Regarding the issuance of the National Program to Promote and Mobilize Non-Governmental Foreign Aid for the Period 2013-2017

Pursuant to the proposal of the Chairman of the Committee on Foreign Non-Governmental Organizations;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

The Prime Minister decides to issue the National Program to Promote and Mobilize Non-Governmental Foreign Aid for the Period 2013-2017.

To issue the "National Program to Promote and Mobilize Non-Governmental Foreign Aid for the Period 2013-2017" with the aim of strengthening management and enhancing the effectiveness of cooperation with foreign non-governmental organizations.

Article 1. The Chairman of the Vietnam Association of Friendship Organizations, the Chairman of the Committee on Foreign Non-Governmental Organizations shall be responsible for organizing and guiding the implementation of the National Program to Promote and Mobilize Non-Governmental Foreign Aid for the Period 2013-2017.

Article 2. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government shall base themselves on the National Program to Promote and Mobilize Non-Governmental Foreign Aid for the Period 2013-2017 to develop and implement their respective ministries', sectors', and local programs to promote and mobilize non-governmental foreign aid.

This Decision takes effect from September 1, 2013.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government, Heads of related agencies and organizations, the Chairman and members of the Committee on Foreign Non-Governmental Organizations, and the Chairman of the Vietnam Association of Friendship Organizations are responsible for implementing this Decision./.

The Ministers, Heads of agencies at the ministerial level, Heads of government agencies, Chairpersons of provincial People's Committees under the central government, Heads of relevant agencies and organizations, Chairperson and members of the Committee for Work with Foreign Non-Governmental Organizations, and the Chairman of the Vietnam Association of Friendship Organizations are responsible for implementing this Decision./.
