OF THE MINISTRY OF FINANCE NUMBER 4099 TC/NSNN DATED APRIL 22, 2003
REGARDING FUNDS FOR MITIGATING DISASTERS CAUSED BY NATURAL CATASTROPHES

RESPECTED: People's Committees of Provinces and Cities Directly Under the Central Government

From the beginning of this year to date, weather patterns have been unusual, with droughts and tornadoes occurring in some regions nationwide (tornadoes and hailstorms in northern mountainous provinces, prolonged drought in central and western highland provinces), causing losses to people's lives and property as well as state assets. According to forecasts by the Meteorological and Hydrological Service, weather conditions may continue to be complex in the future, with widespread heatwaves likely to persist. To promptly address any situation that arises, the Ministry of Finance requests People's Committees of Provinces and Cities Directly Under the Central Government to organize and implement the following:

1- When natural disasters such as floods, droughts, or food shortages occur, localities must direct relevant sectors to thoroughly grasp the specific extent of losses to people’s lives and property, both state-owned and private. Based on this information, they should proactively take timely measures to mitigate consequences in order to quickly stabilize production and living conditions for the people.

2- Regarding resources:

In addition to mobilizing internal resources from the community and contributions from society, provinces must actively utilize funds from local budgets allocated by the Government for handling such situations; particularly those designated for economic public services, social security, and contingency reserves. If revenue collection is insufficient due to delays, localities should work with State Treasury offices to temporarily borrow idle funds or request the Ministry of Finance to expedite financial assistance. It is absolutely essential not to allow natural disaster consequences to persist and affect production and living conditions due to a lack of funding.

3- Promptly report on the situation and measures taken to address the aftermath of natural disasters, social relief efforts in localities to relevant ministries and the Prime Minister for appropriate remedial actions including financial handling; especially in cases where there is a severe shortage of funds due to widespread natural disasters exceeding the capacity of localities to cope with them.
