CIRCULAR
Issuing economic-technical norms for toll collection work on road usage services
for highway construction projects
under the management of the Ministry of Transport

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to the Law on Prices dated June 20, 2012;
Pursuant to the Law on Public-Private Partnership dated June 18, 2020;
Pursuant to the Government Decree No. 11/2010/NĐ-CP dated February 24, 2010 on the management and protection of road traffic infrastructure; the Government Decree No. 100/2013/NĐ-CP dated September 3, 2013 amending and supplementing certain articles of the Government Decree No. 11/2010/NĐ-CP dated February 24, 2010 on the management and protection of road traffic infrastructure; the Government Decree No. 64/2016/NĐ-CP dated July 1, 2016 amending and supplementing certain articles of the Government Decree No. 11/2010/NĐ-CP dated February 24, 2010 on the management and protection of road traffic infrastructure;
Pursuant to the Government Decree No. 177/2013/NĐ-CP dated November 14, 2013 detailing and guiding the implementation of certain provisions of the Price Law; the Government Decree No. 149/2016/NĐ-CP dated November 11, 2016 amending and supplementing certain articles of the Government Decree No. 177/2013/NĐ-CP dated November 14, 2013 detailing and guiding the implementation of certain provisions of the Price Law;
Pursuant to the Government Decree No. 32/2014/NĐ-CP dated April 22, 2014 on the management, operation, and maintenance of expressways;
Pursuant to the Government Decree No. 12/2017/NĐ-CP dated February 10, 2017 on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to the Prime Minister's Decision No. 19/2020/QĐ-TTg dated June 17, 2020 on the collection of tolls for road usage services via electronic toll collection systems;
At the proposal of the Director of the Department of Science and Technology and the Director General of the Vietnam Highway Administration;
The Minister of Transport hereby issues this Circular on the economic-technical norms for toll collection work on road usage services for highway construction projects under the management of the Ministry of Transport.
Article 1. This Circular annexes the economic-technical norms for toll collection work on road usage services for highway construction projects under the management of the Ministry of Transport.
Article 2. This Circular applies to organizations and individuals related to toll collection work on road usage services at highway construction projects under the management of the Ministry of Transport.
Article 3. Implementation Provisions
1. This Circular takes effect from March 1, 2021.
2. The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments, the Director General of the Vietnam Highway Administration, and the Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./.
