DIRECTIVE
ON ENFORCING THE CONTROL OF ANIMAL SLAUGHTER AND SANITARY INSPECTION OF FOOD OF ANIMAL ORIGIN
未经检疫、未经兽医部门的屠宰监督盖章仍流通于市场,导致疫病传播,影响消费者健康,尤其是在首都河内和其他大城市。
为解决上述问题,政府总理指示:
1\. The Ministry of Agriculture and Food Industry immediately rectifies the work of animal quarantine, slaughter control, and sanitary inspection of food of animal origin; strengthens guidance and regularly organizes inspections on compliance with veterinary laws in relevant sectors and localities; coordinates with the Ministry of Commerce to issue regulations and issue business licenses for conditional businesses according to Government Decree No. 2-CP dated January 5, 1995.
2\. Provincial People's Committees directly under the Central Government, following the guidance of the Ministry of Agriculture and Food Industry, must direct the implementation of national regulations on veterinary work. In the short term, they should direct local veterinary agencies to review slaughter facilities; only grant permits to facilities meeting veterinary hygiene standards; firmly handle violations of laws or failing to meet veterinary hygiene standards in slaughterhouses and slaughter points; all animal-origin food products circulating in the market must undergo sanitary inspection and be stamped with the slaughter control seal of the veterinary agency.
3\. The Ministries of Commerce, Health, Finance, Home Affairs, Science, Technology, and Environment closely cooperate with the Ministry of Agriculture and Food Industry to promptly implement necessary measures to enhance the effectiveness of State management in animal slaughter control, sanitary inspection of food of animal origin, and livestock taxation.
4\. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees shall develop plans to implement this Directive in their respective sectors and localities and report the results to the Government.
The Ministry of Agriculture and Food Industry shall monitor the enforcement of this Directive and regularly compile the situation to report to the Government.
