to current state budget classification:
- Expenses for purchasing and printing materials and tools for communication and mobilization activities to encourage people to participate in voluntary blood donation.
- Training and briefing expenses for staff and promoters implementing the task of mobilizing people to donate blood voluntarily. Content and expenditure levels follow current conference organization regulations.
- Expenses for renting media for actual contracts to promote and mobilize people to participate in voluntary blood donation.
- Expenses for rewarding, preliminary summaries, and final reviews of promotional and mobilization activities for voluntary blood donation according to current regulations.
- Other legitimate expenses.
In addition to state budget sources, units and organizations raise contributions from domestic and foreign organizations and individuals and other lawful revenues to support promotional and mobilization activities for voluntary blood donation.
3 Voluntary blood donors who need blood transfusions at public health facilities are exempted from paying for the maximum amount of blood they have donated according to the Voluntary Blood Donation Certificate.
4. Management work:
a) The Ministry of Health, People's Committees of provinces and centrally governed cities shall direct healthcare facilities with the function of collecting and screening blood to cooperate with Blood Donation Promotion Boards to effectively implement voluntary blood donation campaigns within their jurisdictions in accordance with the results stipulated in Decision No. 43/2000/QĐ-TTg dated April 7, 2000 of the Government Prime Minister on mobilizing and encouraging citizens to donate blood voluntarily.
Healthcare facilities with the functions of collecting, screening, and storing blood must maintain records to monitor the situation of blood collection and screening, and manage and use funds for blood collection, screening, and storage in accordance with the provisions of the law.
The budget preparation, execution, and settlement of funds for publicizing and mobilizing citizens to participate in voluntary blood donation shall be carried out in accordance with the current regulations of the State Budget Law, Accounting Law, and other guiding documents currently in force.
III. IMPLEMENTATION
This Circular shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Joint Circular No. 12/2004/TTLT-BTC-BYT dated February 25, 2004 of the Ministry of Finance and the Ministry of Health guiding the price level and contents of expenses for a unit of standard blood.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Finance for necessary amendments and supplements to ensure compliance./.
