Issuing National Technical Regulations on Safety for Onshore Liquefied Natural Gas (LNG) Storage Facilities

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Labor Safety Law dated June 25, 2015;
Pursuant to Decree No. 127/2017/ND-CP dated August 1, 2017 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2017/ND-CP dated August 1, 2017 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety and Health Law;
Pursuant to Decree No. 44/2016/ND-CP dated May 15, 2016 of the Government detailing certain provisions of the Labor Safety and Health Law concerning technical safety inspection activities, safety training, labor health training, and environmental monitoring in the workplace;
Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Department of Oil and Gas and Coal;
The Minister of Industry and Trade issues this Circular to promulgate National Technical Regulations on Safety for Onshore Liquefied Natural Gas (LNG) Storage Facilities. Liquefied Natural Gas (LNG) onshore storage facilities.
Article 1. Issuance of the National Technical Regulation
Attached to this Circular are National Technical Regulations on Safety for Onshore Liquefied Natural Gas (LNG) Storage Facilities.
Designation: QCVN 19: 2022/MIC
Article 2. Effective Date
This Circular and National Technical Regulations on Safety for Onshore Liquefied Natural Gas (LNG) Storage Facilities shall take effect from July 1, 2023.
Article 3. Implementation Organization
1. The Director of the Ministry's Office, the Heads of the Oil and Coal Department, the Science and Technology Department, the Directors of Industry and Trade Departments of provinces and centrally governed cities, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. During the implementation of this Circular, if any difficulties or obstacles are discovered, organizations and individuals shall promptly report them to the Ministry of Industry and Trade for consideration and resolution./.
