CIRCULAR
REGULATING THE MODEL OF CERTIFICATE OF COMPLETION OF THE NATIONAL DEFENSE AND SECURITY KNOWLEDGE ENHANCEMENT PROGRAM
for national defense and security knowledge training

Pursuant to the Law on National Defense and Security Education of 2013;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education.
Considering the proposal of the Chief of General Staff;
The Minister of National Defense hereby regulates the model of certificate of completion of the national defense and security knowledge enhancement program..
Article 1. The model of certificate of completion of the national defense and security knowledge enhancement program consists of 4 (four) pages, each page having dimensions of 21 cm x 14.5 cm, specifically as follows:
1. Page 1:
a) Red-brown background;
b) Imprint of the State Emblem;
c) Yellow-colored characters;
2. Pages 2 and 3 share the following features: A yellowish background, ornamental border in orange-yellow color, and centrally imprinted with the Chau Van Ngoc Lu drum face, specifically as follows:
a) Page 2: Imprint of the State Emblem, photo frame (4 x 6) cm, black-colored characters.
b) Page 3: The phrase "CERTIFICATE" in red, other characters in black.
3. Page 4: Red-brown background
4. Font style and paper type:
a) Characters printed on paper use the Unicode/Times New Roman font according to Vietnam Standard TCVN 6909:2001.
b) Paper type: Hard paper, weight 400g/m2, whiteness 90.
5. The format and details presented on the certificate of completion of the national defense and security knowledge enhancement program shall be implemented according to the Model Certificate attached as Appendix to this Circular.
Article 2. This Circular takes effect from January 1, 2015 and replaces Circular No. 30/2012/TT-BQP dated April 6, 2012 of the Minister of National Defense regulating the model of the Certificate of Graduation of National Defense - Security Knowledge Enhancement Program.
Certificates of graduation of national defense - security knowledge enhancement programs issued before the effective date of this Circular retain their legal validity equivalent to those issued under this Circular.
Article 3. Chief of General Staff; heads of central ministries and sectors, Chairpersons of People's Committees of provinces and centrally-administered cities, Directors of the National Defense Academy, Commanders of Military Regions, Directors of the Political Academy, Commanders of the Capital Command of Hanoi, Commanders of the Ho Chi Minh City Command, Chiefs of Provincial and Centrally-Administered City Military Commands; Heads of relevant agencies and organizations are responsible for implementing this Circular./.
