CIRCULAR

Technical Standards for the Atmospheric, Hydrological, Marine, Air Environment, and Water Quality Data Sets
Conducting Observation, Investigation, and Survey

Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director General of the National Centre for Hydro-meteorological Forecasting, the Department of Science and Technology, and the Department of Legal Affairs;

The Minister of Natural Resources and Environment issues this Circular stipulating technical standards for atmospheric, hydrological, marine, air environment, and water quality data sets conducting observation, investigation, and survey.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates technical standards for atmospheric, hydrological, marine, air environment, and water quality data sets conducting observation, investigation, and survey.

Article 2. Applicability

This Circular applies to domestic agencies, organizations, and individuals; foreign organizations and individuals in Vietnam related to the construction of national meteorological and hydrological databases and the management, exploitation, and exchange of meteorological and hydrological information and data.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Standard data set for meteorology and hydrology is the method defining the content, structure, type of information, and data storage format for the meteorological and hydrological data set when submitting and exchanging data.

2. Metadata for meteorology and hydrology is descriptive data about meteorology and hydrology that describes the content, format, quality, source, processing methods, and other characteristic information of meteorological and hydrological data.

3. Data structure is the organization of data in computers reflecting the hierarchical and interconnection relationships among data groups.

4. Information type of data is the name, value type, and field length of the data information.

5. National elevation system is the unified elevation system used nationwide with its origin at Hon Dau - Hai Phong.

6. VN-2000 is the name of the current national reference system and coordinate system of Vietnam uniformly applied throughout the country pursuant to Decision No. 83/2000/QĐ-TTg dated July 12, 2000 of the Prime Minister on the application of the VN-2000 National Reference System and Coordinate System.

7. Chart datum (zero chart or zero depth) is the standard horizontal plane chosen as the base for measuring sea depths, which is defined for each sea area using zero and typically selected as the lowest astronomical tide level (lowest low water) in that area. The State's zero depth level coincides with the historical lowest tidal level at the Hon Dau station.

8. XML (Extensible Markup Language) is an extended markup language used to build structured text documents for data exchange purposes.

PART II

TECHNICAL REGULATIONS

Article 4. Elevation Systems, Spatial Coordinates, and Time Reference Systems

Information and data on atmospheric, hydrological, marine, air environment, and water quality observations, investigations, and surveys must apply the following elevation systems, spatial coordinates, and time reference systems:

1. Elevation system:

a) Use the national elevation system for meteorological and hydrological information and data;

b) Use the chart datum for marine information and data.

2. Spatial coordinate system: Apply the VN-2000 National Reference and Coordinate System.

3. Time reference system: Year, month, day according to the Gregorian calendar; hour, minute, second according to Vietnam time zone (UTC+07:00).

Article 5. Content, structure, type of information, data

1. Content of information, data:

a) Surface meteorological information, data: Air temperature, dew point temperature, air humidity, atmospheric pressure, evaporation, sunshine duration, wind direction and speed, clouds, rainfall amount, soil temperature, ground surface condition, horizontal visibility, meteorological phenomena;

b) Hydrological information, data: River water temperature, water level, water surface width, basin length, basin area, cross-sectional area, water flow velocity, water discharge, depth, turbidity, slope, riverbed roughness coefficient, total runoff volume, tidal volume, suspended sediment discharge, suspended sediment concentration, total suspended sediment load;

c) Agricultural meteorological information, data: Water temperature on fields, deep soil layer humidity, near-surface air turbulence, soil moisture content, useful water quantity;

d) Marine meteorological information, data: Sea surface wind, long-range sea visibility, sea level, average sea level, tide, residual oscillation, wave type, wave factor, wave form, wave grade, sea surface temperature, sea surface state, seawater salinity, sea brightness, dangerous marine meteorological phenomena;

đ) Atmospheric and water environmental information, data: Chemical composition of rainwater, physical parameters, atmospheric environment chemical parameters, river, lake, sea water physical parameters, floating objects information on rivers and lakes;

e) Radiometric meteorological information, data: Direct radiation, radiation balance, reflection, scattering, total radiation, albedo, sun time, solar elevation angle, sky color, cloud cover, sun disk state, atmospheric transparency and turbidity;

g) Ozone-ultraviolet radiometric information, data: Total ozone, ultraviolet radiation intensity;

h) Radio remote sensing information, data: Air temperature, air humidity, atmospheric pressure, and wind;

i) Pilot wind information, data: High-altitude wind;

k) Survey and investigation information, data: hydrology, marine meteorology, marine environment;

2. The structure and type of information, data include information hierarchy, symbol, data type, field length, unit, and description, which are specifically defined in Appendix 01 of this Circular.

Article 6. Metadata

1. The content, structure, and type of metadata for observation, survey, and investigation of meteorology, hydrology, marine meteorology, atmospheric and water environments are established in accordance with the Dublin Core data standard and must be encoded.

2. Metadata for observation, survey, and investigation of meteorology, hydrology, marine meteorology, atmospheric and water environments include:

a) Content information group: title, subject, description, type, summary;

b) Copyright information group: author, co-author, publisher, copyright;

c) Descriptive information group: date, location, link, identifier, language.

3. Metadata is created during database construction and updated regularly.

4. The structure and type of metadata include information hierarchy, field symbol, value type, and description, which are detailed in Appendix 02 of this Circular.

Article 7. Data format and metadata

1. The data format and metadata shall be used in the XML language.

2. Data and metadata shall be exchanged and distributed in the form of data files through storage devices and data transmission services.

Article 8. Quality control of information and data content

The quality control of information and data content shall be carried out according to the following items:

1. Checking the content, structure, type of information and data.

2. Checking the completeness of information and data.

3. Checking the application schema in the exchange, distribution, and updating of data and metadata.

4. The details of the items and the level of inspection are specified in Appendix 03 of this Circular.

PART III

IMPLEMENTATION

Article 9. Effective Date

This Circular takes effect from December 8, 2017.

Article 10. Responsibility for Implementation

1. The Director of the Ministry's Office, the General Director of the Hydro-Meteorological Service, the Head of the Science and Technology Department, the Head of the Legal Department, the Heads of units under the Ministry, the Directors of Provincial Departments of Natural Resources and Environment under central cities and organizations and individuals related shall be responsible for implementing this Circular.

2. The Hydro-Meteorological Service shall be responsible for guiding, inspecting, and supervising the implementation of this Circular.

3. During the implementation of this Circular, if there are difficulties or obstacles, agencies, organizations, and individuals shall report to the Ministry of Natural Resources and Environment for consideration and resolution./.
