ABOLISHING CERTAIN CIRCULARS ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATIONS IN THE FIELD OF TELECOMMUNICATIONS

IN THE FIELD OF TELECOMMUNICATIONS

On the basis of Law on Enacting Legal Normative Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15;

On the basis of Law on Telecommunications No. 24/2023/QH15;

Decree No. Decision No. 163/2024/NĐ-CP dated December 24, 2024 of the Government detailing certain provisions and measures to implement the Law on Telecommunications; Decision No. 115/2025/NĐ-CP dated June 3, 2025 of the Government detailing certain provisions of the Law on Telecommunications regarding management of telecommunications number pools, internet resources; compensation when the State recovers telecommunications numbers, internet resources; auctioning rights to use telecommunications numbers, national domain names ".vn";

Decree No. Decision No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing certain provisions and measures for organizing and guiding implementation of the Law on Issuance of Legal Normative Documents, amended and supplemented by Decree No. 79/2025/NĐ-CP dated April 1, 2025 of the Government on inspection, review, systematization, and handling of legal normative documents, amended and supplemented by Decree No.

Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Science and Technology; At the request of the Director of the Telecommunications Administration; 187/2025/NĐ-CP;

Decree No. The Minister of Science and Technology issues this Circular to abolish certain Circulars issued by the Minister of Information and Communications in the field of telecommunications. 187/2025/NĐ-CP;

Decree No. Article 1. Abolishing certain Circulars issued by the Minister of Information and Communications in the field of telecommunications

1. Circular No. 12/2013/TT-BTTTT dated May 13, 2013 of the Minister of Information and Communications guiding the issuance of permits for telecommunication service business operations.

2. Circular No. 14/2013/TT-BTTTT dated June 21, 2013 of the Minister of Information and Communications guiding the establishment, approval, and implementation of local passive telecommunication infrastructure planning.

3. Circular No. 25/2015/TT-BTTTT dated September 9, 2015 of the Minister of Information and Communications stipulating the management and use of telecommunications number pools.

Repeal all the following circulars:

4. Circular No. 21/2019/TT-BTTTT dated December 31, 2019 of the Minister of Information and Communications stipulating the explanation of telecommunication service revenue.

5. Circular No. 30/2021/TT-BTTTT dated December 31, 2021 of the Minister of Information and Communications amending and supplementing certain provisions of Circular No. 25/2015/TT-BTTTT dated September 9, 2015 of the Minister of Information and Communications stipulating the management and use of telecommunications number pools.

1. This Circular takes effect from January 15, 2026

2. The Director of the Telecommunications Administration, heads of units under the Ministry, and related agencies, organizations, and individuals shall be responsible for implementing this Circular./.
