Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;

Article 1. Scope

At the proposal of the Minister of Planning and Investment;

The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the Institute for Strategy and Development under the Ministry of Planning and Investment.

Article 1. Position and Functions

1. The Institute for Strategy and Development is a scientific public service organization under the Ministry of Planning and Investment, performing the function of researching national economic and social development strategies, national-level master plans, regional plans, economic and social development plans, and national public investment plans; providing public services in research, training, and consulting on strategy, planning, and other areas as prescribed by law.

2. The Institute for Strategy and Development has legal personality, its own seal, separate accounts, and its main office in Hanoi; its operational budget is guaranteed by the state budget as prescribed by law.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Researching projects and programs on national economic and social development strategies, national-level comprehensive plans, regional plans, economic and social development plans, and public investment plans for each period.

2. Studying theoretical and methodological approaches to developing strategies, plans, and programs.

3. Analyzing, synthesizing, and evaluating prospects for economic, social, scientific, technological, environmental, and international factors serving research on strategies, plans, and programs.

4. Providing critical reviews of projects on strategies, plans, and programs as assigned by competent authorities.

5. Implementing public service provision:

a) Carrying out research programs on strategies, plans, and other scientific research as prescribed by law;

b) Conducting consulting activities on strategies, plans, and programs;

c) Training doctoral students as prescribed by law.

6. Implementing international cooperation in researching economic, social, strategic, planning, and program-related issues as assigned by the Minister of Planning and Investment.

7. Managing the organizational structure, civil servants, officials, employees, finance, and assets allocated according to the law and the delegation of the Minister of Planning and Investment.

8. Performing other tasks and powers delegated by the Minister of Planning and Investment as prescribed by law.

Article 3. Organizational Structure

1. General Department;

2. Department of Strategic Development of Production Sectors;

3. Department of Strategic Development of Service Sectors;

4. Department of Strategic Development of Human Resources and Society;

5. Department of Regional Strategic Development;

6. Department of Infrastructure and Urban Strategic Development;

7. Office;

8. Southern Economic Research Center.

Article 4. Leadership

The Institute for Strategy and Development shall have a Director and not more than three Deputy Directors.

Article 2. The Director and Deputy Directors shall be appointed, relieved of duty, and dismissed by the Minister of Planning and Investment in accordance with the provisions of the law.

3. The Director shall stipulate the functions, tasks, powers, and organizational structure of subordinate units; appoint, dismiss, and remove heads and deputy heads of subordinate units according to the law and the delegation of the Minister of Planning and Investment.

4. The Director is responsible to the Minister of Planning and Investment and to the law for all activities of the Institute. Deputy Directors are responsible to the Director and to the law for the areas of work they are assigned to manage.

Article 5. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from November 1, 2018. This Decision replaces Decision No. 110/2009/QĐ-TTg dated August 26, 2009 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Institute for Strategy and Development under the Ministry of Planning and Investment.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government, and the Director of the Institute for Strategy and Development are responsible for implementing this Decision./.
