CIRCULAR

Article 24stipulates the procedure for dispatching the national power system

Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Electricity Law on December 3, 2004 and the Law Amending and Supplementing Certain Articles of the Electricity Law on November 20, 2012;

Based on Decree No. 137/2013/NĐ-CP dated October 21, 2013, issued by the Government, detailing the implementation of certain provisions of the Electricity Law and the Law Amending and Supplementing Certain Provisions of the Electricity Law;

At the proposal of the Director of the Electricity Regulatory Authority,

The Minister of Industry and Trade issues this Circular stipulating the procedure for dispatching the national power system.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular stipulates on:

a) Hierarchical levels of dispatch in the national power system;

b) Responsibilities of organizations and individuals participating in dispatching and operating the national power system;

c) Establishing and approving operational modes of the power system;

d) Real-time dispatching and operation of the national power system;

đ) Tasks of units participating in the dispatching work of the national power system; operation of power plants, substations, transmission networks, and control centers;

e) Training positions directly involved in the dispatching and operating work of the national power system.

2. In cases of cross-border electricity trade, the dispatching and operation of interconnection lines shall be carried out according to the agreed dispatching arrangements.

Article 2. Applicability

1. Vietnam Electricity Corporation.

2. National Power System Dispatch Unit.

3. Power Generation Unit.

4. Transmission Unit.

5. Distribution Unit.

6. Distribution and Retail Unit.

7. Customers receiving electricity directly from the transmission network, customers using distribution networks with their own substations.

8. Operating staff of the units.

9. Other related organizations and individuals.

Article 3. Explanation of Terms

Strategic multi-purpose hydropower plant

1. AGC (English abbreviation: Automatic Generation Control) is a system of automatic equipment that adjusts the active power output of generating units to maintain the frequency of the power system within the allowable range according to the economic operation principle of generating units.

2. Power System Security is the ability of power sources to ensure electricity supply meeting load demand at a given point or period while considering constraints in the power system.

3. AVR (English abbreviation: Automatic Voltage Regulator) is an automatic system controlling the terminal voltage of generating units through its excitation system to ensure the terminal voltage of the generator within the allowable limits.

4. Daily Report is a report on parameters and operational conditions of the previous day.

5. Incident Report is a report on the status of electrical equipment and the power system after an incident has occurred, including main contents: incident progression, impact, cause analysis, preventive measures proposed.

6. Dispatch Level with Control Authority is the dispatch level with authority to command and dispatch the power system according to the hierarchical dispatch levels.

7. Normal Operation Mode is the mode of operation where operational parameters lie within the permissible range as prescribed in the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade.

8. Operation Certification is a certificate issued by Vietnam Electricity Corporation, dispatch level with control authority, or higher-level dispatch to positions directly involved in the dispatching and operating work of the national power system after training and examination.

9. DCS (English abbreviation: Distributed Control System) is a networked system of control devices in power plants or substations following a distributed control principle to increase reliability and limit impacts from control element failures in power plants or substations.

10. DIM (English abbreviation: Dispatch Instruction Management) is a system managing dispatch instruction information between the dispatch level with control authority and power plants.

11. DMS (English abbreviation: Distribution Management System) is a software system automatically supporting management, monitoring, and optimal control of distribution networks.

12. Article on system dispatching is the command and control activity of the power generation, transmission, and distribution processes within the national power system according to technical procedures, standards, and operational methods that have been determined.

13. Dispatcher is the person directly commanding and dispatching the power system under their control, including:

a) National dispatcher;

b) Regional dispatcher;

c) Provincial distribution dispatcher (hereinafter referred to as provincial distribution dispatcher);

d) District distribution dispatcher.

14. Primary frequency regulation is the immediate adjustment process carried out by a large number of generating units with turbine power adjustment devices in response to changes in frequency.

15. Secondary frequency regulation is the subsequent adjustment process of primary frequency regulation implemented through the impact of the Automatic Generation Control (AGC) system on certain generating units specified in the system, the load shedding system according to frequency, or dispatch orders.

16. National Power System Dispatching Unit is the unit commanding and controlling the power generation, transmission, and distribution processes within the national power system, including dispatch levels:

a) National dispatch level;

b) Regional dispatch level.

17. Power Generation Unit is a power company owning one or more power plants connected to the national power system, licensed to operate in the power generation sector.

18. is an electricity unit licensed to operate in the field of distribution and sale of electricity, including: is a power company licensed to operate in the distribution and retail electricity sectors, including:

a) State Corporation of Electricity;

b) Provincial Electricity Company under the Central Power Corporation (hereinafter referred to as Provincial Electricity Company).

19. Distribution and Retail Companies is a power company licensed to operate in the distribution and retail electricity sectors, purchasing wholesale electricity from Distribution Electricity Units and selling it to end-users.

20. Transmission electricity unit is a power company licensed to operate in the electricity transmission sector, responsible for managing and operating the national transmission grid.

21. Operation and management unit is an organization or individual managing and operating power lines or equipment connected to the national power system, including:

a) Power generation unit;

b) Transmission power unit;

c) Distribution power unit;

d) Distribution and retail power unit;

e) End-user receiving electricity directly from the transmission grid;

f) End-user using the distribution grid with their own substation.

22. EMS (English abbreviation: Energy Management System) is an automatic software system for managing energy to optimize the operation of the power system.

23. Electricity consumer is an organization or individual purchasing electricity from the power system for use, not reselling it to other organizations or individuals.

24. Electricity consumer using the distribution grid with their own substation is an electricity consumer using the distribution grid owning a substation, a network connected to the distribution grid at medium voltage and 110 kV levels.

25. Electricity consumer receiving electricity directly from the transmission grid is an electricity consumer owning a substation, a network connected to the transmission grid.

26. Electrical System is a system of power generation facilities, power grids, and auxiliary equipment interconnected with each other.

27. National power system is the power system commanded uniformly throughout the country.

28. Regional power system is the power system up to 220 kV voltage level and divided into Northern, Central, and Southern regions.

29. Transmission power system is the power system consisting of the transmission grid and power plants connected to the transmission grid.

30. Distribution power system is the power system consisting of the distribution grid and power plants connected to the distribution grid supplying electricity to electricity consumers.

31. SCADA (English abbreviation: Supervisory Control And Data Acquisition) is a data collection system serving the purpose of monitoring, controlling, and operating the power system.

32. Dispatch order is the command and control instruction for the power system's operational mode in real-time.

33. Power Grid is the power transmission lines, substations, and auxiliary equipment for transmitting electricity.

34. Distribution grid is the part of the power grid specifically defined in the Distribution Power System Regulations issued by the Ministry of Industry and Trade.

35. Medium voltage grid is the distribution grid with nominal voltage from 1000 V to 35 kV.

36. Transmission grid is the part of the power grid specifically defined in the Transmission Power System Regulations issued by the Ministry of Industry and Trade.

37. Large power plant is a power plant with total installed capacity greater than 30 MW.

38. Small power plant is a power plant with total installed capacity of 30 MW or less.

39. Operating staff is the person directly involved in controlling the power production, transmission, and distribution processes, working in shifts, including:

a) Dispatchers at various dispatch levels;

b) Shift leaders, Crew leaders, Main duty personnel, Assistant duty personnel at power plants or control centers of power plant clusters;

c) Crew leaders, Main duty personnel, Assistant duty personnel at substations or control centers of substation groups;

d) Distribution grid operation staff.

40. Basic wiring diagram is the power system diagram clearly showing the normal open and closed states of switching devices, the length and type of conductors of the lines, and the main parameters of substations and power plants connected to the system.

41. Serious incident is an incident causing widespread or complete blackout of the transmission grid or causing fire and explosion, harming people and property.

42. RTU/Gateway terminal device is the device installed at substations or power plants for collecting and transmitting data to the SCADA system's control center.

43. Substation is a transformer station, switch station, or compensation station.

44. Control center is the center equipped with information technology and telecommunications infrastructure to remotely monitor, control a group of power plants, a group of substations, or switching devices on the grid.

45. Power plant shift leader is the highest-level operating staff at the power plant or power plant control center during their shift.

46. Substation crew leader is the highest-level operating staff at the substation or substation control center during their shift.

Article 4. General Provisions on System Operation Dispatching

1. The National System Operation Dispatching Unit shall have overall responsibility for commanding and operating the national power system to ensure safety, reliability, stability, quality, and economy.

2. The National System Operation Dispatching Unit shall be responsible for planning the operation of the power system for the upcoming year, month, week, the operational mode of the power system for the upcoming day, and the dispatch schedule for the upcoming hour according to the provisions set forth in the Transmission Power System Regulations and the Distribution Power System Regulations issued by the Ministry of Industry and Trade. When formulating the operational mode for the upcoming day and the dispatch schedule for the upcoming hour, in addition to basing it on the dispatch schedule for the upcoming day and hour of the electricity market, the National System Operation Dispatching Unit must also take into account unusual weather fluctuations, changes in electricity load, system security constraints, and other priorities as prescribed by law. The operational mode for the upcoming day and hour must include the dispatch schedule for generating units providing ancillary services (if any) and information about generating units that need adjustment compared to the dispatch schedule for the upcoming day and hour of the electricity market, as required for system security, load shedding plans (if any).

3. The National System Operation Dispatching Unit shall be responsible for real-time dispatch and operation of the power system. Management and operation units must comply with the dispatch orders of the controlling dispatch level to operate power plants and grids safely and reliably within their management scope.

4. During the process of dispatching and real-time operation of the power system, all dispatch levels and management and operation units must adhere to the principles and regulations stipulated in this Circular and other relevant regulations.

5. In emergency situations, to ensure power system security, dispatch levels may operate the system differently from the planned operational mode for the upcoming day and the dispatch schedule for the upcoming hour. These changes must be recorded in the daily operation report and published according to the regulations.

Chapter II

DISPATCH LEVELS AND RIGHTS OF DISPATCH LEVELS

Section 1

NATIONAL POWER SYSTEM DISPATCH LEVELS, LEVELS

CONTROL, INSPECTION, AND INFORMATION ACCESS RIGHTS

Article 5. National Power System Dispatch Levels

The national power system dispatch is divided into three main levels as follows:

1. The national dispatch level is the highest command and dispatch level in the national power system dispatch work. The national dispatch level is undertaken by the National Power System Operation Center.

2. The regional dispatch level is the command and dispatch level for the regional power system, directly commanded by the national dispatch level. The regional dispatch level is undertaken by the Northern Regional Power System Operation Center, the Southern Regional Power System Operation Center, and the Central Regional Power System Operation Center.

3. The distribution dispatch level

a) The provincial distribution dispatch level is the command and dispatch level for the provincial distribution power system, directly commanded by the corresponding regional dispatch level regarding dispatch. The provincial distribution dispatch level is undertaken by the dispatch units under the Hanoi Electricity Corporation, the Ho Chi Minh City Electricity Corporation, and the provincial electricity companies;

b) The district and county distribution dispatch level is the command dispatch level for the district and county distribution power system within the province or centrally governed city, directly commanded by the provincial distribution dispatch level. Depending on the scale of the provincial or centrally governed city distribution grid, organizational structure, degree of automation, and actual needs, the Electricity Corporations will develop proposals to establish district and county distribution dispatch levels to be approved by the Vietnam Electricity Group.

Article 6. Principles for分级控制权和检查权

1. The principles for分级控制权are as follows:

a) An electrical device shall only be subject to control by one level of调度;

b) Based on the voltage level of the electrical device and its transmission or distribution function in the power grid;

c) Based on the installed capacity of the power plant;

d) Based on the management boundaries of electrical equipment managed by the运行管理单位.

2. The principles for分级检查权are as follows:

An electrical device shall only allow上级调度to conduct checks when the exercise of control rights by下级调度or the运行管理单位affects the operation mode of the power system or electrical equipment under the control of上级调度.

3. For certain electrical devices controlled by one level of调度where changes in their operation mode do not affect the operation mode of the power system under their control, the调度with control rights may authorize下级调度or the运行管理单位to exercise control over such devices. Such authorization must be carried out in writing with confirmation from both parties.

4. Annually, based on actual conditions and in accordance with the provisions on分级控制权and检查权in this Circular, the Vietnam Electricity Corporation shall direct各级调度to cooperate in compiling a list of devices under control and inspection rights and send it to relevant运行管理单位.

Details of分级控制权and检查权must be issued together with the decision approving the primary electrical equipment numbering diagram at substations or power plants according to the national power system operation procedures regulations issued by the Ministry of Industry and Trade.

Section 2

CONTROL RIGHTS, INSPECTION RIGHTS, INFORMATION RIGHTS

Article 7. Control Rights

1. Control rights refer to the right to change the operation mode of the power system or electrical equipment under control.

2. Any changes to the operation mode of the power system or electrical equipment must be carried out according to the dispatch orders of the调度with control rights, except as provided in Clause 2, Article 10 of this Circular.

Article 8. Inspection Rights of上级调度

1. The inspection rights of上级调度refer to the right to permit下级调度or运行管理单位to exercise control rights.

2. All dispatch orders that change the operation mode of the power system or electrical equipment within the scope of上级调度inspection rights must be approved by上级调度, except as provided in Clause 1, Article 10 of this Circular.

3. After completing the dispatch order,下级调度or运行管理单位must report back the results to the上级调度with inspection rights.

Article 9. Information Rights

Information rights refer to the right to receive notifications or pre-provided information about the operation mode of electrical equipment not under control or inspection rights but which affects the operation mode of the power system or electrical equipment under control rights, except as provided in Clause 1, Article 10 of this Circular.

The right to access information is the right to be notified or provided with prior information regarding the operating mode of electrical equipment not under control or inspection but capable of changing or affecting the operating mode of the power system or electrical equipment under control, except as provided for in Clause 1 of Article 10 of this Circular.

Article 10. Control, inspection, and information acquisition rights in emergency situations or potential emergencies

1. In cases of handling emergencies or potential emergencies, the dispatching level with control authority may issue dispatch orders beforehand. After executing the dispatch order, the dispatching level with control authority shall immediately report to the dispatching level with inspection authority and inform the entity with information acquisition authority.

2. In urgent situations that cannot be delayed (such as fires or threats to human lives and equipment safety) at power plants or substations, the Shift Leader of the power plant or the Crew Leader of the substation may perform operations on equipment according to relevant procedures and bear responsibility for their emergency response actions. Upon completion of the handling, the Shift Leader or Crew Leader must immediately report to the superior operation staff with control authority over the affected equipment.

Section 3

RIGHTS OF THE NATIONAL DISPATCHING LEVEL

Article 11. Control Rights of the National Dispatching Level

1. System frequency of the national power grid.

2. Voltage on the 500 kV transmission network.

3. Generating units of large power plants, except those specified in Clause 5 and Clause 6 of Article 14 of this Circular.

4. The 500 kV transmission network (including reactive power compensation devices, 220 kV, 35 kV, or 22 kV side switching devices of 500 kV transformers).

5. Load of the national power system.

Article 12. Inspection Rights of the National Dispatching Level

1. Voltage at key nodes of 110 kV and 220 kV voltage levels within regional power systems where voltage adjustment requires changes in power generation scheduling.

2. Generating units of power plants under the control authority of the regional dispatching level, where unit activation alters the normal operating mode of the national power system.

3. Transmission networks within regional power systems where network configuration changes require adjustments in power generation scheduling of large power plants under the control authority of the national dispatching level.

4. Auxiliary equipment of large power plants under the control authority of the national dispatching level that reduces the generating capacity of such plants.

5. Self-use power supply sources of 500 kV substations or self-use power supply sources of large power plants under the control authority of the national dispatching level.

Article 13. Information Acquisition Rights of the National Dispatching Level

The national dispatching level has the right to request lower-level dispatching entities and operation management units to provide information serving the dispatching work of the national power system, specifically as follows:

1. Operating parameters of the regional power system and technical specifications of electrical equipment not subject to inspection.

2. Forecasted load and actual load data of 110 kV transformer substations.

3. Other information serving the dispatching work of the national power system.

Section 4

 RIGHTS OF THE REGIONAL DISPATCHING LEVEL

Article 14. Control Rights of the Regional Dispatching Level

1. Frequency of the regional power system or part thereof when operating independently from the rest of the national power system.

2. Voltage on the 66 kV, 110 kV, and 220 kV transmission networks within the regional power system. Reactive power capacity of power plants connected to the 110 kV and 220 kV transmission networks within the regional power system, excluding power plants under the control authority of the national dispatching level.

3. Voltage-level 66 kV, 110 kV, and 220 kV transmission networks within the regional power system (including 110 kV and 220 kV voltage level equipment and feeder lines on the other sides of 110 kV and 220 kV transformers).

4. Generating units of small power plants connected to the 110 kV and 220 kV transmission networks within the regional power system.

5. Generating units of large power plants connected to the 110 kV and 220 kV transmission networks within the regional power system when operating independently from the rest of the national power system or authorized by the national dispatching level for control.

6. Generating units of large power plants connected to transmission networks below 110 kV within the regional power system.

7. Load of the regional power system.

Article 15. Inspection Rights of the Regional Dispatching Level

1. Distribution networks under the control of the Provincial Distribution Dispatching Level where changes to the network structure result in changes to the normal operating mode of the regional power system.

2. Small power plant generating units under the control of the Provincial Distribution Dispatching Level where starting up these units results in changes to the normal operating mode of the regional power system.

3. Self-use power sources of substations or self-use power sources of small power plants under the control of the Regional Dispatching Level.

Article 16. Information Gathering Rights of the Regional Dispatching Level

1. Large power plant generating units under the control of the National Dispatching Level where starting up these units results in changes to the normal operating mode of the regional power system.

2. 500 kV networks where changes to the network structure result in changes to the normal operating mode of the regional power system.

Section 5

RIGHTS OF THE PROVINCIAL DISTRIBUTION DISPATCHING LEVEL

Article 17. Control Rights of the Provincial Distribution Dispatching Level

1. Frequency of the distribution power system or part thereof when operating independently.

2. Voltage on medium voltage networks within the province or centrally-administered city, except as provided for in Clause 2, Article 20 of this Circular.

3. Medium voltage networks within the province or centrally-administered city, except as provided for in Clause 1, Article 20 of this Circular.

4. Generating units of small power plants connected to medium voltage networks within the province or centrally-administered city, except for small power plants specified in Clause 3, Article 20 of this Circular.

5. Load of the distribution power system.

Article 18. Inspection Rights of the Provincial Distribution Dispatching Level

1. Generating units of small power plants assigned control rights to district or county dispatching levels as stipulated in Clause 3, Article 20 of this Circular.

2. Medium voltage networks under the control of district or county dispatching levels and networks within the management scope of distribution and retail electricity units where changes to the network structure result in changes to the normal operating mode of the distribution power system under their control.

3. Self-use power sources of substations or self-use power sources of small power plants under the control of the Provincial Distribution Dispatching Level.

4. Diesel sources of customers connected to the distribution network, except cases delegated to district or county distribution dispatching levels.

Article 19. Information Gathering Rights of the Provincial Distribution Dispatching Level

1. Large power plant generating units connected to the distribution network causing changes to the normal operating mode of the distribution power system under their control.

2. Substations, networks, and power plants owned by customers and connected to the distribution network not under the control of the Provincial Distribution Dispatching Level.

3. Changes in the operating mode of the regional power system leading to changes in the normal operating mode of the distribution power system under the control of the Provincial Distribution Dispatching Level.

Chapter 6

RIGHTS OF THE DISTRICT AND COUNTY DISTRIBUTION DISPATCHING LEVELS

Article 20. Control Rights of the District and County Distribution Dispatching Levels

1. Networks with voltages up to 35 kV delegated by the Electricity Corporation or Provincial Electricity Company to the District and County Distribution Dispatching Levels.

2. Voltage on networks with voltages up to 35 kV within the district or county delegated.

3. Generating units of small power plants connected to the distribution network when delegated by the Electricity Corporation or Provincial Electricity Company to the District and County Distribution Dispatching Levels.

4. Diesel sources of customers connected to the distribution network delegated by the Electricity Corporation or Provincial Electricity Company to the District and County Distribution Dispatching Levels.

5. Load of the district or county distribution network.

Article 21. Inspection Rights of District and County Dispatching Level

1. Distribution lines of customers not under control.

2. Substations that are assets of customers not under the control of District and County Dispatching Level.

Article 22. Information Acquisition Rights of District and County Dispatching Level

Changes in the operation mode of electrical equipment under the control of Provincial Dispatching Level affecting power supply to customers or requiring basic wiring changes in the distribution network under the control of District and County Dispatching Level.

Section 7

 RIGHTS OF MANAGEMENT AND OPERATION UNITS

POWER PLANTS, SUBSTATIONS, CONTROL CENTERS

Article 23. Control Rights of Power Plants, Substations, and Control Centers

1. The management and operation unit of the power plant or the control center of the power plant has the right to control the following equipment:

a) Generator sets of the power plant in case of isolated grid operation for self-use;

b) Self-use electrical system of the power plant;

c) Distribution network owned by the power plant supplying electricity directly to customers from the power plant;

d) Auxiliary equipment and electrical equipment of the power plant not connected to the national power grid.

2. The management and operation unit of the substation or the control center of the substation has the right to control the following equipment:

a) Self-use electrical system of the substation;

b) Auxiliary equipment and electrical equipment of the substation not connected to the national power grid;

c) Customer's internal distribution network within the substation.

Article 24. Information Acquisition Rights of Power Plants, Substations, and Control Centers

The management and operation unit of the power plant, substation, or control center of the power plant, substation has the right to acquire the following information:

1. Information on self-use power supply from the national power grid to the power plant or substation.

2. Information on incidents and abnormal phenomena of electrical equipment outside the scope of management and operation but sharing common connection points.

Chapter III

RESPONSIBILITIES OF DISPATCHING LEVELS AND PARTICIPATING UNITS IN OPERATING THE NATIONAL ELECTRICITY SYSTEM

NATIONAL POWER SYSTEM REGULATION AND OPERATION

Article 25. Basic Objectives of National Electricity System Dispatching

In the work of dispatching the national electricity system, all levels of dispatching must ensure the following basic objectives:

1. Ensuring safe and reliable power supply.

2. Ensuring stability of the electricity system.

3. Ensuring operational standards as prescribed.

4. Ensuring economic operation of the electricity system.

Section 1

RESPONSIBILITIES OF DISPATCHING LEVELS

Article 26. Responsibilities of National Dispatching Level

1. Commanding and controlling the national electricity system including:

a) Controlling the frequency of the national electricity system;

b) Controlling voltage on the 500 kV transmission network;

c) Controlling the power output of large generator sets under control;

d) Operating and handling faults on the 500 kV transmission network;

đ) Black start and recovery of the 500 kV transmission network connecting regional power systems;

e) Controlling the load of the national electricity system;

g) Notifying the cause of fault in large power plants under control or on the 500 kV transmission network and the estimated time for recovery to the affected Regional Dispatching Level. Notifying the reduction in power supply due to lack of power source or transmission limits on the 500 kV transmission network to the Regional Dispatching Level;

h) Regulating reservoirs of hydropower sources in accordance with relevant procedures and regulations;

i) Notifying the Regional Dispatching Level when exercising control rights that affect the normal operation mode of the regional electricity system;

2. Establishing basic operating methods for the entire national electricity system.

3. Implementing calculations and inspections according to the requirements of the national electricity system operation including:

a) Calculating the operating modes of the national electricity system corresponding to the basic methods of each period or other special requirements;

b) Calculating, inspecting, and issuing relay protection and automatic device setting sheets on the 500 kV transmission network (including equipment at 500 kV voltage level and outgoing lines of the 500 kV transformer); calculating, inspecting, and approving related setting values for the transmission network for relay protection devices for large power plant generator-transformer units, 500 kV transmission lines, and substations connected to the 500 kV transmission network. Calculating relay protection settings for wide-area fault protection systems in the national electricity system;

c) Providing the Regional Dispatching Level with short-circuit parameters (short-circuit power, short-circuit current) at 220 kV voltage nodes of 500 kV transformers under maximum and minimum operating conditions; limit relay protection and automatic device settings on the transmission network under the control of the Regional Dispatching Level;

d) Inspecting relay protection and automatic device settings on the 220 kV network, 220 kV substations, 110 kV substations, and connections of large power plants under the control of the Regional Dispatching Level;

đ) Participating in evaluating the impact of new electrical projects being connected to the controlled system;

e) Calculating, inspecting stability, and proposing measures to enhance the stability of the national electricity system;

g) Calculating load shedding according to frequency and voltage for the entire national electricity system.

4. Leading the analysis and determination of causes of faults on the 500 kV system, serious faults in the national electricity system, and proposing preventive measures. Participating in analyzing and determining causes of major faults in the regional electricity system, at power plants under control, and proposing preventive measures.

5. Managing the operation of the SCADA/EMS system, dedicated computer systems, and communication and information systems equipped for the National Dispatching Level.

6. Summarizing the operation status of the national electricity system and reporting according to the provisions of the Transmission System Regulation issued by the Ministry of Industry and Trade.

Article 27. Responsibilities of the Regional Dispatch Level

1. Implement the command of the National Dispatch Level during the dispatching and operation of the regional power system.

2. Command and control the regional power system under its jurisdiction including:

a) Controlling voltage on the regional power system under its jurisdiction;

b) Controlling frequency of the regional power system (or part thereof) when it is disconnected from the national power system;

c) Controlling power generation capacity of power plants under its jurisdiction within the regional power system;

d) Operating and handling incidents of the regional power system under its jurisdiction;

đ) Black start and recovery of the regional power system;

e) Coordinating with related Regional Dispatch Levels when operating and handling incidents of inter-regional transmission lines within the regional power system under its jurisdiction;

g) Notifying the Provincial Distribution Dispatch Level when exercising the dispatching authority of the Regional Dispatch Level affects the normal operation mode of the distribution power system;

h) Controlling load of the regional power system;

i) Notifying the Provincial Distribution Dispatch Level of the cause of incidents of the regional power system under its jurisdiction and the estimated time for recovery. Notify the reduction in electricity supply due to insufficient power sources or exceeding transmission limits on the regional power system under its jurisdiction to the Provincial Distribution Dispatch Level.

3. Register the anticipated operational mode of the regional power system with the National Dispatch Level. Develop the operational mode of the regional power system based on the operational mode approved by the National Dispatch Level.

4. Carry out calculations and inspections according to the requirements for operating the regional power system including:

a) Calculating operational modes of the regional power system corresponding to basic operational methods of each period and other special requirements;

b) Calculating, inspecting, and issuing relay protection setting sheets for the 220 kV and 110 kV grid (including equipment at 110 kV/220 kV voltage levels and outgoing/incoming lines of the remaining sides of 110 kV and 220 kV transformers) under its jurisdiction; calculating, inspecting, and approving related setting values for the grid protection relays of generator-transformer units of power plants under its jurisdiction, 220 kV and 110 kV transmission lines and substations connected to the grid under its jurisdiction;

c) Providing the Provincial Distribution Dispatch Level with the following data: short-circuit calculation parameters at 110 kV voltage nodes corresponding to maximum and minimum operational modes; relay protection and automatic device setting limits on the distribution grid;

d) Inspecting setting values of protection and automatic devices on the distribution grid under its inspection;

đ) Participate in evaluating the impact of connecting new electrical projects to the power system under its jurisdiction;

5. Coordinate with the Operation Management Units within the regional power system to determine the location, issue setting sheets, inspect setting adjustments, and monitor the operation of frequency and voltage-based automatic load shedding systems in accordance with the requirements of the National Dispatch Level.

6. Lead the analysis and determination of causes of incidents in the regional power system under its jurisdiction and propose preventive measures.

7. Manage the operation of the SCADA/EMS system, dedicated computer systems, telecommunications, and information systems equipped for the Regional Dispatch Level.

8. Summarize and prepare daily, weekly, monthly, quarterly, and annual operation reports of the regional power system; report as prescribed.

Article 28. Responsibilities of the Provincial Dispatching Authority

1. Implement the command of the Regional Dispatching Authority during the dispatching and operation of the distribution power system under its control.

2. Command and control the distribution power system under its control including:

a) Controlling voltage on the grid under its control;

b) Controlling frequency of the distribution power system (or part of the distribution power system) when the distribution power system (or part of the distribution power system) is disconnected from the regional power system;

c) Controlling generation capacity of power plants under its control within the distribution power system;

d) Operating and handling faults of equipment under its control;

đ) Restoring the distribution power system;

e) Controlling load of the distribution power system;

g) Coordinating with relevant provincial distribution dispatching authorities when operating inter-provincial distribution lines;

h) Notifying the district and county distribution dispatching authorities when exercising control that affects the normal operation mode of the district and county grids;

i) Informing the cause of the fault and the estimated time to restore power supply to units or departments responsible for directly notifying customers affected by power outages or reduced power supply according to regulations.

3. Register the expected operational mode of the distribution power system with the Regional Dispatching Authority. Develop the operational mode of the distribution power system based on the mode approved by the Regional Dispatching Authority.

4. Perform calculations as required for the operation of the distribution power system including:

a) Calculating operational modes corresponding to basic modes of each period or other special requirements;

b) Calculating and issuing relay protection and automation setting sheets on the distribution grid under its control; calculating, checking and approving related setting values for the distribution grid for relay protection devices of distribution and retail companies, and customers using the distribution grid with their own substations;

c) Participate in calculating power losses and propose measures to reduce power losses in the distribution power system under its control;

d) Provide district and county distribution dispatching authorities with data on relay protection and automation setting limits on the distribution grid under its control;

đ) Check the setting values of relay protection and automation devices on the distribution grid under its inspection.

5. Monitor and inspect the setting and operation of automatic load shedding systems according to frequency requirements on the distribution grid under its control as stipulated by the Regional Dispatching Authority.

6. Lead the analysis and determination of causes of incidents in the distribution power system under its control and propose preventive measures.

7. Manage the operation of the SCADA/DMS system, automation systems, telecommunications, information systems, and specialized computers equipped for the provincial distribution dispatching authority.

8. Summarize, report, and provide data as required by the Regional Dispatching Authority; implement reporting procedures as prescribed.

Article 29. Responsibilities of the District and County Distribution Dispatching Authorities

In cases where district and county distribution dispatching levels are established, the responsibilities of the district and county distribution dispatching authorities will be specifically defined in the establishment project approved in accordance with Point b Clause 3 Article 5 of this Circular.

Section 2

 RESPONSIBILITIES OF PARTICIPATING UNITS

 OPERATION OF THE NATIONAL POWER SYSTEM

Article 30. Responsibilities of Power Generation Units

1. Comply with operational methods and dispatch orders from controlling dispatch levels.

2. Ensure the reliable operation of the speed control and excitation systems. Establish protection and automatic control systems that meet industry standards and requirements of controlling dispatch levels to ensure stable system operation.

3. Ensure safe and stable operation of power plants; maintain reserve capacity at the highest operational readiness level.

4. Ensure stable, reliable, and continuous operation of the DCS system, RTU/Gateway terminal equipment, and telecommunications and information systems within their management scope.

5. Report on the availability for power generation, reserve capacity, and implementation of operational methods of power plants to controlling dispatch levels as prescribed or upon request.

6. Develop basic operational methods for self-use systems and technical diagrams in operational chains to ensure the safest operation of power plants.

7. Carry out maintenance and repair of equipment under their management in accordance with regulations and approved plans.

8. Report incidents, abnormal conditions of equipment, and incident resolution progress to controlling dispatch levels as prescribed.

9. Organize incident resolution work in power plants to quickly return equipment to operation within the shortest time possible. Proactively analyze, identify, and implement preventive measures against incidents.

10. Provide technical documentation, technical parameters, operational parameters, and equipment operation procedures of power plants to controlling dispatch levels when requested.

11. Annually organize incident response drills, fire prevention and extinguishing drills for operational staff at least once; organize black start drills (for power plants assigned black start tasks) and total power plant outage drills at least once.

Article 31. Responsibilities of Power Transmission Units

1. Comply with operational methods and dispatch orders from controlling dispatch levels during transmission grid operations.

2. Ensure stable and reliable operation of relay protection and automation systems within their management scope. Set adjustment values for relay protection and automation systems within their management scope according to adjustment sheets from controlling dispatch levels.

3. Ensure stable, reliable, and continuous operation of the DCS system, RTU/Gateway terminal equipment, and telecommunications and information systems within their management scope to serve safe national electricity system operation and dispatching.

4. Report incidents, abnormal conditions of equipment, and incident resolution progress to controlling dispatch levels as prescribed or upon request.

5. Provide technical documentation, technical parameters, operational parameters, and operation procedures of transmission lines and equipment within substations under their management to dispatch levels for operational mode calculations, coordination of relay protection and automation settings across the entire national electricity system when requested.

6. Carry out maintenance and repair of transmission lines and substations in accordance with regulations and approved plans.

7. Organize management work to ensure safe and reliable operation of the transmission grid.

8. Organize incident resolution work for transmission lines or electrical equipment at substations to quickly return equipment to operation within the shortest time possible. Proactively analyze, identify causes, and implement preventive measures against incidents.

9. Annually organize incident response drills and fire prevention and extinguishing drills for operational staff at least once.

Article 32. Responsibilities of the Electricity Distribution Unit

1. Adhere to the operational methods and dispatch orders of the controlling dispatch level during the operation of the distribution network.

2. Ensure that the relay protection system, automation, and automatic load shedding operate stably and reliably within the management scope. Set the adjustment values for the relay protection system and automatic load shedding within the management scope according to the setting sheets of the controlling dispatch level.

3. Ensure stable, reliable, and continuous operation of the DCS system, RTU/Gateway terminal equipment, and telecommunications and information systems within their management scope to serve safe national electricity system operation and dispatching.

4. Implement demand management tasks, operate the distribution network safely and reliably within the management scope.

5. Carry out maintenance and repair work on power lines and substations in accordance with regulations and approved plans.

6. Report incidents, abnormal phenomena of equipment, and the situation of incident resolution to the controlling dispatch level as prescribed or upon request.

7. Provide load demand data, technical documents, technical parameters, operating parameters, and operating procedures of power lines and equipment within the managed substations to the dispatch levels for calculation of operational modes, coordination in setting relays and automatic systems across the national power system when required.

8. Provide the Regional Controlling Dispatch Level with forecasts of the time of appearance and operation of large loads within the management scope.

9. Annually organize incident response drills and fire prevention and extinguishing drills for operational staff at least once.

Article 33. Responsibilities of the Electricity Distribution and Retail Units

1. Adhere to the operational methods and dispatch orders of the controlling dispatch level when operating the distribution network within the management scope.

2. Ensure that the relay protection system, automation, and automatic load shedding operate stably and reliably within the management scope. Set the adjustment values for the relay protection system and automatic load shedding within the management scope according to the setting sheets of the controlling dispatch level.

3. Ensure that the DCS system, RTU/Gateway terminal devices, and communication and information systems within the management scope operate stably, reliably, and continuously.

4. Implement demand management tasks, operate the distribution network safely and reliably within the management scope.

5. Carry out maintenance and repair work on power lines and substations in accordance with regulations and approved plans.

6. Report incidents, abnormal phenomena of equipment, and the situation of incident resolution to the controlling dispatch level as prescribed or upon request.

7. Provide load demand data, technical documents, technical parameters, operating parameters, and operating procedures of power lines and equipment within the managed substations to the dispatch levels for calculation of operational modes, coordination in setting relays and automatic systems across the national power system when required.

8. Provide the controlling dispatch level with forecasts of the time of appearance and operation of large loads within the management scope.

9. Annually organize incident response drills and fire prevention and extinguishing drills for operational staff at least once.

Article 34. Responsibilities of the Telecommunication Service Provider

1. Ensure smooth information connection serving the national power system dispatch.

2. Ensure stable, continuous, and reliable operation of communication channels serving the power system dispatch work.

3. Coordinate with the information departments of participating units in the dispatch work to ensure continuous information service for the national power system dispatch.

4. Schedule monitoring and registration of repairs for telecommunications channels under management in accordance with current regulations. Implement repair work according to plan to ensure quality, timely completion, and no disruption to information services for dispatch and national power system operation.

Article 35. Responsibilities of the Gas Supply Unit for Power Generation

1. Prioritize gas supply for power generation.

2. Coordinate with the National Power System Dispatch Unit to develop forecasting, allocation, and delivery procedures for gas to gas-fired power plants, ensuring compliance with gas usage principles as stipulated by authorized agencies.

3. Coordinate with the National Power System Dispatch Unit to prepare annual, monthly, weekly, and daily gas supply plans for power generation.

4. Notify the maintenance and repair plans for the gas supply system for power generation to facilitate planning and operation of the national power system annually, monthly, weekly, and daily.

5. Ensure the gas supply system operates safely and reliably in accordance with technical conditions of the gas supply system and real-time power system dispatch operations.

6. Immediately notify the National Dispatch Level, the Electricity Regulatory Authority, and related power generation units about gas supply interruptions or reductions for power generation and report on incident resolution.

Chapter IV

OPERATING METHODS OF THE POWER SYSTEM

Section 1

REGISTRATION AND APPROVAL OF POWER SYSTEM OPERATING METHODS

PROCEDURES FOR REGISTERING AND APPROVING POWER SYSTEM OPERATING METHODS

Article 36. Main contents of the method for operating the power system

To calculate and prepare for real-time power system dispatch operations, the method for operating the power system must include the following main contents:

1. Plan to put new projects into operation.

2. Basic wiring diagram of the power system.

3. Load forecast of the power system.

4. Power system security assessment; notification of potential power shortage and energy production volume.

5. Maintenance and repair plan for power sources and transmission networks.

6. Operation ticket.

7. Testing and experimentation plan during equipment operation.

8. Power generation mobilization plan for at least two hydrological scenarios.

9. Power generation unit mobilization plan to provide ancillary services (if applicable).

10. Gas supply plan for power generation.

11. Transmission and distribution network operation plan under control.

Article 37. Approval of the method for operating the power system

1. The method for operating the power system includes:

a) Annual, monthly, weekly, daily, and hourly methods;

b) Special methods including power system operation methods for holidays, festivals, and important political, cultural, and social events.

2. The contents of the monthly, weekly, daily, and hourly methods for operating the power system do not require all the contents specified in Article 36 of this Circular if there are no changes from the approved annual method.

3. National power system operation method

a) National power system operation method for the year

- The national power system operation method for the year serves as the basis for operational management and monitoring to ensure electricity supply, including the following main contents: load demand forecast; power source mobilization plan; transmission network operation plan; constraints on power sources, networks, and fuel supply;

- By October 15 each year, the National Dispatch Center is responsible for completing and submitting the national power system operation method for the next year to the Vietnam Electricity Corporation;

- By November 1 each year, the Vietnam Electricity Corporation is responsible for approving the national power system operation method for the next year and reporting to the Electricity Regulatory Authority;

- By November 15 each year, the Electricity Regulatory Authority is responsible for submitting the national power system operation method for the next year to the Ministry of Industry and Trade for approval;

b) Monthly, weekly, and special national power system operation methods are prepared by the National Dispatch Center and approved by the Vietnam Electricity Corporation;

c) Daily national power system operation method is prepared and approved by the National Dispatch Center based on the already approved weekly national power system operation method.

4. Regional power system operation method

a) Annual regional power system operation method is prepared and approved by the Regional Dispatch Center based on the already approved national power system operation method for the year;

b) Monthly, weekly, and special regional power system operation methods are prepared and approved by the Regional Dispatch Center based on the already approved national power system operation methods for the month, week, and special cases;

c) Daily regional power system operation method is prepared and approved by the Regional Dispatch Center based on the already approved weekly regional power system operation method.

5. Distribution power system operation method (including distribution systems under the control of provincial distribution dispatch centers and district/city distribution dispatch centers)

a) Annual distribution power system operation method is prepared by the provincial distribution dispatch center based on the already approved annual regional power system operation method, submitted to the Electricity Corporation or Provincial Electricity Company for approval;

b) Monthly, weekly, and special distribution power system operation methods are prepared by the provincial distribution dispatch center based on the already approved monthly, weekly, and special regional power system operation methods, submitted to the Electricity Corporation or Provincial Electricity Company for approval;

c) Daily distribution power system operation method is prepared and approved by the provincial distribution dispatch center based on the already approved weekly distribution power system operation method.

Article 38. Content of Registration of Operating Methods

Based on the scope of management, control rights, and inspection rights, the Regional Dispatching Level, Provincial Distribution Dispatching Level, and District/City Distribution Dispatching Level shall be responsible for establishing and registering operating methods including the following contents:

1. Forecast of system load within the control authority.

2. Plan for maintenance and repair of power grid under the inspection authority of the higher-level dispatching level.

3. Plan for commissioning of new power projects under the inspection authority of the higher-level dispatching level.

4. Test operation program of equipment under the inspection authority of the higher-level dispatching level.

5. Plan for mobilizing power sources within the control authority.

Article 39. Procedure for Registering Operating Methods

1. Annual registration of operating methods

a) Before July 15 each year, the District/City Distribution Dispatching Level sends the annual operating method registration to the Provincial Distribution Dispatching Level;

b) Before August 1 each year, the Provincial Distribution Dispatching Level sends the annual operating method registration to the Regional Dispatching Level;

c) Before August 15 each year, the Regional Dispatching Level sends the annual operating method registration to the National Dispatching Level.

2. Monthly registration of operating methods

a) Before the last 10 working days of each month, the District/City Distribution Dispatching Level sends the monthly operating method registration to the Provincial Distribution Dispatching Level;

b) Before the last 9 working days of each month, the Provincial Distribution Dispatching Level sends the monthly operating method registration to the Regional Dispatching Level;

c) Before the last 8 working days of each month, the Regional Dispatching Level sends the monthly operating method registration to the National Dispatching Level.

3. Weekly registration of operating methods

a) Before 10:00 AM on Monday each week, the District/City Distribution Dispatching Level sends the registration of the operating method for the next two weeks to the Provincial Distribution Dispatching Level;

b) Before 10:00 AM on Tuesday each week, the Provincial Distribution Dispatching Level sends the registration of the operating method for the next two weeks to the Regional Dispatching Level;

c) Before 10:00 AM on Wednesday each week, the Regional Dispatching Level sends the registration of the operating method for the next two weeks to the National Dispatching Level.

4. Daily registration of operating methods

a) Before 9:00 AM each day, if there is a change from the weekly operating method, the District/City Distribution Dispatching Level sends the daily operating method registration to the Provincial Distribution Dispatching Level;

b) Before 10:00 AM each day, if there is a change from the weekly operating method, the Provincial Distribution Dispatching Level sends the daily operating method registration to the Regional Dispatching Level;

c) Before 11:00 AM each day, if there is a change from the weekly operating method, the Regional Dispatching Level sends the daily operating method registration to the National Dispatching Level.

Article 40. Procedure for Notifying Operating Methods

1. Annual notification of operating methods

a) Before November 20 each year, the National Dispatching Level is responsible for notifying the Regional Dispatching Level about the approved national power system operating method for the coming year;

b) Before November 25 each year, the Regional Dispatching Level is responsible for notifying the Provincial Distribution Dispatching Level about the approved regional power system operating method for the coming year;

c) Before December 1 each year, the Provincial Distribution Dispatching Level is responsible for notifying the District/City Distribution Dispatching Level about the approved distribution power system operating method for the coming year.

2. Monthly notification of operating methods

a) Before the last 7 working days of each month, the National Dispatching Level is responsible for notifying the Regional Dispatching Level about the approved national power system operating method for the coming month;

b) Before the last 6 working days of each month, the Regional Dispatching Level is responsible for notifying the Provincial Distribution Dispatching Level about the approved regional power system operating method for the coming month;

c) Before the last 5 working days of each month, the Provincial Distribution Dispatching Level is responsible for notifying the District/City Distribution Dispatching Level about the approved distribution power system operating method for the coming month.

3. Weekly notification of operating methods

a) Before 3:00 PM on Thursday each week, the National Dispatching Level is responsible for notifying the Regional Dispatching Level about the approved national power system operating method for the next two weeks;

b) Before 3:30 PM on Thursday each week, the Regional Dispatching Level is responsible for notifying the Provincial Distribution Dispatching Level about the approved regional power system operating method for the next two weeks;

c) Before 4:00 PM on Thursday each week, the Provincial Distribution Dispatching Level is responsible for notifying the District/City Distribution Dispatching Level about the approved distribution power system operating method for the next two weeks.

4. Daily notification of operating methods

a) Before 3:00 PM each day, the National Dispatching Level is responsible for notifying the Regional Dispatching Level about the national power system operating method for the next day if there is a change from the published weekly operating method;

b) Before 3:30 PM each day, the Regional Dispatching Level is responsible for notifying the Provincial Distribution Dispatching Level about the regional power system operating method for the next day if there is a change from the weekly operating method;

c) Before 4:00 PM each day, the Provincial Distribution Dispatching Level is responsible for notifying the District/City Distribution Dispatching Level about the distribution power system operating method for the next day if there is a change from the weekly operating method.

Section 2

 ESTABLISHING THE POWER SYSTEM OPERATING METHOD

Article 41. Basic wiring diagram of the power system

1. Before August 1st each year, the Distribution Dispatching Level at the district and county level shall be responsible for establishing and sending the proposed basic wiring diagram of the distribution network under its control for the upcoming year to the Provincial Distribution Dispatching Level.

2. Before August 15th each year, the Provincial Distribution Dispatching Level shall be responsible for establishing and sending the proposed basic wiring diagram of the distribution system under its control for the upcoming year to the Regional Distribution Dispatching Level.

3. Before September 1st each year, the Regional Distribution Dispatching Levels shall be responsible for establishing and sending the proposed basic wiring diagram of the regional power system for the upcoming year to the National Distribution Dispatching Level.

4. Before November 20th each year, the National Distribution Dispatching Level shall be responsible for publishing on its official electronic information website the basic wiring diagram of the national power system that has been approved by Vietnam Electricity Corporation for implementation from January 1st of the following year.

5. After receiving the approved basic wiring diagram of the national power system, before December 1st each year, the Regional Distribution Dispatching Levels shall be responsible for completing and publishing the basic wiring diagram of the regional power system that has been approved by the Director of the Regional Distribution Dispatching Level for implementation from January 1st of the following year.

6. After receiving the approved basic wiring diagram of the regional power system, before December 15th each year, the Provincial Distribution Dispatching Level shall be responsible for completing and publishing the basic wiring diagram of the distribution system for the District and County Distribution Dispatching Levels after approval by the leadership of the Distribution Company for implementation from January 1st of the following year.

7. During operation, when it is determined that the basic wiring diagram is no longer suitable, the dispatching levels shall establish a new wiring diagram of the system under their control and send it to the immediate superior dispatching level for review and comments. Vietnam Electricity Corporation shall be responsible for approving the new wiring diagram of the national power system in monthly and weekly operational modes; the Distribution Company shall be responsible for approving the new wiring diagram of the distribution system under the control of the Provincial Distribution Dispatching Level in monthly and weekly operational modes.

Article 42. Forecasting electricity demand

1. Implement forecasting of electricity demand according to the provisions set out in the Transmission System Regulations, the Distribution System Regulations issued by the Ministry of Industry and Trade, and the National Power System Electricity Demand Forecasting Procedure issued by the Electricity Regulatory Authority.

2. The Distribution Company shall be responsible for directing the Provincial Distribution Dispatching Level under its jurisdiction to forecast the electricity demand for the next year, month, week, and day at the connection points between the distribution network and the transmission network within the region, in accordance with the Distribution System Regulations, and to submit these forecasts to the Regional Distribution Dispatching Level with control authority.

Article 43. System Security Assessment

1. The dispatching level controlling the system shall be responsible for calculating and assessing the security of the system.

2. The dispatching levels shall be responsible for implementing the security assessment of the systems under their control in compliance with the Transmission System Regulations and the Distribution System Regulations issued by the Ministry of Industry and Trade, and the Mid-term and Short-term System Security Assessment Procedures issued by the Electricity Regulatory Authority.

3. During the process of implementing the security assessment of the systems under their control, the superior dispatching level shall be responsible for coordinating to provide all necessary information to the subordinate dispatching level; the subordinate dispatching level shall be responsible for submitting the results of the security assessment of the systems under their control and related recommendations to the superior dispatching level.

4. The power generation units, power transmission units, power distribution units, and electricity consumers directly connected to the transmission network have the responsibility to provide the National Distribution Dispatching Level with all relevant information to implement the security assessment of the system in accordance with the Mid-term and Short-term System Security Assessment Procedures issued by the Electricity Regulatory Authority.

Article 44. Maintenance and Repair Plan for Power Sources and Grids

1. Dispatching levels and management operation units shall be responsible for establishing, registering, and approving maintenance and repair plans for power plants and grids within their management scope in accordance with the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade; and the procedures for establishing maintenance and repair plans for equipment in the transmission system issued by the Electricity Regulatory Authority.

2. Equipment management operation units shall be responsible for registering to disconnect equipment from operation or put it on standby with the dispatching level having control authority. Contractors or other entities that need to disconnect equipment managed by the management operation unit must register with that management operation unit. The dispatching level with control authority shall be responsible for receiving, processing registrations, and handing over equipment to the management operation unit.

3. Repair time shall be calculated from when the dispatching level with control authority hands over equipment to the management operation unit until it is handed back.

4. Prior to implementing maintenance, repairs, or putting equipment on standby according to the approved plan, the management operation unit must notify and obtain approval from the duty dispatcher at the dispatching level with control authority.

5. In cases where the registration to cut off power for maintenance and repair by the management operation unit cannot be resolved, the dispatching level with control authority must notify and specify the reasons.

Article 45. Plan for Commissioning New Projects

1. Before July 1st each year, the management operation unit must provide the dispatching level with control authority with a forecasted plan for commissioning new projects for the current year and the following two years. If there are no changes in the schedule for commissioning new projects provided previously, the management operation unit must inform the dispatching level with control authority.

2. Procedures, formalities, and conditions for energizing new projects shall comply with the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade.

3. Equipment numbering

a) All equipment before being put into operation must be named and numbered in accordance with the National Electrical System Operation Procedures Regulation issued by the Ministry of Industry and Trade;

b) Management operation units and related entities shall be responsible for implementing regulations related to equipment numbering in accordance with the National Electrical System Operation Procedures Regulation issued by the Ministry of Industry and Trade.

4. Establishing SCADA systems and communication information: Projects preparing to be commissioned must meet all conditions regarding connection to information systems and SCADA systems with the dispatching level with control authority in compliance with the Transmission System Regulations, Distribution System Regulations issued by the Ministry of Industry and Trade, and the Technical Requirements and Operation Management Regulations for SCADA/EMS and SCADA/DMS Systems issued by the Electricity Regulatory Authority.

5. Establishing and calculating settings for relay protection and automation systems

a) Dispatching levels and management operation units shall be responsible for establishing, inspecting, and calculating settings for relay protection and automation systems in accordance with this Circular, the Transmission System Regulations, the Distribution System Regulations issued by the Ministry of Industry and Trade, and the Technical Requirements for Relay Protection and Automation Systems in Power Plants and Substations issued by the Electricity Regulatory Authority;

b) Management operation units shall be responsible for completing and confirming the installation of relay protection setting values according to the requirements of the dispatching level with control authority before energizing new projects;

c) During operation, any changes to relay protection and automation setting values must be approved by the dispatching level with control authority;

d) Dispatching levels shall be responsible for coordinating during the calculation and adjustment of relay protection and automation settings to ensure the selectivity and speed of relay protection and automation in the national electrical system.

6. Updating parameters before energizing new projects

a) The dispatching level with control authority shall be responsible for coordinating with transmission or distribution units to update the operational mode of the electrical system monthly under its control, taking into account the energization plans for new electrical projects;

b) Power generation units, direct electricity consumers from the transmission grid, and distribution network users with their own substations shall be responsible for updating and providing the dispatching level with control authority with the adjusted contents compared to the contents in the interconnection agreement file in accordance with the Transmission System Regulations issued by the Ministry of Industry and Trade.

7. Energization acceptance method and testing program

a) Project sponsors shall be responsible for registering the energization acceptance method and testing program for new projects with the dispatching level with control authority in compliance with the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade;

b) The dispatching level with control authority shall establish the energization acceptance method for new projects based on the registration of the management operation unit. In case the energization acceptance method differs from the registration, the dispatching level with control authority must notify the management operation unit;

c) The dispatching level with control authority has the right to request the management operation unit to conduct additional tests outside the registered program in compliance with the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade;

d) The energization or testing acceptance plan, once approved, can only be implemented upon the order of the duty dispatcher. The duty dispatcher has the right to not allow energization or testing acceptance if it does not conform to the previously approved registration or affects the safe and reliable operation of the electrical system. Any changes to the energization method or testing acceptance program must be re-registered and approved by the dispatching level with control authority before implementation.

Article 46. Operation Ticket

1. Planned or unscheduled operations must be established and approved through an operation ticket before conducting the operation to ensure safety for the operator and safe system operation.

2. All levels of dispatch and operating management units must establish and approve operation tickets in accordance with the National Electricity System Operation Procedures issued by the Ministry of Industry and Trade.

Article 47. Testing and Experimentation Plan During Equipment Operation

1. During operation, all levels of dispatch and operating management units have the responsibility to implement testing and experimentation plans for electrical equipment within their management scope to ensure safe and reliable system operation according to the National Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade, and the Testing and Monitoring Procedures issued by the Electricity Regulatory Authority.

2. Testing and experimentation plans during equipment operation, which are controlled and approved by the dispatch level, can only be implemented upon receiving orders from the on-duty dispatcher. The on-duty dispatcher has the right to not allow experimentation if it does not comply with the registration already approved by the controlling dispatch level or if the experimentation affects the safe and reliable operation of the power system. Any changes to the testing and experimentation plan must be approved by the controlling dispatch level before implementation.

Article 48. Power Generation Mobilization Plan

1. The national-level dispatch is responsible for establishing a mobilization plan including auxiliary service mobilization and gas supply requirements for power generation in compliance with the Competitive Electricity Market Operation Regulations and the National Transmission System Regulations issued by the Ministry of Industry and Trade.

2. Regional-level dispatch and provincial distribution-level dispatch establish power generation mobilization plans within their control based on the Provisions on the Procedure for Establishing and Applying Avoided Cost Tariff Tables and Issuing Model Power Purchase Agreements for Small Hydroelectric Power Plants issued by the Ministry of Industry and Trade, taking into account grid constraints within their control and system security assessments from the national-level dispatch.

Chapter V

REAL-TIME NATIONAL ELECTRICITY SYSTEM CONTROL AND OPERATION

REAL-TIME NATIONAL POWER SYSTEM

Section 1

GENERAL PROVISIONS

Article 49. Content of Dispatch Orders

1. Announce operational mode.

2. Permit reserve shutdown, maintenance, inspection, testing, and commissioning of equipment under control.

3. Adjust active and reactive power of power sources to meet actual conditions.

4. Change setting values of protective relays and automation, tap positions of transformers under control.

5. Perform switching operations, handle incidents, and abnormal phenomena in the power system under control.

6. Allocate and limit load capacity; shed or restore loads.

7. Approve recommendations from lower-level operation staff regarding the operation of electrical equipment in the national power system.

Article 50. Forms of Dispatch Orders

Depending on work requirements and available means, dispatch levels will execute dispatch orders using one of the following forms:

1. Oral communication.

2. Control signals directly to electrical equipment under control.

3. Written communication.

Article 51. Requirements when executing dispatch orders

1. Requirements when executing oral dispatch orders

a) Oral dispatch orders must be directly transmitted from higher-level operation staff to lower-level operation staff via communication systems.

b) Oral dispatch orders must be concise, clear, accurate, recorded at all dispatch levels, and stored for at least one year.

c) Operation staff must clearly state their name and position in all verbal communications. Communication contents must be fully documented in the operation log in chronological order.

d) When executing oral dispatch orders, communication channels are prioritized as follows:

- Direct or radio communication channels must be connected between the controlling dispatch level and power plants, substations, and control centers.

- Fixed-line telephone: Fixed-line phone numbers must be registered according to regulations, notified to each other, and used solely for dispatch and system operation purposes. For safety, operation staff must call back to verify the destination if unclear.

- Mobile phones (wireless): Only used when fixed-line telephones, direct communication channels, or radio communication channels are unavailable. Mobile phone numbers must be registered according to regulations, notified to each other, and used solely for dispatch and system operation purposes.

2. Requirements when executing dispatch orders through control signals

a) The SCADA/EMS, SCADA/DMS control signal transmission system must meet technical standards and operational management requirements according to the National Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade.

b) The storage time for control signal dispatch orders must be at least one year.

3. Requirements when executing written dispatch orders

Written dispatch orders may be executed through the Dispatch Information Management (DIM) system or fax machines. Specific requirements are as follows:

a) Through the Dispatch Information Management (DIM) system

- The electronic dispatch order transmission system must ensure secure data transmission standards (encryption, redundancy) and data security (software, data) according to Vietnamese or international standards.

- The storage time for electronic dispatch orders must be at least five years.

- Units must organize training for operation staff on the use of the electronic dispatch order transmission system.

b) Fax machine system

- Ensure stable and reliable operation of the fax machine system.

- Ensure uninterrupted fax signal transmission between the dispatching unit and the receiving unit.

4. Lower-level operation staff must immediately and accurately execute dispatch orders from higher-level operation staff. In cases where execution of the dispatch order may cause harm to people or equipment, lower-level operation staff have the right to refrain from execution but must report to higher-level operation staff.

5. In the absence of legitimate safety reasons for delaying the execution of dispatch orders from senior operating personnel, the junior operating personnel and the unit causing such delay shall bear full responsibility for the consequences before the law.

6. Junior operating personnel have the right to make recommendations to senior operating personnel if they find that the dispatch orders are not reasonable. In cases where the recommendations are not accepted by the senior operating personnel, they must still comply with the dispatch orders issued by the senior operating personnel and shall not be held responsible for the consequences.

Article 52. National Dispatch Level

1. The national dispatch level is the highest command center for dispatching the national power system, issuing dispatch orders to the regional dispatch level, power plants under its control, 500 kV substations, and operational management units within the national power system.

2. The direct dispatcher of the national power system is the National Dispatcher. The immediate subordinates of the National Dispatcher include:

a) Regional Dispatcher;

b) Shift Supervisor of large power plants under control (on duty at the power plant or at the power plant's control center);

c) Shift Supervisor of 500 kV substations (on duty at the substation or at the substation's control center).

Article 53. Regional Dispatch Level

1. The regional dispatch level issues dispatch orders to provincial distribution dispatch levels, power plants, and substations with equipment under its control, as well as operational management units within the regional power system.

2. The direct dispatcher of the regional power system is the Regional Dispatcher. The immediate subordinates of the Regional Dispatcher include:

a) Provincial Distribution Dispatchers within the region;

b) Shift Supervisor of power plants under control (on duty at the power plant or at the power plant's control center);

c) Shift Supervisor of substations under control (on duty at the substation or at the substation's control center).

Article 54. Provincial Distribution Dispatch Level

1. The provincial distribution dispatch level issues dispatch orders to district and county distribution dispatch levels, substations, small power plants under its control, and other operational management units within the provincial distribution power system.

2. The direct dispatcher of the provincial distribution power system is the Provincial Distribution Dispatcher. The immediate subordinates of the Provincial Distribution Dispatcher include:

a) District and County Distribution Dispatchers;

b) Shift Supervisor of power plants with equipment under control;

c) Shift Supervisor of substations with equipment under control;

d) Distribution grid operation staff.

Article 55. District and County Distribution Dispatch Level

1. The district and county distribution dispatch level issues dispatch orders to substations, small power plants under its control, and operational management units directly subordinate to the Power Company of the district or county or the Power Bureau of the district or county.

2. The direct dispatcher of the district and county power grid is the District and County Distribution Dispatcher. The immediate subordinates of the District and County Distribution Dispatcher include:

a) Shift Supervisor of substations and small power plants under control;

b) Operation staff on duty at the district or county power company; distribution and retail electricity units.

Article 56. Work Relations in System Operation and Dispatching

1. Higher-level operation staff have the right to request the direct leadership of lower-level operation staff to replace such operation staff if there is sufficient evidence showing that they lack the necessary operational capability or seriously violate operational procedures, standards, and orders.

2. The leadership of lower-level operation staff does not have the authority to change dispatch orders without the consent of higher-level operation staff. In case of disagreement with the dispatch order from higher-level operation staff, they may make recommendations to the dispatch level with authority to control. While waiting for a response, if higher-level operation staff still require immediate execution of the dispatch order, the leadership of lower-level operation staff must not obstruct their staff from carrying out the order, except in cases where the dispatch order poses a threat to human life or equipment safety.

3. Relations between the direct leadership of operation staff and operation staff

a) The direct leadership of operation staff has the right to issue orders to their subordinate operation staff, but these orders must not conflict with orders from higher-level operation staff and current standards, procedures, and regulations;

b) When the direct leadership's orders conflict with the dispatch orders from higher-level operation staff, lower-level operation staff have the right to refuse to execute them and report back to higher-level operation staff, except in cases of danger to human life or equipment safety as stipulated in Clause 2, Article 10 of this Circular;

c) If there is sufficient reason to believe that their operation staff lacks the necessary operational capability, the direct leadership may temporarily suspend the operation staff's work during their shift, personally take on the responsibility of handling incidents, or designate another person to replace them, and inform higher-level operation staff. Operation staff suspended from work may only leave their post after fully briefing the replacement.

4. It is strictly prohibited for anyone without assigned duties to enter the control room, except for higher-level leadership responsible for it or the direct leadership of the unit.

Article 57. Daily Operation Reports and Incident Reports

1. Daily Operation Report:

a) Before 05:30 daily, power plants, substations, or control centers are responsible for sending the previous day's report to the authorized dispatch level. The authorized dispatch level specifies the format of the daily report and the method of submitting the daily report according to dispatch requirements;

b) Before 05:30 daily, district and county distribution dispatch levels are responsible for sending the previous day's report to provincial distribution dispatch levels. Provincial distribution dispatch levels specify the format of the daily report and the method of submitting the daily report according to dispatch requirements;

c) Before 06:30 daily, provincial distribution dispatch levels must send the previous day's report to regional dispatch levels. Regional dispatch levels specify the format of the daily report and the method of submitting the daily report according to dispatch requirements;

d) Before 07:30 daily, regional dispatch levels are responsible for sending the previous day's report to national dispatch levels. National dispatch levels specify the format of the daily report and the method of submitting the daily report according to dispatch requirements;

e) Before 08:30 daily, national dispatch levels are responsible for sending the previous day's report to the Electricity Regulatory Authority and Vietnam Electricity Corporation.

2. When incidents occur in the national power system, all dispatch levels and management units responsible for operations must submit incident reports in accordance with the procedures for handling incidents in the national power system as stipulated by the Ministry of Industry and Trade.

Section 2

WORK SCHEDULE FOR OPERATIONS ON DUTY

Article 58. Provisions on Shift Handover and Takeover

1. Provisions on Shift Takeover

a) Operating personnel must be present at least 15 minutes before the shift handover to understand events that have occurred during the current shift and the previous shift to fully grasp the operational status of power stations, substations, and systems under their control.

b) Before taking over the shift, operating personnel must understand and implement the following contents:

- The operational mode for the day;

- Actual wiring diagrams, noting changes from the basic wiring and equipment status;

- Records in the operation logbook and shift handover logbook;

- Planned operations to take equipment out of service and put it back into service, or place it in reserve during the shift;

- New dispatch orders and telegrams received from superiors and units recorded in the dispatch order book;

- Receiving direct instructions from the outgoing shift regarding operational modes, superior leadership orders that the shift must execute, and special points of attention or clarifying unclear issues;

- Checking the operation of the control system, auxiliary equipment, and communication information;

- Ensuring workplace cleanliness, equipment, and tools used during the shift;

- The staffing situation during the shift and other specific contents according to each unit's regulations;

- Signing the shift handover logbook.

2. Provisions on Shift Handover

a) Before handing over the shift, the operating personnel on duty have the responsibility to:

- Complete all tasks during the shift including: recording in the shift handover logbook, calculating parameters, other operational documents as stipulated by each unit, and industrial cleaning;

- Briefly, accurately, and comprehensively inform the incoming shift operating personnel about changes to equipment at power plants, substations, and systems under their control and inspection rights, and new orders and directives related to dispatching and operations during their shift;

- Inform the incoming shift operating personnel about abnormal occurrences during their shift and objective phenomena threatening normal operational conditions of equipment at power plants, substations, and systems under their control and inspection rights;

- Clarify any questions raised by the incoming shift operating personnel;

- Require the incoming shift operating personnel to sign the shift handover logbook;

- Signing the shift handover logbook.

b) Shift handover is not allowed in the following cases:

- There is an incident or complex operations are being carried out except as provided for in Clause 3 of this Article;

- Tasks during the shift have not been completed or the operational situation during the shift has not been fully reported to the incoming shift operating personnel;

- The incoming shift operating personnel are not alert due to alcohol, beer consumption, or the use of prohibited stimulants. In such a case, the operating personnel must report to the unit leader to assign someone else to replace them;

- There is no one to take over the shift when the shift ends. In such a case, the operating personnel on duty must report to the unit leader to arrange for someone else to replace them.

3. When there is an incident or complex operations are being carried out, shift handover and takeover may only be permitted if one of the following conditions is met:

a) After the incoming shift operating personnel have understood the steps to handle the incident or subsequent operations and agree to sign the shift takeover;

b) After reporting and obtaining permission from the unit leader. When allowing shift handover and takeover, the unit leader bears full responsibility for their decision.

4. The shift handover procedure is only considered complete when both the incoming and outgoing shift operating personnel have signed the shift handover logbook. From the moment the shift handover procedure is completed, the incoming shift operating personnel have full authority and responsibility to perform their duties during the shift.

Article 59. Provisions for operators during their shift

1. During their shift, operators must:

a) Clearly state their name and position in all communications. The content of the communication must be fully recorded in the operation log according to chronological order;

b) In case of incidents or abnormalities occurring during their shift, operators must strictly follow the procedures set out in the National Power System Incident Handling Regulations and the National Power System Black Start and Restoration Regulations issued by the Ministry of Industry and Trade, and report necessary information to higher-level operators and unit leaders;

c) Upon completion of incident handling, operators must submit a quick report to the control authority with the right to control as stipulated in the National Power System Incident Handling Regulations issued by the Ministry of Industry and Trade.

2. During their shift, operators shall not violate the following provisions:

a) Consuming alcohol, beer, or other stimulants prohibited by law;

b) Leaving their work position without a replacement operator taking over the shift. In special cases with valid reasons and unable to continue the shift, the operator on duty must report to the unit leader to arrange a substitute;

c) Working continuously beyond the prescribed time limit;

d) Allowing unauthorized personnel to enter the control room, power plant, substation, or control center without permission from the unit leader;

e) Engaging in personal activities unrelated to work.

Section 3

POWER PLANT OR SUBSTATION WITHOUT OPERATOR ON DUTY

Article 60. Conditions for allowing a power plant or substation to operate without an operator on duty

1. The operating management unit must develop a proposal to establish a control center for unmanned operation of the power plant or substation, establish monitoring and control procedures, and submit them for approval by the direct supervising unit after obtaining formal written opinions from the control authority with the right to control, the control authority with the right to inspect, and related units. For a control center managing a group of large power plants or transmission substations, the operating management unit is responsible for reporting to the Electricity Regulatory Authority.

2. A power plant or substation without an operator on duty must ensure compliance with labor safety and health regulations, fire prevention and firefighting requirements, and other security measures against illegal intrusion.

3. A power plant or substation must be monitored, controlled, and have status signals, measurements, and protection data collected from a control center.

4. The monitoring, control, telecommunications, and signal collection systems at the control center of the power plant or substation must meet technical requirements specified in the Transmission System Regulations and Distribution System Regulations issued by the Ministry of Industry and Trade.

5. Prior to operation, the operating management unit is responsible for developing and issuing operational procedures for unmanned power plants or substations to guide operators at the control center in performing tasks and handling incidents.

6. Prior to operation, the operating management unit and the control authority with the right to control are responsible for developing and unifying operational coordination procedures for unmanned power plants or substations to guide operators in performing tasks and handling incidents.

Article 61. Operation of power plants or substations without on-site personnel

1. The operation of power plants or substations without on-site personnel shall be conducted from the control center. In necessary cases, the Operating Management Unit may arrange additional on-site operating staff at the power plant or substation to check and monitor the remote control from the control center.

2. During each shift at the control center, the Operating Management Unit must assign at least two (2) operating staff members for the shift, including one (1) person holding the position of Shift Leader or Team Leader. The Operating Management Unit shall detail the assignment of tasks for the operating staff members on duty at the control center.

3. The Operating Management Unit is responsible for dispatching staff to power plants or substations without on-site personnel to conduct on-site equipment checks, particularly during peak transmission or generation periods.

4. In case of incidents occurring at power plants or substations without on-site personnel, the Operating Management Unit must immediately inform the controlling dispatch authority and send operating and repair staff to the power plant or substation to rectify the incident as quickly as possible.

Section 4

FREQUENCY CONTROL

Article 62. Frequency meters

1. Frequency meters must be installed at all dispatch levels and power plants.

2. Frequency meters at dispatch levels and power plants must be inspected and calibrated according to regulations to ensure accuracy within plus or minus 0.01 Hz.

Article 63. Requirements for generator speed control systems

1. Each generator's speed control system must meet the primary frequency regulation requirements stipulated in the Power Transmission System Regulations issued by the Ministry of Industry and Trade.

2. A power plant may limit the impact of its speed control system contrary to the provisions of Clause 1 of this Article only for one of the following reasons:

a) Such impact is necessary for worker safety or to prevent equipment hazards, in which case the power plant must immediately notify the controlling dispatch authority about such limitation;

b) The limitation has been previously agreed upon between the controlling dispatch authority and the power plant;

c) The limitation is pursuant to a dispatch order.

Article 64. Provisions on secondary frequency control levels

Secondary frequency control is divided into three levels as follows:

1. Primary frequency control (hereinafter referred to as PFC) is the response of the Automatic Generation Control (AGC) system to maintain the rated frequency of 50 Hz within a permissible range of plus or minus 0.2 Hz.

2. Secondary frequency control (hereinafter referred to as SFC) is the automatic or manual adjustment of generators to bring the frequency back within the range of 50 plus or minus 0.5 Hz when it falls outside that range.

3. Tertiary frequency control (hereinafter referred to as TFC) involves intervention by dispatch orders to stabilize the frequency of the power system in accordance with current regulations and ensure economic distribution of generator capacity.

Article 65. Provisions on frequency control

1. The controlling dispatch authority must continuously monitor the reserve capacity for primary frequency control and the load change trends of the power system to proactively adjust the generation capacity of power plants, ensuring compliance with the prescribed spinning reserve level.

2. The controlling dispatch authority may designate one or more power plants to participate in primary frequency control. Based on the assigned frequency control tasks, primary frequency control power plants shall put their automatic power and frequency adjustment units into operation as appropriate. When the reserve capacity for frequency control is nearly exhausted, the primary frequency control power plants must promptly report to the controlling dispatch authority.

3. All power plants not tasked with primary frequency control must participate in secondary frequency control (except where exempted under regulations). When the system frequency exceeds the range of 50 plus or minus 0.5 Hz for more than 15 seconds, all secondary frequency control power plants must adjust the frequency within the range of 50 plus or minus 0.5 Hz based on the capabilities of their generators. Once the system frequency is brought back within the upper limit, all participating secondary frequency control power plants must maintain their output and report to the controlling dispatch authority to confirm the actual generation level.

Article 66. Frequency Control Measures

1. Adjusting the active power output of power plants in the following order:

a) Power generation units providing frequency regulation services;

b) Power generation units providing spinning reserve when the frequency regulation reserve level is lower than the prescribed level;

c) Power generation units based on the order of mobilization according to bids or electricity selling prices;

d) Quick-start reserve units based on the lowest cost.

2. Stopping reserve power supply: When the system frequency exceeds 50.5 Hz and there are no measures to reduce it, the dispatch authority has the right to order power plants to stop some units or boilers from standby operation after considering the safety of the power system, economic factors, technical conditions, and the ability to re-mobilize.

3. Shedding load: After exhausting all reserve power sources and the frequency continues to drop below 49.5 Hz, the dispatch authority must implement load shedding measures to ensure stable system operation and raise the frequency above 49.5 Hz.

4. Voltage adjustment: The dispatch authority has the right to adjust voltage within ± 5% of the nominal voltage to change the frequency.

Section 5

VOLTAGE ADJUSTMENT

Article 67. Voltage Limits

Voltage limits are determined as follows:

1. The maximum allowable long-term operating voltage value as specified by the manufacturer.

2. The minimum allowable long-term operating voltage value that ensures safety for the self-use system of the power plant, maintains the static stability margin of the power system or related transmission lines, which is based on the calculation results of system operating modes and regulated separately by specific orders.

3. The voltage value ensuring power supply to customers.

Article 68. Principles of Voltage Adjustment

1. Ensuring voltage within the permissible limits without causing overvoltage or danger to elements in the power system.

2. Minimizing operational costs and losses.

3. Optimizing control operations.

Article 69. Requirements for Excitation Systems of Generators with Installed Capacity Over 30 MW

1. Each generator's excitation system must meet technical requirements stipulated in the Transmission System Regulations issued by the Ministry of Industry and Trade.

2. Power generation units are not allowed to disconnect the Automatic Voltage Regulator (AVR) from operation or limit its operation except in the following cases:

a) To ensure safety for personnel and equipment;

b) There is an agreement between the power generation unit and the dispatch authority.

The power generation unit must immediately notify the dispatch authority in the cases specified in Point a and Point b Clause 2 of this Article.

3. In the case where a generator operates without an excitation system, the dispatch authority may apply certain operational restrictions on the generator, including the necessity to shut down the generator to ensure safe and reliable system operation and maintain voltage within permissible limits. Before implementation, the dispatch authority must consult and inform the power generation unit to decide on an appropriate operating mode to minimize impact on safe generator operation.

4. In emergency or abnormal situations

a) With the agreement of the power generation unit, the dispatch authority may require the power generation unit to operate generators at reactive power levels outside their normal characteristics. In such cases, the power generation unit will not be penalized for non-compliance with dispatch orders;

b) The dispatch authority has the right to issue dispatch orders to the Shift Supervisor of the power plant to change transformer tap positions to adjust voltage.

Article 70. Provisions on Voltage Regulation

1. Dispatch levels must continuously monitor and supervise voltage on the power system under their control. Voltage at nodes will be adjusted by the dispatch level with control authority based on specific conditions of the power system during operation.

2. The dispatch level with control authority must adjust the voltage of the power system using available control devices to achieve the necessary reactive power capacity to keep the power system voltage within permissible limits and maintain a reserve of reactive power capacity to respond to changes in the power system due to load variations, source mobilization changes, or grid connection.

Article 71. Voltage Calculation Levels and Reactive Power Balance

1. The national dispatch level is responsible for calculating the reactive power balance, determining voltage, and adjusting voltage on the 500 kV power system; calculating and determining voltage at certain key nodes in the 220 kV power grid.

2. The regional dispatch level bases its calculations of voltage and adjustment of the regional power system voltage under its control on the voltage levels on the 500 kV power system and at certain key nodes in the 220 kV power grid determined by the national dispatch level, in accordance with prescribed limits.

3. The provincial distribution dispatch level bases its calculations of voltage and adjustment of the distribution power system voltage under its control on the voltage levels at nodes determined by the regional dispatch level, in accordance with prescribed limits.

Article 72. Provisions on Voltage Curves

1. Voltage curves are issued by the dispatch level with control authority to power plants and substations in accordance with the voltage calculation provisions set out in Article 71 of this Circular.

2. Operation management units must comply with voltage adjustments according to the voltage curve issued by the dispatch level with control authority, except in cases of emergencies as specified in Clause 3 of this Article.

3. Operation management units are permitted not to follow the voltage curve as stipulated in Clauses 1 and 2 of this Article in the following situations:

a) Emergencies at power plants or substations: The shift supervisor of the power plant and the crew leader of the substation must immediately report to the dispatch level with control authority to issue dispatch orders to adjust voltage in accordance with actual conditions.

b) Emergencies on the power system: The dispatch level with control authority directly orders the shift supervisor of the power plant and the crew leader of the substation to adjust voltage to address emergencies on the power system.

Article 73. Measures for Voltage Adjustment

1. Change the operating reactive power sources of shunt compensation equipment (capacitors, reactors), synchronous compensators, static compensators, and generators in sequence from near to far from the point requiring voltage adjustment.

2. Adjust the tap position of transformers in accordance with actual conditions and operational regulations of the equipment. Do not manually or automatically adjust the tap position of transformers to increase low-voltage or medium-voltage side voltage when high-voltage side voltage is already below -5% of the rated voltage.

3. Mobilize additional standby power sources to generate or absorb reactive power when voltage exceeds permissible limits.

4. Change grid connections or redistribute power flow in the power system (disconnecting lower transmission lines when voltage exceeds permissible limits and does not cause overload on remaining lines).

5. Shedding loads may be used to avoid violations of low voltage limits as prescribed.

Chapter 6

CONTROL OF THE ELECTRIC GRID

Article 74. Control Operations on the Electric Grid

1. Control operations on the electric grid aim to:

a) Isolate equipment for maintenance, repair, operational testing, energization acceptance of new projects, acceptance testing, relay protection system and automatic device testing of the Operating Management Unit;

b) Handle equipment failures suspected of being faulty or likely to occur and urgent repairs;

c) Control voltage;

d) Adjust power flow on the electrical system in accordance with the load capacity of transmission lines, electrical equipment, and system safety.

2. In cases where electrical equipment is isolated as a backup (without power) for more than 90 days, before being put back into operation, the Operating Management Unit must conduct tests, inspections, and confirm that the electrical equipment meets operational standards.

3. Electrical equipment operations shall be carried out in compliance with the National Electrical System Operation Procedures established by the Ministry of Industry and Trade.

Article 75. Automatic Control of the Electric Grid

1. Control operations on the electric grid may occur automatically without prior notice due to the impact of protective relays and automatic devices aimed at isolating or eliminating faults on the electrical system or automatically restoring power supply.

2. Automatic switching procedures can also be set up to prevent overloads, excessive voltage deviations, or excessive frequency deviations in case of faults on the electrical system.

Article 76. Isolation of Transmission Lines and Electrical Equipment

Isolation of transmission lines and electrical equipment is carried out upon command or with permission from the control authority at any time when the control authority deems it necessary to ensure safe and reliable operation of the electrical system, including the following situations:

1. Threatening the safety of workers.

2. Threatening the stability of the electrical system.

3. Risk of causing a system fault or damaging any equipment of the Operating Management Unit.

4. Elements of the electrical system being overloaded beyond permissible limits in case of a fault.

5. Voltage on the electrical system exceeding the specified range.

6. Frequency of the electrical system exceeding the specified range.

7. Violation of technical standards, regulations, and other legal provisions.

Section 7

 CONTROL OF POWER SOURCES

Article 77. Power Generation Schedule

1. The power generation schedule is under the control of the National Dispatch Authority based on the schedule established by the National Dispatch Authority in accordance with the Transmission System Regulations and Competitive Electricity Market Operation Regulations issued by the Ministry of Industry and Trade, including:

a) The next day's and hour's power generation schedule in the case of market operation;

b) The forecasted power generation schedule for the next day in the case of market shutdown.

2. The power generation schedule is under the control of the Regional Dispatch Authority determined according to the daily method established by the Regional Dispatch Authority based on the weekly method approved by the National Dispatch Authority.

3. The power generation schedule is under the control of the Provincial Distribution Dispatch Authority determined according to the daily method established by the Provincial Distribution Dispatch Authority based on the weekly method approved by the Regional Dispatch Authority.

4. The power generation schedule is under the control of the District or County Distribution Dispatch Authority based on the daily method established by the District or County Distribution Dispatch Authority based on the weekly method approved by the Provincial Distribution Dispatch Authority.

Article 78. Implementation of Power Generation Capacity Curve

1. Power plants connected to the national power grid must comply with the power generation capacity curve established and ordered by the dispatching authority with control rights, except for cases stipulated in Clause 4 of this Article and Article 79 of this Circular.

2. In case it is not possible to implement the power generation capacity curve according to the dispatching order, the Shift Leader of the power plant must immediately report to the dispatching authority with control rights to take timely measures to bring the national power system back to normal operating conditions.

3. When the operation mode of the power system differs from the forecast due to power source incidents or grid incidents, the dispatching authority with control rights has the right to change the power generation capacity curve of the power plant within the permissible value range based on technical conditions to meet the actual operational situation.

4. The power plant will not violate the power generation capacity curve in the following cases:

a) Reducing the power generation capacity curve of the power plant due to unplanned equipment shutdown but must obtain the consent of the dispatching authority with control rights;

b) Reducing the power generation capacity curve of the power plant due to equipment failure when the operating cycle needs to be extended according to the requirement of the dispatching authority with control rights despite having reached the planned maintenance period;

c) Increasing or reducing the power generation capacity curve of the power plant due to overload of the transmission lines connecting the power plant to the national power grid, or due to voltage control or frequency control requirements on the national power grid.

5. Generating units in standby status but unable to be mobilized when needed shall be considered as being out of service or unavailable (not counted as standby) from the moment they stop being in standby. For thermal generating units, if the standby time exceeds 30 days, the dispatching authority with control rights must notify the power plant in advance if mobilization is required, with the notification time agreed upon between the power plant and the dispatching authority with control rights.

Article 79. Self-control of Power Generation Capacity

Except in cases of overload or impact on power system security, the following power plants are allowed to self-control their power generation capacity:

1. Power plants mobilized under the avoided cost mechanism.

2. Power plants using renewable energy such as wind, solar, tidal, geothermal, biomass, and biogas.

Section 8

CONTROL OF REACTIVE POWER

Article 80. Non-Urgent Control Notification of Power Consumption Capacity

1. The higher-level dispatcher is responsible for notifying the lower-level dispatcher of the controlled power consumption capacity level in cases where non-urgent power supply reduction or cessation is necessary.

2. The provincial distribution dispatcher or the district/city distribution dispatcher must strictly adhere to the power consumption capacity allocation plan already notified by the higher-level dispatcher.

Article 81. Urgent Control Order for Power Consumption Capacity

1. When the forecasted load of the power system may exceed the available power generation capacity and the available power generation capacity is lower than the notification prescribed in Article 80 of this Circular, the higher-level dispatcher must issue an urgent order to the lower-level dispatcher to control the power consumption capacity, specifically as follows:

a) The national dispatcher informs the regional dispatcher about the available power generation capacity of the national power system before implementing the power consumption capacity control of the regional power system;

b) The regional dispatcher informs the provincial distribution dispatcher about the available power generation capacity of the regional power system before implementing the power consumption capacity control of the distribution power system;

c) Based on the power consumption capacity allocation table for distribution units according to the available power generation capacity, the provincial distribution dispatcher prepares the load shedding plan in advance and notifies the district/city distribution dispatcher or the designated entity to directly inform electricity consumers about the urgent power supply reduction or cessation.

2. The control of power consumption capacity due to insufficient power supply only ends upon receiving notification from the higher-level dispatcher.

Article 82. Load Shedding Due to Power Shortage According to Dispatch Orders

1. Implement load shedding due to power shortage in accordance with the Distribution System Regulations issued by the Ministry of Industry and Trade and the Procedures for Load Shedding in the National Electricity System issued by the Electricity Regulatory Authority.

2. When the available power capacity is forecasted to be lower than the load demand and the frequency may fall below 49.5 Hz, the higher-level dispatcher must issue orders to the lower-level dispatchers to adjust and reduce electricity loads, prioritizing distribution units whose usage has not exceeded the allocated capacity as stipulated in the Regulations on the Establishment and Implementation of Power Supply Plans when the National Electricity System Experiences Power Shortages issued by the Ministry of Industry and Trade.

3. In cases where distribution units or distribution and retail units exceed the allocated power or energy capacity, affecting the normal operation of the national electricity system, the regional dispatch level or provincial distribution dispatch level has the right to cut off the feeder lines under their control to bring them back within the allocated capacity. In such cases, the distribution and retail units or electricity consumers must bear full responsibility.

4. Depending on the extent of the power shortage, the higher-level dispatcher will issue orders to the lower-level dispatcher regarding load reduction, adjustment, and restoration. The provincial distribution dispatch level must strictly comply with the dispatch orders for load reduction, adjustment, and restoration. Loads that have been disconnected from power supply can only be restored upon the request of the higher-level dispatcher.

Article 83. Automatic Load Shedding Based on Low Frequency

1. The national dispatch level is responsible for calculating and determining the frequency levels as percentages of the loads set for automatic low-frequency load shedding. Operating management units must prepare the necessary work to ensure automatic low-frequency load shedding at a percentage of the total maximum load calculated by the national dispatch level in case of power shortages.

2. Loads set for automatic low-frequency load shedding will be divided into separate stages. Before September 1st each year, the national dispatch level is responsible for calculating and determining the number, location, size, and low-frequency levels based on discussions with operating management units. The division of load shedding stages will be carried out according to relevant regulations to achieve reasonable synchronous load shedding in the distribution system.

3. Loads disconnected due to automatic low-frequency load shedding can only be restored upon permission from the higher-level dispatcher to restore the load.

Article 84. Load Shedding Due to Overload or Low Voltage

1. When an overload or low voltage occurs, the dispatch level has the authority to implement load shedding to minimize consequences. Load shedding due to overload or low voltage must comply with the Distribution System Regulations issued by the Ministry of Industry and Trade and the Procedures for Load Shedding in the Electricity System issued by the Electricity Regulatory Authority.

2. The scale of load shedding during overload or low voltage is calculated and set on the electrical system. To minimize the scale of load shedding, automatic overload or low-voltage relays may be installed on the grid up to 35 kV or the 110 kV grid in extreme emergency situations.

3. At the request of the national dispatch level, regional dispatch level, or provincial distribution dispatch level, transmission units, distribution units, and distribution and retail units are responsible for coordinating to implement automatic load shedding during overload or low voltage at locations on the transmission grid or distribution grid.

4. Electrical loads disconnected due to overload or low voltage will be restored when the overload and voltage levels in the area return to permissible values and must obtain the consent of the controlling dispatch level before restoring the load.

Section 9

INCIDENT HANDLING, BLACK START, AND SYSTEM RESTORATION

Article 85. Handling of Power System Incidents

1. Handling of power system incidents must comply with the Procedures for Handling Incidents in the National Power System issued by the Ministry of Industry and Trade.

2. The operating management units shall be responsible for developing and promulgating procedures for handling incidents of electrical equipment at substations or power plants, control centers in accordance with the provisions of this Circular and the Procedures for Handling Incidents in the National Power System issued by the Ministry of Industry and Trade.

3. Dispatching levels shall be responsible for issuing operational and incident handling procedures for power systems under their control.

4. Annually, power operation staff of the operating management units involved in handling power system incidents must undergo training and participate in incident handling drills at least once.

Article 86. Black Start and Restoration of the Power System

1. During the black start and restoration of the power system, dispatching levels and operating management units must comply with the National Power System Black Start and Restoration Regulations issued by the Ministry of Industry and Trade to ensure the rapid and safe restoration of the normal state of the national power system and supply electricity to loads.

2. During the power system restoration process, lower-level operation staff must follow orders from higher-level operation staff except in cases where there is a risk of endangering personnel or equipment safety.

Chapter VI

DUTIES OF DEPARTMENTS DIRECTLY INVOLVED IN THE WORK OF NATIONAL POWER SYSTEM DISPATCHING AND OPERATIONS

DISPATCHING AND OPERATING NATIONAL POWER SYSTEMS

Section 1

 NATIONAL DISPATCH LEVEL

Article 87. Departments directly involved in the work of national power system dispatching

1. The national power system dispatch command duty department.

2. The short-term method department.

3. The long-term method department.

4. The relay protection and automatic adjustment calculation department.

5. The information equipment and computer management department.

Article 88. Staff regulations for the national power system dispatch command duty department

1. Depending on the scale of the power system under control and the level of control technology equipment, the National Dispatch Level shall specify the number of dispatchers on duty at the national power system dispatch command duty department, but it must not be less than two people, including one dispatcher as the shift leader.

2. The National Dispatch Level shall be responsible for detailing the duties, authorities, and responsibilities of each position during each shift at the national power system dispatch command duty department in accordance with the provisions of this Circular.

Article 89. Duties, Authorities, and Responsibilities of National Dispatchers

1. Main duties of national dispatchers:

a) Direct the dispatching of the national power system to ensure safe, reliable, stable, high-quality power supply, and economic operation under actual conditions of the national power system.

b) Direct the implementation of approved methods.

c) Direct the control of frequency in the national power system and voltage on the power grid under control.

d) Direct operations on the power grid under control.

đ) Direct the control of national power system load.

e) Direct the handling of incidents and abnormal phenomena, quickly restoring the normal operating condition of the national power system, minimizing power outage time.

g) Inform regional dispatchers of any changes in power generation mobilization or grid conditions under the control of the National Dispatch Level that affect the normal operation of the transmission grid within the regional power system.

h) Timely handle information directly related to national power system dispatching.

i) Participate in analyzing major incidents in the national power system and propose preventive measures.

k) Other duties as specified by the National Dispatch Level.

2. Authorities of national dispatchers:

a) Direct dispatching and check the implementation of orders by lower-level operation staff.

b) Remove equipment for unplanned repairs within their shift and bear responsibility for ensuring safe power supply and the safety of the national power system.

c) Change the power generation schedule of other power plants from the planned mobilization schedule or daily method within their shift and bear responsibility for such changes.

d) Seek approval from National Dispatch Level leadership for issues outside their authority.

đ) Recommend to National Dispatch Level leadership to change the operating method if the national power system has an incident or if the current operating method is deemed unreasonable.

3. National dispatchers shall be legally liable for the following actions:

a) Issuing incorrect and untimely dispatch orders during both normal working conditions and incidents.

b) Causing subjective incidents during their shift.

c) Violating operational procedures, rules, orders, and labor discipline.

d) Directing incident handling incorrectly leading to the expansion of the incident scope.

đ) Directing national power system operations incorrectly without justifiable reasons.

e) Directing operations incorrectly leading to the potential for an incident.

g) Not fully implementing the approved daily method without justifiable reasons and without acceptance by National Dispatch Level leadership.

h) Reporting or informing about the operation of the national power system to persons not assigned such tasks.

Article 90. Tasks of the Short-Term Method Department

In the national power system dispatch work, the Short-Term Method Department at the National Dispatch Level shall be responsible for performing the following main tasks:

1. Forecasting electricity load demand to serve short-term security assessment of the national power system.

2. Conducting short-term security assessment of the national power system.

3. Proposing changes to the basic wiring diagram of the national power system based on the short-term security assessment of the national power system.

4. Resolving registration of operations and maintenance of the operating management units based on the short-term security assessment of the national power system.

5. Preparing operation tickets according to the plan.

6. Compiling generation scheduling plans based on the short-term security assessment of the national power system.

7. Formulating energization acceptance procedures and testing programs.

8. Establishing operational testing programs.

9. Developing power outage plans and load curtailment schedules when there is a warning of reduced security in the national power system.

10. Calculating and setting voltage curves at key nodes in the national power system.

11. Utilizing SCADA/EMS system applications to support real-time power system dispatch and operation (power flow, voltage, N-1 element fault, optimal power flow, AGC system control, voltage/angle stability).

12. Analyzing and evaluating the implementation of methods assigned to units.

13. Participating in investigations of incidents within the national power system, analyzing the operation of protective relays and automation equipment during incidents, determining incident causes, and proposing preventive measures.

14. Other tasks specified by the National Dispatch Level.

Article 91. Tasks of the Long-Term Method Department

In the national power system dispatch work, the Long-Term Method Department at the National Dispatch Level shall be responsible for performing the following main tasks:

1. Establishing the basic wiring diagram of the national power system.

2. Forecasting loads to serve medium-term security assessment of the national power system.

3. Determining the capacity reserve and energy reserve levels of the national power system. Determining the auxiliary service requirements as prescribed.

4. Conducting medium-term security assessment of the national power system.

5. Compiling grid and power plant maintenance and repair plans monthly and annually based on the medium-term security assessment of the national power system.

6. Compiling annual and monthly power generation and grid operation plans based on the medium-term security assessment of the national power system.

7. Establishing databases for the power system to serve operational mode calculations, short-circuit calculations, stability calculations, transient electrical calculations, and other purposes.

8. Calculating methods and preparing necessary works to serve the commissioning of new electrical equipment and projects.

9. Participating in assessing the impact of connecting new electrical projects to the national power system under its control.

10. Formulating black start and system recovery plans for the national power system.

11. Participating in investigations of incidents within the national power system, analyzing the operation of protective relays and automation equipment during incidents, determining incident causes, and proposing preventive measures.

12. Calculating and checking the stability of the national power system, determining operational limits to ensure stability.

13. Studying and proposing measures to increase the stability of the national power system.

14. Proposing and implementing wide-area automatic protection systems against large-scale incidents, preventing instability, suppressing power oscillations, and voltage collapse, frequency collapse on the national power system.

15. Calculating the amount of load shedding due to low frequency and low voltage across the entire national power system.

16. Managing software serving calculations, analysis of system modes, operational planning, and real-time calculation software in the EMS system.

17. Building and updating databases for the power system to serve simulation applications, grid analysis, planning, and generation control, system support for training dispatchers of the EMS system; operating, maintaining, and repairing the EMS system. Participating in organizing, preparing operational testing documentation to determine the stability of the national power system.

18. Other tasks specified by the National Dispatch Level.

Article 92. Tasks of the Relay Protection and Automation Setting Calculation Department

In national power system dispatching work, the Relay Protection and Automation Setting Calculation Department at the National Dispatching Level shall be responsible for performing the following main tasks:

1. Calculating setting values for relay protection and automation devices for the 500 kV power system, calculating setting values for wide-area fault protection systems, and shedding loads on the national power system.

2. Calculating and checking setting values for relay protection and automation devices for generator-transformer units under the control of the National Dispatching Level.

3. Inspecting and evaluating relay protection schemes for new projects under the control and inspection of the National Dispatching Level.

4. Providing short-circuit parameters (short-circuit power, short-circuit current) at nodes with voltages from 220 kV under maximum and minimum operating conditions. Providing limit setting values and checking calculated setting values for relay protection devices in the 220 kV power grid and power plants under the Regional Dispatching Level.

5. Leading the collection of information and organizing investigations of incidents in the national power system, analyzing the operation of relay protection and automation devices during incidents; proposing measures to increase selectivity, reliability, and certainty of relay protection and automatic equipment in the national power system.

6. Summarizing and evaluating the operational status of relay protection and automation equipment monthly, quarterly, and annually in the national power system.

7. Managing incident recording systems and wide-area blackout prevention systems.

8. Other tasks specified by the National Dispatching Level.

Article 93. Tasks of the Information Equipment and Computer Management Department

In national power system dispatching work, the Information Equipment and Computer Management Department at the National Dispatching Level shall be responsible for performing the following main tasks:

1. Building and managing the SCADA system to ensure stable and reliable operation of the SCADA/EMS, DIM, specialized computer systems, computer networks, and communication systems within the management scope of the National Dispatching Level.

2. Organizing storage and preservation of dispatching call recordings; ready to provide dispatching call recordings to the duty command dispatching department when requested.

3. Managing the operation of all SCADA/EMS system equipment (including terminal RTU/Gateway devices, interface devices, computer systems, and other related equipment) within the management scope of the National Dispatching Level.

4. Monitoring and reporting on the operation of communication systems. Cooperating with relevant departments to promptly handle communication system incidents.

5. Developing maintenance, repair, and overhaul plans for control equipment, specialized computer networks, coordinating with the duty command dispatching department, and submitting them for approval by the leadership of the National Dispatching Level.

6. Cooperating with telecommunications service providers to send telecommunications channels serving dispatching work for maintenance and repair according to plans approved by the leadership of the National Dispatching Level.

7. Managing the website serving the operation and dispatching of the national power system.

8. Other tasks specified by the National Dispatching Level.

Section 2

Article 94. Directly involved units in system dispatch work for the regional power grid

1. The duty shift command dispatch unit for the region.

2. The short-term method department.

3. The long-term method department.

4. The relay protection and automatic adjustment calculation department.

5. The information equipment and computer management department.

Article 95. Regulations on staff of the duty shift command dispatch unit for the region

1. Depending on the scale of the power system under control and the level of control technology equipment, the Regional Dispatch Level shall specify the number of dispatchers on duty at the duty shift command dispatch unit for the region, but it must not be less than two (2) people, including one (1) dispatcher serving as the shift leader.

2. The Regional Dispatch Level is responsible for detailing the duties, authorities, and responsibilities of each position during each operational shift at the duty shift command dispatch unit for the region in accordance with the provisions of this Circular.

Article 96. Duties, Authorities, and Responsibilities of the Regional Dispatcher

1. Main duties of the Regional Dispatcher:

a) Adhering to the operational command of the National Dispatcher;

b) Commanding the dispatch of the regional power system to ensure safe, reliable, and quality power supply and economic operation under actual system conditions;

c) Implementing approved operating methods;

d) Commanding the control of power sources within the regional power system under control;

e) Commanding operations on the power grid within the regional power system under control;

f) Commanding the control of system voltage within the regional power system under control;

g) Commanding the load control of the regional power system;

h) Commanding frequency and voltage control of the regional power system (or part thereof) when the regional power system (or part thereof) is disconnected from the national power system.

i) Chỉ huy xử lý sự cố và hiện tượng bất thường, nhanh chóng khôi phục tình trạng làm việc bình thường của hệ thống điện miền, hạn chế đến mức thấp nhất thời gian ngừng cung cấp điện;

k) Thông báo cho Điều độ viên phân phối tỉnh mọi thay đổi chế độ huy động nguồn hoặc lưới điện thuộc quyền điều khiển của Cấp điều độ miền làm thay đổi chế độ vận hành bình thường của hệ thống điện phân phối;

l) Khi xảy ra sự cố lớn trong hệ thống điện miền, Điều độ viên miền phải kịp thời báo cáo cho Điều độ viên quốc gia, lãnh đạo Cấp điều độ miền;

m) Tham gia phân tích sự cố lớn trong hệ thống điện miền và đề xuất các biện pháp phòng ngừa;

n) Các nhiệm vụ khác do Cấp điều độ miền quy định.

2. Quyền hạn của Điều độ viên miền:

a) Chỉ huy điều độ và kiểm tra việc thực hiện lệnh điều độ của nhân viên vận hành cấp dưới;

b) Cho phép tiến hành thao tác trên thiết bị thuộc quyền điều khiển của Cấp điều độ miền, thay đổi sơ đồ kết dây theo những đăng ký đã được duyệt, thay đổi sơ đồ kết dây phù hợp với tình hình thực tế;

c) Đưa thiết bị ra sửa chữa ngoài kế hoạch trong phạm vi ca trực của mình và phải chịu trách nhiệm về việc đảm bảo an toàn cung cấp điện và an toàn của hệ thống điện miền;

d) Thay đổi biểu đồ phụ tải của các đơn vị đã được duyệt, đề nghị với Điều độ viên quốc gia để thay đổi biểu đồ phát công suất của nhà máy điện trong hệ thống điện miền phù hợp với tình hình thực tế vận hành trong phạm vi ca trực của mình;

đ) Trong trường hợp sự cố, Điều độ viên miền được quyền điều khiển công suất phát các nhà máy điện trong miền không thuộc quyền điều khiển để khắc phục sự cố, sau đó phải báo ngay Điều độ viên quốc gia;

e) Xin ý kiến lãnh đạo Cấp điều độ miền hoặc Điều độ viên quốc gia để xử lý những vấn đề không thuộc thẩm quyền hoặc không đủ khả năng giải quyết;

g) Kiến nghị với lãnh đạo Cấp điều độ miền hoặc Điều độ viên quốc gia thay đổi phương thức vận hành nếu hệ thống điện miền có sự cố hoặc khi nhận thấy phương thức vận hành hiện tại chưa hợp lý.

3. Điều độ viên miền chịu trách nhiệm pháp lý khi thực hiện những hành vi sau đây:

a) Ra lệnh điều độ không đúng và không kịp thời trong những điều kiện làm việc bình thường cũng như trong trường hợp sự cố;

b) Gây ra sự cố chủ quan trong ca trực của mình;

c) Vi phạm những quy trình, quy phạm, điều lệnh vận hành và kỷ luật lao động;

d) Chỉ huy xử lý sự cố sai quy trình dẫn đến mở rộng phạm vi sự cố;

đ) Chỉ huy vận hành hệ thống điện miền sai chế độ quy định mà không có lý do chính đáng;

e) Chỉ huy thao tác sai dẫn đến khả năng xảy ra sự cố;

g) Không thực hiện đầy đủ phương thức ngày đã được duyệt khi không có lý do chính đáng và chưa được lãnh đạo Cấp điều độ miền chấp nhận.

Điều 97. Nhiệm vụ của bộ phận phương thức ngắn hạn

Trong công tác điều độ hệ thống điện miền, bộ phận phương thức ngắn hạn tại Cấp điều độ miền có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Dự báo phụ tải hệ thống điện miền ngắn hạn.

2. Lập phương thức vận hành ngắn hạn trên cơ sở phương thức dài hạn đã được phê duyệt.

3. Giải quyết đăng ký tách kiểm tra, sửa chữa và đưa vào vận hành các tổ máy, đường dây, thiết bị thuộc quyền điều khiển.

4. Lập phiếu thao tác theo kế hoạch.

5. Lập phương thức vận hành hệ thống điện thuộc quyền điều khiển trong các dịp lễ, tết và những ngày có yêu cầu đặc biệt.

6. Cùng với các bộ phận liên quan trong Cấp điều độ miền phối hợp với cấp điều độ phân phối lập kế hoạch cắt điện và hạn chế công suất phụ tải khi có yêu cầu.

7. Phân tích và đánh giá tình hình thực hiện phương thức đã giao cho các đơn vị trong hệ thống điện miền.

8. Tham gia điều tra sự cố trong hệ thống điện miền, phân tích sự hoạt động của rơ le bảo vệ và thiết bị tự động hóa trong quá trình xảy ra sự cố và đề xuất các biện pháp phòng ngừa.

9. Tham gia nghiên cứu các biện pháp cần thiết để nâng cao độ tin cậy và tính kinh tế trong vận hành hệ thống điện miền.

10.Các nhiệm vụ khác được Cấp điều độ miền quy định.

Điều 98. Nhiệm vụ của bộ phận phương thức dài hạn

Trong công tác điều độ hệ thống điện miền, bộ phận phương thức dài hạn tại Cấp điều độ miền có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Phối hợp với Cấp điều độ quốc gia lập phương thức vận hành cơ bản của hệ thống điện miền tương ứng với các mùa trong năm.

2. Lập cơ sở dữ liệu hệ thống điện phục vụ công tác tính toán chế độ vận hành, tính toán ngắn mạch, tính toán ổn định, tính toán quá độ điện từ và các mục đích khác.

3. Tính toán chế độ vận hành hệ thống điện miền tương ứng với từng phương thức trên hoặc khi đưa thiết bị, công trình mới vào vận hành.

4. Tham gia đánh giá ảnh hưởng của việc đấu nối công trình điện mới vào hệ thống điện quốc gia thuộc quyền điều khiển.

5. Lập và tính toán biểu đồ điện áp trong hệ thống điện miền.

6. Tính toán chế độ vận hành hệ thống điện miền phục vụ việc thao tác.

7. Tính toán, theo dõi và đánh giá tổn thất điện năng truyền tải của hệ thống điện miền. Đề xuất các biện pháp và phương thức vận hành hợp lý nhằm giảm tổn thất điện năng truyền tải trong hệ thống điện miền.

8. Phối hợp với bộ phận phương thức ngắn hạn tính toán và xác định chế độ vận hành không toàn pha, xác định các điểm cho phép đóng khép vòng trong hệ thống điện miền.

9. Phối hợp với Cấp điều độ Quốc gia để tham gia xây dựng, cập nhật cơ sở dữ liệu hệ thống điện phục vụ các ứng dụng mô phỏng, phân tích lưới điện, lập kế hoạch và điều khiển phát điện, giả lập hệ thống hỗ trợ mô phỏng đào tạo Điều độ viên của hệ thống EMS; vận hành, bảo trì và bảo dưỡng hệ thống EMS.

10.Tham gia phân tích sự cố lớn trong hệ thống điện miền, phân tích sự hoạt động của rơ le bảo vệ và tự động trong quá trình xảy ra sự cố và đề xuất các biện pháp phòng ngừa.

11.Các nhiệm vụ khác được Cấp điều độ miền quy định.

Điều 99. Nhiệm vụ của bộ phận tính toán chỉnh định rơ le bảo vệ và tự động

Trong công tác điều độ hệ thống điện miền, bộ phận tính toán chỉnh định rơ le bảo vệ và tự động tại Cấp điều độ miền có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Tính toán trị số chỉnh định rơ le bảo vệ và tự động cho lưới điện 220 kV, 110 kV thuộc quyền điều khiển của Cấp điều độ miền.

2. Kiểm tra và lập phiếu chỉnh định cho hệ thống thiết bị sa thải phụ tải theo tần số của hệ thống điện miền theo các mức tần số do Cấp điều độ quốc gia cung cấp.

3. Tính toán, kiểm tra trị số chỉnh định rơ le bảo vệ và tự động cho khối máy phát - máy biến áp của nhà máy điện thuộc quyền điều khiển của Cấp điều độ miền.

4. Kiểm tra trị số tính toán chỉnh định rơ le bảo vệ và tự động trong lưới điện phân phối.

5. Chủ trì thu thập thông tin và tổ chức điều tra sự cố trong hệ thống điện miền, phân tích sự hoạt động của rơ le bảo vệ và tự động trong quá trình xảy ra sự cố, đưa ra các biện pháp tăng tính chọn lọc, tăng sự làm việc chắc chắn và tin cậy của rơ le bảo vệ và tự động trong hệ thống điện miền.

6. Tổng kết, đánh giá tình hình hoạt động của các thiết bị rơ le bảo vệ và tự động hàng tháng, hàng quý, hàng năm trong hệ thống điện miền.

7. Các nhiệm vụ khác được Cấp điều độ miền quy định.

Điều 100. Nhiệm vụ của bộ phận quản lý thiết bị thông tin và máy tính

Trong công tác điều độ hệ thống điện quốc gia, bộ phận quản lý thiết bị thông tin và máy tính tại Cấp điều độ miền có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Xây dựng hệ thống SCADA và quản lý vận hành đảm bảo sự hoạt động ổn định, tin cậy của hệ thống SCADA/EMS, DIM, hệ thống máy tính chuyên dụng, mạng máy tính và hệ thống thông tin liên lạc trong phạm vi quản lý của cấp điều độ miền.

2. Tổ chức lưu trữ và bảo quản ghi âm đàm thoại điều độ; sẵn sàng cung cấp cho bộ phận trực ban chỉ huy điều độ ghi âm các cuộc đàm thoại điều độ khi có yêu cầu.

3. Quản lý vận hành toàn bộ các thiết bị thuộc hệ thống SCADA/EMS (bao gồm các thiết bị đầu cuối RTU/Gateway, thiết bị ghép nối, hệ thống máy tính và các thiết bị khác có liên quan) trong phạm vi quản lý của Cấp điều độ miền.

4. Theo dõi, báo cáo tình hình vận hành của hệ thống thông tin liên lạc. Phối hợp với các bộ phận liên quan xử lý kịp thời các sự cố về thông tin liên lạc.

5. Lập kế hoạch bảo dưỡng, sửa chữa định kỳ và đại tu các thiết bị điều khiển, mạng máy tính chuyên dụng, thống nhất với bộ phận trực ban chỉ huy điều độ và trình lãnh đạo Cấp điều độ miền duyệt.

6. Phối hợp với đơn vị cung cấp dịch vụ thông tin viễn thông đưa các kênh viễn thông phục vụ công tác điều độ ra bảo dưỡng, sửa chữa theo kế hoạch đã được lãnh đạo Cấp điều độ miền phê duyệt.

7. Các nhiệm vụ khác được Cấp điều độ miền quy định.

Mục 3

CẤP ĐIỀU ĐỘ PHÂN PHỐI TỈNH

Điều 101. Các bộ phận trực tiếp tham gia công tác điều độ hệ thống điện phân phối

Tùy theo quy mô lưới điện phân phối tỉnh, thành phố trực thuộc trung ương, cơ cấu tổ chức, mức độ tự động hóa và nhu cầu thực tế, Đơn vị phân phối điện quy định cụ thể các bộ phận trực tiếp tham gia công tác điều độ tại Cấp điều độ phân phối tỉnh, có thể bao gồm các bộ phận sau:

1. Bộ phận trực ban chỉ huy điều độ phân phối tỉnh.

2. Bộ phận phương thức ngắn hạn.

3. Bộ phận phương thức dài hạn.

4. Bộ phận tính toán chỉnh định rơ le bảo vệ và tự động.

5. Bộ phận quản lý thiết bị thông tin và máy tính.

Điều 102. Quy định bộ phận trực ban chỉ huy điều độ phân phối tỉnh

1. Tùy theo quy mô của hệ thống điện phân phối thuộc quyền điều khiển, mức độ trang bị công nghệ điều khiển, Đơn vị phân phối điện quy định cụ thể số lượng Điều độ viên trực vận hành tại bộ phận trực ban chỉ huy điều độ phân phối tỉnh. Trường hợp có từ 02 (hai) người trở lên thì phải có 01 (một) người làm phụ trách ca trực.

2. Đơn vị phân phối điện có trách nhiệm quy định chi tiết nhiệm vụ, quyền hạn, trách nhiệm của từng vị trí trong mỗi ca trực vận hành tại bộ phận trực ban chỉ huy điều độ phân phối tỉnh phù hợp với các quy định tại Thông tư này.

Điều 103. Nhiệm vụ, quyền hạn, trách nhiệm của Điều độ viên phân phối tỉnh

1. Nhiệm vụ chính của Điều độ viên phân phối tỉnh:

a) Chấp hành sự chỉ huy điều độ của Điều độ viên miền trong quá trình chỉ huy điều độ hệ thống điện phân phối thuộc quyền điều khiển;

b) Chỉ huy điều độ hệ thống điện phân phối thuộc quyền điều khiển đảm bảo cung cấp điện an toàn, tin cậy, đảm bảo chất lượng và kinh tế;

c) Chỉ huy thực hiện phương thức đã được duyệt. Kiểm tra, đôn đốc các đơn vị trong hệ thống điện phân phối thuộc quyền điều khiển thực hiện đúng phương thức đã được duyệt, điều chỉnh phân bổ công suất cho các đơn vị phù hợp với tình hình thực tế;

d) Chỉ huy việc thao tác lưới điện phân phối thuộc quyền điều khiển;

đ) Chỉ huy việc điều khiển điện áp trên hệ thống điện phân phối thuộc quyền điều khiển;

e) Chỉ huy việc điều khiển nguồn điện, phụ tải điện thuộc quyền điều khiển;

g) Chỉ huy xử lý sự cố và hiện tượng bất thường, nhanh chóng khôi phục tình trạng làm việc bình thường của hệ thống điện phân phối thuộc quyền điều khiển, hạn chế đến mức thấp nhất thời gian ngừng cung cấp điện;

h) Chỉ huy việc điều khiển tần số hệ thống điện phân phối hoặc một phần hệ thống điện phân phối thuộc quyền điều khiển trong trường hợp vận hành độc lập;

i) Thông báo cho Điều độ viên lưới điện quận, huyện mọi thay đổi chế độ huy động nguồn hoặc lưới điện thuộc quyền điều khiển của Cấp điều độ phân phối tỉnh làm thay đổi chế độ vận hành bình thường của lưới điện quận, huyện;

k) Báo cáo đầy đủ, chính xác những vấn đề liên quan đến vận hành hệ thống điện phân phối thuộc quyền điều khiển cho lãnh đạo Cấp điều độ phân phối tỉnh và Cấp điều độ miền khi được yêu cầu;

l) Yêu cầu nhân viên vận hành cấp dưới thực hiện các quy trình, quy chuẩn kỹ thuật, điều lệnh vận hành và kỷ luật lao động;

m) Tham gia phân tích sự cố trong hệ thống điện phân phối và đề xuất các biện pháp phòng ngừa;

n) Các nhiệm vụ khác do Đơn vị phân phối điện quy định.

2. Quyền hạn của Điều độ viên phân phối tỉnh

a) Cho phép tiến hành thao tác trên hệ thống điện phân phối thuộc quyền điều khiển, thay đổi sơ đồ nối dây theo những đăng ký đã được duyệt, thay đổi sơ đồ kết dây phù hợp với tình hình thực tế;

b) Ra lệnh điều độ cho nhân viên vận hành cấp dưới và kiểm tra việc thực hiện lệnh đó;

c) Đưa thiết bị ra sửa chữa ngoài kế hoạch trong phạm vi ca trực của mình và phải chịu hoàn toàn trách nhiệm về việc đảm bảo an toàn cung cấp điện cho các hộ dùng điện và an toàn của hệ thống điện phân phối thuộc quyền điều khiển;

d) Thay đổi biểu đồ phụ tải của các đơn vị trong hệ thống điện phân phối thuộc quyền điều khiển cho phù hợp với tình hình thực tế vận hành trong phạm vi ca trực của mình;

đ) Xin ý kiến lãnh đạo đơn vị hoặc Điều độ viên miền xử lý những vấn đề không thuộc thẩm quyền giải quyết;

e) Kiến nghị với lãnh đạo Cấp điều độ phân phối tỉnh hoặc Cấp điều độ miền thay đổi phương thức vận hành nếu hệ thống điện phân phối thuộc quyền điều khiển có sự cố hoặc khi nhận thấy phương thức vận hành hiện tại chưa hợp lý.

3. Điều độ phân phối tỉnh chịu trách nhiệm pháp lý khi thực hiện những hành vi sau đây:

a) Ra lệnh điều độ không đúng và không kịp thời trong những điều kiện làm việc bình thường cũng như trong trường hợp sự cố;

b) Gây ra sự cố chủ quan trong ca trực của mình;

c) Vi phạm quy trình, quy chuẩn kỹ thuật, điều lệnh vận hành và kỷ luật lao động;

d) Chỉ huy xử lý sự cố sai quy trình dẫn đến mở rộng phạm vi sự cố;

đ) Chỉ huy vận hành hệ thống điện phân phối sai chế độ quy định mà không có lý do chính đáng;

e) Chỉ huy thao tác sai dẫn đến khả năng xảy ra sự cố;

g) Không thực hiện đầy đủ phương thức ngày đã được duyệt khi không có lý do chính đáng và chưa được lãnh đạo điều độ phân phối chấp nhận.

Điều 104. Nhiệm vụ của bộ phận phương thức ngắn hạn

Trong công tác điều độ hệ thống điện phân phối, bộ phận phương thức ngắn hạn tại Cấp điều độ phân phối tỉnh có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Lập phương thức vận hành ngắn hạn.

2. Lập biểu cắt điện và biểu hạn chế phụ tải, danh sách phụ tải cần đặc biệt ưu tiên, danh sách các điểm đặt thiết bị tự động sa thải phụ tải theo tần số, tự động đóng lại phụ tải khi tần số cho phép.

3. Giải quyết các đăng ký đưa ra sửa chữa, kiểm tra, bảo dưỡng, thí nghiệm định kỳ và đưa vào vận hành các đường dây, thiết bị thuộc quyền điều khiển.

4. Lập phiếu thao tác theo kế hoạch.

5. Tham gia điều tra, phân tích sự cố trong hệ thống điện phân phối thuộc quyền điều khiển.

6. Tham gia nghiên cứu các biện pháp cần thiết để nâng cao độ tin cậy, giảm tổn thất trong vận hành hệ thống điện phân phối thuộc quyền điều khiển.

7. Các nhiệm vụ khác được Đơn vị phân phối điện quy định.

Điều 105. Nhiệm vụ của bộ phận phương thức dài hạn

Trong công tác điều độ hệ thống điện phân phối, bộ phận phương thức dài hạn tại Cấp điều độ phân phối tỉnh có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Lập phương thức vận hành cơ bản của hệ thống điện phân phối thuộc quyền điều khiển.

2. Tham gia lập kế hoạch sản xuất quý, năm của đơn vị phân phối điện, kế hoạch đại tu và sửa chữa thiết bị điện có liên quan hàng quý, hàng năm của trạm biến áp và đường dây thuộc quyền điều khiển.

3. Lập phương thức kết dây tương ứng với kế hoạch sửa chữa thiết bị chính trong hệ thống điện phân phối thuộc quyền điều khiển.

4. Tính toán và xác định các điểm cho phép đóng khép vòng trên lưới điện thuộc quyền điều khiển và các cầu dao cho phép đóng cắt không tải hoặc có tải các thiết bị điện.

5. Làm đầu mối phối hợp các bộ phận liên quan tính toán tổn thất điện năng và đề ra các biện pháp giảm tổn thất điện năng trong hệ thống điện phân phối thuộc quyền điều khiển.

6. Nghiên cứu các biện pháp cần thiết để nâng cao độ tin cậy và tính kinh tế trong điều độ hệ thống điện phân phối thuộc quyền điều khiển.

7. Chủ trì tổ chức điều tra và phân tích các sự cố trong hệ thống điện phân phối và đề ra các biện pháp phòng ngừa.

8. Chuẩn bị các công việc cần thiết đưa các thiết bị mới, công trình mới vào vận hành.

9. Các nhiệm vụ khác được Đơn vị phân phối điện quy định.

Điều 106. Nhiệm vụ của bộ phận rơ le bảo vệ và tự động

Trong công tác điều độ hệ thống điện phân phối, bộ phận rơ le bảo vệ và tự động tại Cấp điều độ phân phối tỉnh có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Tính toán chỉnh định rơ le bảo vệ và tự động cho hệ thống điện phân phối thuộc quyền điều khiển. Cung cấp các phiếu chỉnh định rơ le bảo vệ và tự động cho các Đơn vị quản lý vận hành hệ thống điện phân phối thuộc quyền điều khiển.

2. Tính toán chỉnh định rơ le bảo vệ và tự động cho thiết bị mới, công trình mới thuộc quyền điều khiển của điều độ hệ thống điện phân phối để chuẩn bị đưa vào vận hành.

3. Tham gia điều tra sự cố trong hệ thống điện phân phối thuộc quyền điều khiển, phân tích sự hoạt động của rơ le bảo vệ và tự động trong quá trình xảy ra sự cố. Xác định nguyên nhân sự cố và tìm các biện pháp khắc phục.

4. Tổng kết, đánh giá tình hình hoạt động của các thiết bị rơ le bảo vệ và tự động hàng tháng, hàng quý, hàng năm trong hệ thống điện phân phối thuộc quyền điều khiển.

5. Các nhiệm vụ khác được Đơn vị phân phối điện quy định.

Điều 107. Nhiệm vụ của bộ phận quản lý vận hành thiết bị thông tin và máy tính

Trong công tác điều độ hệ thống điện phân phối, bộ phận quản lý vận hành thiết bị thông tin và máy tính tại Cấp điều độ phân phối tỉnh có trách nhiệm thực hiện các nhiệm vụ chính sau:

1. Quản lý vận hành toàn bộ thiết bị thuộc hệ thống thông tin, hệ thống SCADA/DMS (bao gồm các thiết bị đầu cuối RTU/Gateway, thiết bị ghép nối, hệ thống máy tính và các thiết bị phục vụ có liên quan).

2. Quản lý mạng máy tính đặt tại hệ thống điện phân phối thuộc quyền điều khiển.

3. Thống nhất với bộ phận điều độ về việc trang bị viễn thông cho công tác điều độ nhằm đảm bảo thông tin liên lạc.

4. Soạn thảo và ban hành quy trình, tài liệu hướng dẫn vận hành và sử dụng các thiết bị viễn thông và máy tính chuyên dụng.

5. Phối hợp với đơn vị quản lý thông tin đưa các kênh viễn thông điều độ ra sửa chữa theo đăng ký đã được duyệt.

6. Lập lịch bảo dưỡng định kỳ và đại tu các thiết bị thông tin, mạng máy tính chuyên dụng, thống nhất với bộ phận điều độ và trình lãnh đạo Đơn vị phân phối điện duyệt.

7. Nghiên cứu ứng dụng kỹ thuật mới hoặc cải tiến hợp lý hoá các kênh và phương tiện viễn thông phục vụ công tác điều độ hệ thống điện phân phối.

8. Các nhiệm vụ khác được Đơn vị phân phối điện quy định.

Mục 4

CẤP ĐIỀU ĐỘ PHÂN PHỐI QUẬN, HUYỆN

Điều 108. Quy định trực ca vận hành của Cấp điều độ phân phối quận, huyện

Trường hợp hình thành cấp điều độ phân phối quận, huyện, số lượng Điều độ viên trực vận hành trong mỗi ca trực; nhiệm vụ, quyền hạn, trách nhiệm của Điều độ viên phân phối quận, huyện được xác định chi tiết trong đề án thành lập của Đơn vị phân phối điện được phê duyệt theo quy định tại Điểm b Khoản 3 Điều 5 Thông tư này.

Mục 5

NHÂN VIÊN VẬN HÀNH TẠI NHÀ MÁY ĐIỆN,

TRẠM ĐIỆN, TRUNG TÂM ĐIỀU KHIỂN

Điều 109. Các bộ phận trực tiếp tham gia công tác vận hành

Tùy theo quy mô, cơ cấu tổ chức, mức độ tự động hóa và nhu cầu thực tế, Đơn vị quản lý vận hành quy định cụ thể các bộ phận trực tiếp tham gia công tác vận hành tại nhà máy điện, trạm điện hoặc trung tâm điều khiển.

Điều 110. Quy định trực ca vận hành

1. Tùy theo độ tin cậy của thiết bị, trang bị công nghệ điều khiển của nhà máy điện, trạm điện hoặc trung tâm điều khiển, Đơn vị quản lý vận hành quy định số lượng nhân viên vận hành để đảm bảo công tác vận hành an toàn, tin cậy, trong đó quy định 01 (một) người đảm nhiệm chức danh Trưởng ca nhà máy điện, 01 (một) người đảm nhiệm chức danh Trưởng kíp trạm điện.

2. Nhân viên vận hành tại nhà máy điện, trạm điện hoặc trung tâm điều khiển phải thực hiện đầy đủ nhiệm vụ, quyền hạn, trách nhiệm theo quy định tại Thông tư này và các quy định, quy trình riêng của Đơn vị quản lý vận hành.

3. Vị trí Trưởng ca nhà máy điện hoặc Trưởng kíp trạm điện căn cứ theo lịch trực ca và do lãnh đạo Đơn vị quản lý vận hành quy định. Trưởng ca nhà máy điện hoặc Trưởng kíp trạm điện là người chỉ huy điều độ cao nhất trong mỗi ca trực vận hành.

Điều 111. Nhiệm vụ của Trưởng ca nhà máy điện hoặc trung tâm điều khiển nhà máy điện

1. Chấp hành lệnh điều độ của nhân viên vận hành cấp trên.

2. Thực hiện đầy đủ nhiệm vụ, quyền hạn, trách nhiệm trong mối quan hệ công tác với nhân viên vận hành cấp trên theo quy định tại Thông tư này và các quy định, quy trình riêng của mỗi nhà máy điện.

3. Nắm vững sơ đồ kết lưới và phương thức vận hành của nhà máy điện, các quy trình vận hành, quy trình xử lý sự cố thiết bị trong nhà máy điện và các quy trình nội bộ của nhà máy điện có liên quan.

4. Khi nhân viên vận hành cấp trên ủy quyền hoặc khi sự cố dẫn đến nhà máy điện tách lưới phát độc lập, Trưởng ca nhà máy điện được quyền áp dụng các biện pháp điều khiển tần số để đảm bảo sự vận hành ổn định của các tổ máy và phải báo ngay với nhân viên vận hành cấp trên sau khi các tổ máy đã vận hành ổn định.

5. Phối hợp với cấp điều độ có quyền điều khiển, các đơn vị có liên quan để đảm bảo vận hành nhà máy điện an toàn, tin cậy.

6. Cung cấp số liệu theo yêu cầu của nhân viên vận hành cấp trên.

7. Các nhiệm vụ khác do Đơn vị quản lý vận hành quy định.

Điều 112. Nhiệm vụ của Trưởng kíp trạm điện hoặc trung tâm điều khiển trạm điện

1. Chấp hành lệnh điều độ của nhân viên vận hành cấp trên.

2. Thường xuyên theo dõi thông số vận hành và kiểm tra thiết bị thuộc quyền quản lý của trạm điện, đảm bảo thiết bị vận hành an toàn, tin cậy. Không để xảy ra các sự cố chủ quan, xử lý các sự cố kịp thời và đúng quy định, quy trình liên quan.

3. Thực hiện đầy đủ nhiệm vụ, quyền hạn, trách nhiệm trong mối quan hệ công tác với nhân viên vận hành cấp trên theo quy định tại Thông tư này và các quy định, quy trình riêng của mỗi trạm điện.

4. Nắm vững sơ đồ, thông số kỹ thuật, phương thức vận hành, quy trình vận hành và quy trình xử lý sự cố thiết bị trong trạm điện.

5. Phối hợp với cấp điều độ có quyền điều khiển, các đơn vị có liên quan để đảm bảo vận hành trạm điện an toàn, tin cậy.

6. Cung cấp số liệu theo yêu cầu của nhân viên vận hành cấp trên.

7. Các nhiệm vụ khác do Đơn vị quản lý vận hành quy định.

Chương VII

ĐÀO TẠO CÁC CHỨC DANH THAM GIA TRỰC TIẾP CÔNG TÁC

ĐIỀU ĐỘ, VẬN HÀNH HỆ THỐNG ĐIỆN QUỐC GIA

Mục 1

 QUY ĐỊNH CHUNG

Điều 113. Chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia

1. Các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia bao gồm:

a) Điều độ viên tại các cấp điều độ;

b) Kỹ sư phương thức, kỹ sư SCADA/EMS và kỹ sư SCADA/DMS tại các cấp điều độ;

c) Trưởng ca nhà máy điện, Trưởng kíp trạm điện.

2. Các cấp điều độ và Đơn vị quản lý vận hành phải có trách nhiệm tổ chức tuyển dụng và đào tạo nguồn nhân lực phục vụ công tác điều độ, vận hành hệ thống điện quốc gia.

3. Người được cử đi đào tạo phải đáp ứng đầy đủ các điều kiện theo quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do đơn vị quản lý trực tiếp quy định phù hợp với từng vị trí và công việc được giao thực hiện sau đào tạo.

Điều 114. Quy định về tổ chức kiểm tra, cấp Chứng nhận vận hành

1. Tập đoàn Điện lực Việt Nam có trách nhiệm tổ chức kiểm tra và cấp Chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành tại Cấp điều độ quốc gia theo quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành.

2. Cấp điều độ quốc gia có trách nhiệm tổ chức kiểm tra và cấp Chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành tại Cấp điều độ miền, nhà máy điện, trạm điện thuộc quyền điều khiển theo quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành.

3. Cấp điều độ miền có trách nhiệm tổ chức kiểm tra và cấp Chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành tại Cấp điều độ phân phối tỉnh, nhà máy điện và trạm điện thuộc quyền điều khiển theo quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành.

4. Cấp điều độ phân phối tỉnh có trách nhiệm tổ chức kiểm tra và cấp Chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành tại Cấp điều độ phân phối quận, huyện, nhà máy điện, trạm điện thuộc quyền điều khiển và trạm điện, nhà máy điện thuộc quyền điều khiển của Cấp điều độ phân phối quận, huyện theo quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành.

Điều 115. Đào tạo nhân viên vận hành tại các cấp điều độ

1. Cấp điều độ quốc gia, Cấp điều độ miền và Đơn vị phân phối điện có trách nhiệm tổ chức đào tạo cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện do đơn vị quản lý theo các nội dung được Cục Điều tiết điện lực quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia; quy định cụ thể thời gian đào tạo đối với từng vị trí và nhiệm vụ của các chức danh tham gia trực tiếp công tác điều độ phù hợp với quy mô và phạm vi quản lý của đơn vị.

2. Đối với Cấp điều độ quốc gia, sau thời gian đào tạo và được Tập đoàn Điện lực Việt Nam cấp Chứng nhận vận hành theo quy định tại Khoản 1 Điều 114 Thông tư này, Cấp điều độ quốc gia có trách nhiệm tổ chức sát hạch nội bộ trước khi công nhận chức danh cụ thể cho người được cử đi đào tạo.

3. Đối với Cấp điều độ miền, sau thời gian đào tạo và được Cấp điều độ quốc gia cấp Chứng nhận vận hành theo quy định tại Khoản 2 Điều 114 Thông tư này, Cấp điều độ miền có trách nhiệm tổ chức sát hạch nội bộ trước khi công nhận chức danh cụ thể cho người được cử đi đào tạo.

4. Đối với Cấp điều độ phân phối tỉnh, sau thời gian đào tạo và được Cấp điều độ miền cấp Chứng nhận vận hành theo quy định tại Khoản 3 Điều 114 Thông tư này, Đơn vị phân phối điện có trách nhiệm tổ chức sát hạch nội bộ trước khi công nhận chức danh cụ thể cho người được cử đi đào tạo.

5. Đối với Cấp điều độ phân phối quận, huyện, sau thời gian đào tạo và được Cấp điều độ phân phối tỉnh cấp Chứng nhận vận hành theo quy định tại Khoản 4 Điều 114 Thông tư này, Đơn vị phân phối điện có trách nhiệm tổ chức sát hạch nội bộ trước khi công nhận chức danh cụ thể cho người được cử đi đào tạo.

Điều 116. Đào tạo nhân viên vận hành tại nhà máy điện, trạm điện hoặc trung tâm điều khiển

1. Đơn vị quản lý vận hành có trách nhiệm tổ chức đào tạo cho các chức danh tham gia trực tiếp công tác vận hành do đơn vị quản lý theo các nội dung được Cục Điều tiết điện lực quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia; quy định cụ thể thời gian đào tạo đối với từng vị trí và nhiệm vụ của các chức danh tham gia trực tiếp công tác điều độ, vận hành phù hợp với quy mô, phạm vi quản lý của đơn vị.

2. Sau thời gian đào tạo và được cấp điều độ có quyền điều khiển cấp Chứng nhận vận hành theo quy định tại Điều 114 Thông tư này, Đơn vị quản lý vận hành có trách nhiệm tổ chức sát hạch nội bộ trước khi công nhận chức danh cụ thể cho người được cử đi đào tạo.

Điều 117. Trách nhiệm chung

1. Trong quá trình tổ chức đào tạo, điều độ cấp trên và cấp điều độ có quyền điều khiển có trách nhiệm tham gia đào tạo, kiểm tra việc đào tạo cho nhân viên vận hành của điều độ cấp dưới và Đơn vị quản lý vận hành.

2. Sau khi công nhận chức danh cho người được cử đi đào tạo, các cấp điều độ và Đơn vị quản lý vận hành có trách nhiệm thông báo chức danh mới của nhân viên vận hành tham gia trực tiếp công tác điều độ, vận hành cho các đơn vị có liên quan.

3. Hàng năm, Điều độ viên tại các cấp điều độ và nhân viên vận hành tại nhà máy điện, trạm điện hoặc trung tâm điều khiển tham gia trực tiếp công tác điều độ, vận hành hệ thống điện phải được định kỳ huấn luyện, diễn tập xử lý sự cố, diễn tập khởi động đen và khôi phục hệ thống điện quốc gia ít nhất 01 lần.

Mục 2

ĐÀO TẠO TẠI CẤP ĐIỀU ĐỘ QUỐC GIA

Điều 118. Quy định về đào tạo mới Điều độ viên quốc gia

1. Người được đào tạo để trở thành Điều độ viên quốc gia phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ quốc gia quy định.

2. Thời gian đào tạo Điều độ viên quốc gia ít nhất 18 tháng.

3. Trước khi được công nhận chức danh Điều độ viên quốc gia, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 2 Điều 115 Thông tư này.

Điều 119. Quy định về đào tạo lại Điều độ viên quốc gia

1. Điều độ viên quốc gia đã chuyển đi làm nhiệm vụ khác trong thời gian từ 01 năm trở lên, khi trở lại đảm nhiệm vị trí Điều độ viên quốc gia phải được đào tạo lại.

2. Cấp điều độ quốc gia quy định cụ thể thời gian đào tạo lại Điều độ viên quốc gia.

Điều 120. Quy định về đào tạo kỹ sư phương thức hệ thống điện quốc gia

1. Người được đào tạo để trở thành kỹ sư phương thức hệ thống điện quốc gia phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ quốc gia quy định.

2. Thời gian đào tạo kỹ sư phương thức hệ thống điện quốc gia ít nhất 18 tháng.

3. Trước khi được công nhận chức danh kỹ sư phương thức hệ thống điện quốc gia, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 2 Điều 115 Thông tư này.

Điều 121. Quy định về đào tạo kỹ sư SCADA/EMS hệ thống điện quốc gia

1. Người được đào tạo để trở thành kỹ sư SCADA/EMS hệ thống điện quốc gia phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ quốc gia quy định.

2. Thời gian đào tạo kỹ sư SCADA/EMS hệ thống điện quốc gia ít nhất 12 tháng.

3. Trước khi được công nhận chức danh kỹ sư SCADA/EMS hệ thống điện quốc gia, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 2 Điều 115 Thông tư này.

Mục 3

ĐÀO TẠO TẠI CẤP ĐIỀU ĐỘ MIỀN

Điều 122. Quy định về đào tạo mới Điều độ viên miền

1. Người được đào tạo để trở thành Điều độ viên miền phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ miền quy định.

2. Thời gian đào tạo Điều độ viên miền ít nhất 18 tháng.

3. Trước khi được công nhận chức danh Điều độ viên miền, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 3 Điều 115 Thông tư này.

Điều 123. Quy định về đào tạo lại Điều độ viên miền

1. Điều độ viên miền đã chuyển đi làm nhiệm vụ khác trong thời gian từ 01 năm trở lên, khi trở lại đảm nhiệm vị trí Điều độ viên miền phải được đào tạo lại.

2. Cấp điều độ miền quy định cụ thể thời gian đào tạo lại Điều độ viên miền.

Điều 124. Quy định về đào tạo kỹ sư phương thức hệ thống điện miền

1. Người được đào tạo để trở thành kỹ sư phương thức hệ thống điện miền phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ miền quy định.

2. Thời gian đào tạo kỹ sư phương thức hệ thống điện miền ít nhất 18 tháng.

3. Trước khi được công nhận chức danh kỹ sư phương thức hệ thống điện miền, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 3 Điều 115 Thông tư này.

Điều 125. Quy định về đào tạo kỹ sư SCADA/EMS hệ thống điện miền

1. Người được đào tạo để trở thành kỹ sư SCADA/EMS hệ thống điện miền phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Cấp điều độ miền quy định.

2. Thời gian đào tạo kỹ sư SCADA/EMS hệ thống điện miền ít nhất 12 tháng.

3. Trước khi được công nhận chức danh kỹ sư SCADA/EMS hệ thống điện miền, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 3 Điều 115 Thông tư này.

Mục 4

ĐÀO TẠO TẠI CẤP ĐIỀU ĐỘ PHÂN PHỐI TỈNH

Điều 126. Quy định về đào tạo mới Điều độ viên phân phối tỉnh

1. Người được đào tạo để trở thành Điều độ viên phân phối tỉnh phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị phân phối điện quy định.

2. Thời gian đào tạo Điều độ viên phân phối tỉnh ít nhất 12 tháng.

3. Trước khi được công nhận chức danh Điều độ viên phân phối tỉnh, người được đào tạo phải qua kiểm tra, sát hạch kiểm tra theo quy định tại Khoản 4 Điều 115 Thông tư này.

Điều 127. Quy định về đào tạo lại Điều độ viên phân phối tỉnh

1. Điều độ viên phân phối tỉnh đã chuyển đi làm nhiệm vụ khác trong thời gian từ 06 tháng trở lên, khi trở lại đảm nhiệm vị trí Điều độ viên phân phối tỉnh phải được đào tạo lại.

2. Đơn vị phân phối điện quy định cụ thể thời gian đào tạo lại Điều độ viên phân phối tỉnh.

Điều 128. Quy định về đào tạo kỹ sư phương thức hệ thống điện phân phối

1. Người được đào tạo để trở thành kỹ sư phương thức hệ thống điện phân phối phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị phân phối điện quy định.

2. Thời gian đào tạo kỹ sư phương thức hệ thống điện phân phối ít nhất 12 tháng.

3. Trước khi được công nhận chức danh kỹ sư phương thức hệ thống điện phân phối, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 4 Điều 115 Thông tư này.

Điều 129. Quy định về đào tạo kỹ sư SCADA/DMS hệ thống điện phân phối

1. Người được đào tạo để trở thành kỹ sư SCADA/DMS hệ thống điện phân phối phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị phân phối điện quy định.

2. Thời gian đào tạo kỹ sư SCADA/DMS hệ thống điện phân phối ít nhất 09 tháng.

3. Trước khi được công nhận chức danh kỹ sư SCADA/DMS hệ thống điện phân phối, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 4 Điều 115 Thông tư này.

Mục 5

 ĐÀO TẠO TẠI CẤP ĐIỀU ĐỘ PHÂN PHỐI QUẬN, HUYỆN

Điều 130. Quy định về đào tạo mới Điều độ viên phân phối quận, huyện

1. Người được đào tạo để trở thành Điều độ viên phân phối quận, huyện phải đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị phân phối điện quy định.

2. Thời gian đào tạo Điều độ viên phân phối quận, huyện ít nhất 09 tháng.

3. Trước khi được công nhận chức danh Điều độ viên phân phối quận, huyện, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Khoản 5 Điều 115 Thông tư này.

Điều 131. Quy định về đào tạo lại Điều độ viên phân phối quận, huyện

1. Điều độ viên phân phối quận, huyện đã chuyển đi làm nhiệm vụ khác trong thời gian từ 06 tháng trở lên, khi trở lại đảm nhiệm vị trí Điều độ viên phân phối quận, huyện phải được đào tạo lại.

2. Đơn vị phân phối điện quy định cụ thể thời gian đào tạo lại Điều độ viên phân phối quận, huyện.

Mục 6

ĐÀO TẠO TẠI NHÀ MÁY ĐIỆN, TRẠM ĐIỆN

 VÀ TRUNG TÂM ĐIỀU KHIỂN

Điều 132. Quy định về đào tạo mới Trưởng ca nhà máy điện hoặc trung tâm điều khiển nhà máy điện

1. Người được đào tạo để trở thành Trưởng ca nhà máy điện hoặc trung tâm điều khiển nhà máy điện phải có kinh nghiệm công tác hoặc được đào tạo tại tất cả các vị trí Trực chính hoặc Trưởng kíp của nhà máy điện ít nhất 03 tháng cho mỗi vị trí chức danh và đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị quản lý vận hành quy định.

2. Đối với nhà máy điện mới chuẩn bị đưa vào vận hành, người được đào tạo để trở thành Trưởng ca nhà máy điện phải tham gia công tác chạy thử nghiệm thu toàn bộ các thiết bị chính của nhà máy điện, được đào tạo và cấp Chứng nhận vận hành theo quy định tại Điều 116 Thông tư này và đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị quản lý vận hành quy định.

3. Thời gian đào tạo Trưởng ca tại nhà máy điện lớn hoặc trung tâm điều khiển nhà máy điện ít nhất 18 tháng; thời gian đào tạo Trưởng ca tại nhà máy điện nhỏ ít nhất 12 tháng.

4. Trước khi được công nhận chức danh Trưởng ca nhà máy điện hoặc Trưởng ca trung tâm điều khiển nhà máy điện, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Điều 116 Thông tư này.

Điều 133. Quy định về đào tạo mới Trưởng kíp trạm điện hoặc trung tâm điều khiển trạm điện

1. Người được đào tạo để trở thành Trưởng kíp trạm điện hoặc trung tâm điều khiển trạm điện phải có kinh nghiệm công tác tại vị trí trực vận hành trạm ít nhất 03 tháng, được đào tạo và cấp Chứng nhận vận hành theo quy định tại Điều 116 Thông tư này và đáp ứng đầy đủ các điều kiện quy định tại Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia do Cục Điều tiết điện lực ban hành và các điều kiện khác do Đơn vị quản lý vận hành quy định.

2. Thời gian đào tạo Trưởng kíp tại trạm điện ít nhất 03 tháng; thời gian đào tạo Trưởng kíp tại trung tâm điều khiển trạm điện ít nhất 06 tháng.

3. Trước khi được công nhận chức danh Trưởng kíp trạm điện hoặc trung tâm điều khiển trạm điện, người được đào tạo phải qua kiểm tra, sát hạch theo quy định tại Điều 116 Thông tư này.

Điều 134. Quy định về đào tạo lại Trưởng ca nhà máy điện, Trưởng kíp trạm điện hoặc trung tâm điều khiển

1. Trưởng ca nhà máy điện, Trưởng kíp trạm điện hoặc trung tâm điều khiển sau khi chuyển đi làm nhiệm vụ khác, khi trở lại đảm nhiệm vị trí Trưởng ca hoặc Trưởng kíp phải trải qua một thời gian học tập quy trình, tìm hiểu tình hình vận hành nhà máy điện, trạm điện hoặc trung tâm điều khiển.

2. Đơn vị quản lý vận hành quy định chi tiết thời gian đào tạo lại Trưởng ca nhà máy điện, Trưởng kíp trạm điện hoặc trung tâm điều khiển.

Chương VIII

TỔ CHỨC THỰC HIỆN

Điều 135. Tổ chức thực hiện

1. Cục Điều tiết điện lực có trách nhiệm:

a) Tổ chức xây dựng và ban hành Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia, bao gồm các nội dung chính sau:

- Điều kiện đối với người được cử đi đào tạo các chức danh tham gia trực tiếp công tác điều độ, vận hành tại các cấp điều độ và Đơn vị quản lý vận hành;

- Nội dung đào tạo cho các chức danh tham gia trực tiếp công tác điều độ, vận hành tại các cấp điều độ và Đơn vị quản lý vận hành;

- Quy trình kiểm tra;

- Mẫu, hệ thống Chứng nhận vận hành và thời hạn của Chứng nhận vận hành;

- Quản lý và sử dụng Chứng nhận vận hành.

b) Tổ chức kiểm tra và giám sát việc thực hiện đào tạo và cấp Chứng nhận vận hành của Tập đoàn Điện lực Việt Nam, các cấp điều độ và Đơn vị quản lý vận hành theo quy định tại Chương VII Thông tư này và Quy trình Kiểm tra và cấp chứng nhận vận hành cho các chức danh tham gia trực tiếp công tác điều độ, vận hành hệ thống điện quốc gia;

c) Phổ biến, hướng dẫn và kiểm tra việc thực hiện Thông tư này.

2. Tập đoàn Điện lực Việt Nam có trách nhiệm chỉ đạo các đơn vị trực thuộc thực hiện Thông tư này.

Điều 136. Hiệu lực thi hành

1. Thông tư này có hiệu lực kể từ ngày 24 tháng 12 năm 2014. Quyết định số 56/QĐ-BCN ngày 26 tháng 11 năm 2001 của Bộ trưởng Bộ Công nghiệp quy định quy trình Điều độ hệ thống điện quốc gia hết hiệu lực thi hành kể từ ngày Thông tư này có hiệu lực.

2. Trong quá trình thực hiện Thông tư này, nếu có vấn đề vướng mắc, nội dung mới phát sinh, các đơn vị có liên quan có trách nhiệm báo cáo Cục Điều tiết điện lực để nghiên cứu, đề xuất, trình Bộ Công Thương sửa đổi, bổ sung Thông tư cho phù hợp./.
