DECISION

Regarding the approval of the charter on organization and operation of

the Mekong Delta Housing Development Bank

GOVERNOR OF THE STATE BANK

Pursuant to the State Enterprise Law dated April 20, 1945;

Pursuant to the Ordinance on the State Bank of Vietnam, the Ordinance on Banks, Credit Cooperatives and Financial Companies promulgated by Decree No. 37-LCT/HĐNN8 and Decree No. 38-LTC/HĐNN8 dated May 24, 1990 of the Chairman of the Council of State;

Pursuant to Government Decree No. 15-CP dated March 2, 1993 on the tasks, powers and responsibilities for state management by Ministries and ministerial-level agencies;

Pursuant to Decision No. 769-TTg dated September 18, 1997 of the Prime Minister on the establishment of the Mekong Delta Housing Development Bank;

Pursuant to Decision No. 796-TTg dated September 24, 1997 of the Prime Minister on the appointment of members of the Board of Directors of the Mekong Delta Housing Development Bank;

Considering the proposal of the Chairman of the Board of Directors of the Mekong Delta Housing Development Bank and the Director of the Department of Financial Institutions of the State Bank;

DECISION

Article 1.

Approves the Charter on organization and operation of the Mekong Delta Housing Development Bank, consisting of ten chapters and forty-six articles attached hereto.

Article 2.

This Decision takes effect fifteen days from the date of signature.

Article 3.

The Chairman of the Board of Directors, General Director of the Mekong Delta Housing Development Bank, Director of the Department of Financial Institutions, Head of the Governor's Office, Inspector-General, Heads of units under the Central State Bank, and Governors of provincial and centrally-administered city branches of the State Bank are responsible for implementing this Decision.
