ISSUING REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCE THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM COLLEGE AND VOCATIONAL COLLEGE LEVELS IN ARTS, FINE ARTS, AND LANGUAGE FIELDS

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

BASED ON Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017, issued by the Minister of Labor, Invalids, and Social Affairs, stipulating the minimum volume of knowledge and requirements for competence that students must achieve upon graduation from college and vocational college levels;

At the proposal of the Director General of the Vocational Education Department,

The Minister of Labor, Invalids, and Social Affairs hereby issues this Circular to stipulate the minimum volume of knowledge and requirements for competence that students must achieve upon graduation from college and vocational college levels in arts, fine arts, and language fields:

Article 1. ANNEXED TO THIS CIRCULAR ARE THE REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCE THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM COLLEGE AND VOCATIONAL COLLEGE LEVELS FOR THE FIELDS OF ARTS, FINE ARTS, AND LANGUAGES TO BE APPLIED TO VOCATIONAL COLLEGES, COLLEGES, AND UNIVERSITIES OFFERING COLLEGE LEVEL EDUCATION, INCLUDING:

1. Field, Trade: Traditional Musical Instrument Performance;

2. Field, Trade: Western Musical Instrument Performance;

3. Field, Trade: Vocal Music;

4. Field, Trade: Film Cinematography;

5. Field, Trade: Fashion Design;

6. Field, Trade: Wood Sculpture Technique;

7. Field, Trade: Construction Carpentry and Interior Decoration;

8. Field, Trade: Wood Product Processing and Design;

9. Field, Trade: Commercial English Translation;

10. Field, Trade: English Language;

11. Field, Trade: Korean Language.

Article 2. DELEGATING AUTHORITY TO THE DIRECTOR OF THE GENERAL VOCATIONAL EDUCATION AGENCY TO ISSUE DETAILED REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCE THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM COLLEGE AND VOCATIONAL COLLEGE LEVELS FOR EACH POSITION IN THE FIELDS AND TRADES OF TRAINING AS STIPULATED IN ARTICLE 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS APPLICABLE TO THEIR OWN INSTITUTIONS.

Article 3. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 10, 2019.

MINISTRIES, MINISTERIAL BODIES EQUIVALENT TO MINISTRIES, GOVERNMENT AGENCIES, POLITICAL-SOCIAL ORGANIZATIONS, PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT WITH AFFILIATED SCHOOLS; SCHOOLS REGISTERED FOR VOCATIONAL EDUCATION ACTIVITIES AT COLLEGE AND VOCATIONAL COLLEGE LEVELS FOR THE FIELDS AND TRADES AS STIPULATED IN ARTICLE 1 OF THIS CIRCULAR AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./
