DIRECTIVE
ON THE ELECTION OF THE NATIONAL ASSEMBLY AND LOCAL PEOPLE'S COUNCILS FOR THE 1994-1999 TERM
The Ninth National Assembly, Fifth Session (June 21, 1994) adopted the Law on the Organization of People's Councils and People's Committees (Amended) and the Law on the Election of Members of People's Councils (Amended). The Standing Committee of the National Assembly has determined and announced that the election of members of People's Councils will take place on Sunday, November 20, 1994. The Government has issued Decree No. 81-CP dated August 1, 1994 detailing the implementation of the Law on the Election of Members of People's Councils (Amended).
To ensure that this election of members of People's Councils at all levels proceeds according to the Law, achieves good results, is economical, and safe, the Prime Minister issues the following directive:
1- Ministries, ministerial-level agencies, government agencies, and localities shall, within their respective functions and responsibilities, plan and organize the election well; widely publicize among cadres, civil servants, armed forces, and the people the contents of the Law on the Organization of People's Councils and People's Committees (Amended) and the Law on the Election of Members of People's Councils (Amended) and guiding documents from the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front so that everyone understands their duties and rights as citizens in building and consolidating local administrations that are truly strong.
2- The Ministry of National Defense and the Ministry of Public Security shall develop plans for coordinating forces to ensure safety for the election nationwide.
The Ministry of Culture and Information and mass media organizations at central and local levels shall plan propaganda and mobilization activities for the election.
The Ministry of Finance shall allocate funds for the election according to the assigned plan and shall be responsible for guiding and strictly monitoring expenditures to ensure economy and prevent corruption and waste.
The Ministry of Transport shall ensure transportation conditions and means to serve the election of members of People's Councils at all levels effectively in all situations, especially in mountainous and island areas.
The General Post Office Corporation shall be responsible for ensuring smooth communication services to support leadership and guidance of the election from the central level to the grassroots level.
The Minister of the Government's Organizational and Cadre Affairs Department shall be responsible for organizing training for localities, inspecting the implementation of the election by central ministries and sectors and People's Councils at all levels according to the Law, and reporting the situation and results to the Prime Minister.
3- People's Councils at all levels shall be responsible for organizing the election according to the Law on the Election of People's Councils and guiding documents on the election issued by the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front; while also directing the effective implementation of other economic and social tasks in their locality.
The Chairman of the People's Committee of provinces and centrally-administered cities shall be responsible to the Prime Minister for organizing and directing the election of members of People's Councils at all levels in their locality.
4- It is requested that the Vietnam Fatherland Front and its member organizations at central and local levels develop plans for close cooperation with state agencies at the same level in implementing the steps of the election process and mobilizing voters to participate fully.
Upon receipt of this Directive, ministries, sectors, and localities are required to immediately organize its implementation and regularly report results to the Prime Minister and the Government's Organizational and Cadre Affairs Department from the start of preparation until the end of the election./.
