MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 15/ dated October 20, 2015 of Pursuant to the Government's Decision No. 72/1994/NQ-CP dated October 28, 1994 on tasks, powers, and organizational structure of ministries;
Pursuant to Decree No. 29/ dated October 20, 2015 of dated March 30, 1994 of the Government on tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Political Work Department,
DECISION:
Article 1. Amending and supplementing certain points in the Regulation on Student Dormitory Work for Students and Trainees in Universities, Colleges, Secondary Specialized Schools, and Vocational Training Institutions issued together with Decision No. 2137/GD-ĐT dated June 28, 1997 of the Ministry Ministry of Science and Technology of Education and Training, as follows:
1. Amend Clause 1 of Article 4.
Clause 1: All dormitory areas must have a sign indicating the name of the school and its address. Each house and room must have a house number sign and a room number sign (in letters or numbers). must have house number plates, room number plates (in letters or numbers).
2. Supplemental Supplement Clause 6 and Clause 7 of Article 4.
a) Clause 6: The dormitory area must have a room for students to engage in cultural and artistic activities, celebrate birthdays, and receive guests according to the rules of the Dormitory Area Regulations.
b) Clause 7: The dormitory area must be equipped with a sound system, television, video, and various types of books and magazines to serve cultural and artistic activities of students.
3. Amend and supplement Clause 6 of Article 5.
Clause 6: Direct and inspect the organization of meals, accommodation, self-study, and daily activities of resident students. Coordinate with school organizations to organize cultural and artistic activities, anti-drug activities, crime prevention, and other social evils for resident students.
Coordinate with local authorities to organize activities ensuring political security and public order within the dormitory area and take timely measures to handle related incidents.
4. Remove Clause 5 of Article 9 and change Clause 6 to Clause 5.
5. Amend and supplement the opening sentence of Article 10.
Resident students are responsible for maintaining public order and safety in the dormitory area and complying with all regulations regarding public order and hygiene in the dormitory area.
6. Amend Clause 5 of Article 10.
Clause 5: Receive guests at designated locations within the dormitory area before 10 PM.
7. Amend Clause 2 of Article 11.
Clause 2: Produce, store, or sell drugs and their derivatives under any form.
Drink alcohol in the room.
8. Amend Clause 8 Article 11.
Clause 8: Receive guests in the room, bring others to stay in the dormitory area without permission from the Head of the Dormitory Management Board. residing in the dormitory without permission from the Head of the Dormitory Management Board.
9. Amend Clause 10 of Article 11.
Clause 10: Cause noise beyond the prescribed level, gather in large groups causing disturbance affecting the living and studying of the dormitory area.
10. Amend and supplement Appendix No. 1.
Point 1: Students who are Heroes of the Armed Forces, Labor Heroes, war invalids, disabled veterans, and persons enjoying benefits equivalent to those of war invalids.
Point 4: Students belonging to ethnic minorities, Han Chinese, or Overseas Chinese with permanent residence registration in highland, remote, or particularly difficult socio-economic regions for three years or more prior to enrollment.
Point 6: Students whose parents are included in the poverty alleviation program as stipulated by the State or are in sudden difficult circumstances.
11. Replace the old Appendix No. 4 with the new Appendix No. 4 attached hereto.
Article 2This Decision shall take effect fifteen days from the date of signature. Any previous provisions contrary to this Decision shall be abolished. The Heads of the General Office, Directors of the Political Work Department, Directors of relevant Departments, Directors of Provincial Departments of Education and Training, Directors of universities and academies, and Principals of colleges, secondary specialized schools, and vocational training institutions are responsible for implementing this Decision./.
