Regarding the permission for the Bank Project Management Board to apply the accounting system issued by the State Bank of Vietnam attached to Decision No. 269-NH2 dated December 4, 1992 of the Governor of the State Bank of Vietnam

GOVERNOR OF THE STATE BANK OF VIETNAM

- Pursuant to the Ordinance on the State Bank of Vietnam promulgated by Decree No. 37/LCT-HĐNN8 dated May 24, 1990;

- Pursuant to the Ordinance on Accounting and Statistics promulgated by Decree No. 06/LCT-HĐNN8 dated May 20, 1988;

- BASED ON THE GOVERNMENT DECREES NO. 15/CP DATED MARCH 2, 1993 ON THE TASKS, POWERS AND RESPONSIBILITIES OF THE MANAGEMENT OF THE STATE OF MINISTRIES AND MINISTRY-LIKE ORGANIZATIONS;

- Pursuant to the Credit Agreement signed between the International Development Association and the Socialist Republic of Vietnam No. 2785 VN dated January 16, 1995 - Modernization of Banking and Payment System Project; Credit Agreement No. 2855 VN dated July 19, 1996 - Rural Finance Project; Loan Agreement between the Asian Development Bank and the Socialist Republic of Vietnam No. 1457 VIE dated October 18, 1996 - Rural Credit Project;

- Pursuant to Circular No. 5551/QHQT dated October 2, 1995 of the Government regarding the permission for the State Bank of Vietnam to perform the wholesale banking function of the Rural Finance Project funded by the World Bank for lending to Credit Organizations;

- Based on the proposal of the Director of the Accounting and Finance Department of the State Bank of Vietnam,

Article 1: Permission is hereby granted to the Bank Project Management Board to officially apply the Accounting System issued by the State Bank of Vietnam pursuant to Decision No. 269/QĐ-NH2 dated December 4, 1992 of the Governor of the State Bank of Vietnam for recording the receipt and utilization of loans from International Development Organizations where the State Bank acts as the implementing agency.

Article 2: This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 94/QĐ-NH21 dated April 17, 1997 of the Governor of the State Bank of Vietnam concerning the temporary application by the Bank Project Management Board of the Accounting System of Credit Organizations issued pursuant to Decision No. 41/QĐ-NH2 dated March 6, 1993 of the Governor of the State Bank of Vietnam.

Article 3: The Director of the Governor's Office, the Head of the Bank Project Management Board, the Heads of the Accounting and Finance Department, the Heads of Departments and Bureaus, and the Heads of units directly related to the Central State Bank are responsible for the implementation of this Decision.
