PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on People's Health Protection dated June 30, 1989;

Considering the proposal of the Minister of Health,  

DECISION:

Article 1. Approves the Program on Preventing and Controlling Diseases and Disabilities in Educational Institutions under the National Education System (hereinafter referred to as educational institutions) and issues along with this Decision the Allocation of Tasks for Relevant Ministries, Agencies, Provincial People's Committees to Implement the Program.

1. General objectives

a) Reduce the incidence rate of diseases and disabilities in educational institutions.

b) Ensure comprehensive development of students' physical, mental, and intellectual health.

2. Specific Targets by 2015

a) Establish mechanisms and policies regarding healthcare work in educational institutions and submit them to competent authorities for approval.

a) Strengthen and improve the organization and staff engaged in school health work in all levels of educational institutions to meet the following targets:

- 100% Departments of Education and Training have dedicated staff for school health work;

- 85% universities, colleges, vocational schools have health stations;

- 60% kindergartens, primary schools, secondary schools, high schools, general education schools with multiple levels, and other educational institutions have health rooms and dedicated staff for school health work;

- 80% health stations and health rooms in educational institutions have sufficient essential medical supplies and equipment as prescribed by the Ministry of Health.

c) Enhance the professional capacity of staff involved in school health work in educational institutions to effectively carry out activities to prevent and control diseases and disabilities among students.

d) Develop a health management system for students in educational institutions:

- 85% of universities, colleges, vocational schools and 70% of kindergartens, primary schools, secondary schools, high schools, general education schools with multiple levels, and other educational institutions conduct annual health check-ups for students; establish and implement schedules for school health inspections suitable for each educational institution's requirements;

- 100% of students in educational institutions have access to initial health care from health staff and have health records established for their health management.

đ) Promote awareness about health care, protection, and disease prevention among at least 90% of managers, teachers, and students in educational institutions.

3. Timeframe and Scope of Implementation

a) Timeframe: from 2009 to 2015.

b) Scope: applicable to educational institutions within the national education system across the country.

4. Funding for Implementation

a) State budget allocated annually for public health, education, training, and vocational training expenses of ministries, agencies, and localities according to current budget decentralization regulations.

b) Funds retained from the Voluntary Health Insurance Fund for students and trainees as stipulated in current health insurance regulations.

c) Donations from domestic and foreign organizations and individuals.

d) Other legitimate sources of funding (if any).

Article 2. This Decision takes effect 45 days from the date of issuance.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
