REGARDING THE GRANTING OF NATIONAL DEFENSE SCHOLARSHIPS TO UNIVERSITY STUDENTS AND HIGH SCHOOL STUDENTS WHO ARE SOURCES FOR TRAINING MILITARY OFFICERS
In order to ensure training and build a cadre of scientific and technical officers, specialized personnel, and economic managers, as well as technical staff to supplement the military forces to meet the requirements of national construction and defense under new circumstances;

Pursuant to the Government Organization Law dated September 30, 1992;
At the proposal of the Minister of National Defense and the Minister of Education and Training,
1. Ministries, sectors, localities, and educational institutions have the responsibility to train and supplement the military with scientific and technical cadres, specialized personnel, economic managers, and technical staff, meeting the requirements of the Ministry of National Defense.
DECISION:
2. The Ministry of National Defense shall take the lead in coordinating with training management units to select and grant national defense scholarships to university students in their second year of study, whose majors align with the needs of national defense, and high school students from ethnic minorities or residing in mountainous or remote areas.
The criteria, annual selection quotas, rights, and obligations of scholarship recipients shall be unified by the Ministry of National Defense in consultation with the Ministry of Education and Training, relevant ministries overseeing universities (for university students), and provincial People's Committees, and provincial and district boarding schools for ethnic minorities (for high school students).
The funds for granting national defense scholarships shall be sourced from the annual budget for cadre training of the Ministry of National Defense.
The selection and management of scholarship recipients must be strictly controlled to ensure effectiveness in accordance with the set objectives.
3. The Ministry of Education and Training, relevant ministries overseeing universities, provincial People's Committees with scholarship allocation quotas, and educational institutions shall cooperate with the Ministry of National Defense to guide, instruct Departments of Education and Training and affiliated schools to organize selections, manage, educate, motivate, and require students to comply with regulations issued jointly by the Ministry of National Defense and the Ministry of Education and Training.
This Decision takes effect from the date of issuance.
The Ministry of National Defense and the Ministry of Education and Training are responsible for guiding the implementation of this Decision.
5. Ministers of ministries, heads of government agencies, and Chairpersons of provincial and municipal People's Committees directly under the central government are responsible for enforcing this Decision.
5. The Ministers of the ministries, the Heads of the agencies under the Government, and the Chairpersons of the People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
